AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON®
AMENDING THE PLUMBING CODE OF SAID CITY BY ADOPT-
ING THE 1967 EDITION OF THE UNIFORM PLUMBING CODE
WITH CERTAIN AMENDMENTS AND MODIFICATIONS THERETO.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON
DO ORDAIN AS FOLLOWS:
Section 1. The 1967 Edition of the Uniform Plumbing
Code is hereby adopted by reference as the Plumbing Code
of the City of Edmonds by amending Section 11.12.010 of
the Edmonds City Code to read as follows:
"11.12.010 Adoption by Reference of Uniform
Plumbing Code. That certain printed code, three copies
of which are and have been on file in the office of
the City Clerk of the City of Edmonds for use and
examination of the public, being marked, printed and
designated as the Uniform Plumbing Coder 1967 Edition,,
including appendices, copyrighted in 1967 by the
International Association of Plumbing and Mechanical
Officials, is hereby adopted by reference and incor-
porated herewith as if fully set forth within this
Chapter, as the Plumbing Code of the City of Edmonds,
subject to the modifications, and amendments herein-
after set forth, and each and all of the regulations,
provisions, penalties, conditions and terms of such
Uniform Plumbing Code herein mentioned and as amended
and on file in the office of the City Clerk is hereby
established, pursuant to the laws of the State of
Washington as set forth under RCW 35.21.180 as the
Plumbing Code in and for the City of Edmonds."
Section 2. Edmonds City Code, Section 11.12.020 is
hereby amended to read as follows:
"11.12.020 Modifications and Additions to Uniform
Plumbing Code.
A. Section 1.1 of the Uniform Plumbing Code adopted
by reference as found on page 1 a therein, be and the
same is hereby modified to read as follows:
Whenever the term "administrative authority" is
used in this code it sIB11 be construed to mean the
Building Official or his authorized representative.
i4B. Section 1.2 of the Uniform Plumbing Code
adopted by reference as found on page I a therein,
be and the same is hereby modified to read as follows:
Whenever the term "assistants" is used in this
code it shall be construed to mean the assistants to
the Building Official.
C. Section 1.3 of the Uniform Plumbing Code
adopted by reference as found on page 1 a therein,
be and the same is hereby modified to read as follows:
Unless otherwise provided for by law, the office
of the administrative authority shall be a part of
the Building Department.
D. Section 1.7 of the Uniform Plumbing Code
adopted by reference as found on page 3 a therein,
be and the same is hereby modified to read as follows:
Any person, firm or corporation violating any of
the provisions of this code shall be deemed guilty of
a misdemeanor and upon conviction thereof shall be
punishable by a fine of not to exceed Five Hundred
Dollars ($500) or by imprisonment for not to exceed
Sixty (60) days, or by both such fine and imprison-
ment. Each separate day or any portion thereof
during which any violation of this code occurs or
continues shall be deemed to constitute a separate
offensei and upon conviction thereof shall be punish-
able as herein provided.
The issuance or granting of a permit or approval
of plans shall not prevent the administrative author-
ity from thereafter requiring the correction of errors
in said plan and specifications or from preventing
construction operations being carried on thereunder
when in violation of this code or of any other ordi-
nance or from revoking any certificate of approval
when issued in error.
Every permit issued by the administrative authority
under the provisions of this code shall expire by
limitation and become null and void, if the work
authorized by such permit is not commenced within
sixty (60) days from the date of issuance of such
permit, or if the work authorized by such permit is
suspended or abandoned at any time after the work
is commenced for a period of sixty (60) days. Before
such work can be recommenced a new permit shall be
first obtained to do so.
E. The Uniform Plumbing Code adopted by reference
shall be modified by the addition to Sec. 802 of two
new subsections as follows:

(m) 'No -Hub' Pipe Joint shall be permitted for
Cast Iron Pipe.
(n) Tyler TySeal Pipe Joint shall be permitted
for Tyler Cast Iron Pipe.
F. Section 1007 (f) of the Uniform Plumbing Code
adopted by reference be and the same is hereby modi-
fied to read as follows:
All water hearing applicances shall be provided
with a water pressure relief valve.
G. Section 1310 (a) of the Uniform Plumbing
Code adopted by reference be and the same is hereby
modified to read as follows:
Water heaters generating a glow, spark or flame
capable of igniting flammable vapors may be
installed in a residential garage provided the
pilots and burners, or heating elements and switches,
are at least eighteen (18) inches above the floor
level.
H. Section 1313 of the Uniform Plumbing Code
adopted by reference be and the same is hereby modi-
fied to read as follows:
All water heating applicances shall be provided
with a water pressure relief valve set at a
pressure of not more than fifty pounds per
square inch guage pressure above the pressure
of the water supply."
Section 3. There is hereby added a new section to the
Edmonds City Code, Section 11.12.040, reading as follows:
"Section 11.12'-,'040 - General. The Uniform Plumbing
Code, Section 1301, is hereby amended to read as
follows:
"Section 1.301 - General.. The ltegdlatibns,bfithis
chapter shall govern the construction, location
and installation of gas fired and all other water
heaters heating pot able water. The venting of
water heaters shall be governed by the Uniform
Mechanical Code. All design, construction arra work-
manship shall be in conformity with accepted en-
gineering practices and shall be of such
character as to secure the *esu1tssoqght to
be obtained by this code. No water heater shall be
hereinafter installed which does not comply in all
respects with the type and model of each size thereof
approved by the Administrative Authority."'

Section 4. There is hereby added a new section to the
Edmonds City Code, Section 11.12.050, reading as follows:
"Section 11.12.050 - General. The Uniform Plumbing
Code, Section 1306 (a) is hereby amended to read as
follows:
I " Section 1306 (a) - Oil Burning and Other Water
Heaters. Water heaters deriving heat from fuels
or types of energy other than gas shall be con-
structed and installed in accordance with approved
standards in a manner satisfactory to the Adminis-
trative authority. Vents for such applicances shall
be of approved or listed types and shall be in-
stalled in conformity with their conditions of
approval and the provisions of the Uniform Mechan-
ical Code. Proper provision shall be made for an
adequate supply of air for combustion and for ade-
quate ventilation of heater rooms or compartments.
Each such appliance shall be installed in an approved
location satisfactory to the Administrative Authori-
ty and to local and State fire prevention agencies."'
Section 5. There is hereby added a new section to the
Edmonds City Code, Section 11.12.060, which section shall
read as follows:
"Section 11.12.060 - Deletions from Uniform Plumb-
ing Code. The following Sections and Sub -sections of
the Uniform Plumbing Code are hereby deleted from the
Plumbing Code of the City of Edmonds:
Sub -sections 1302 (b), (c), (d) and (e); and
Sections 1313 through 1323.
Section 6. There is hereby added to the Edmonds City
Code a new section, Section 11.12.070, which section shall
read as follows:
"Section 11.12.070 ABS pipe. Notwithstanding any
other provisions of the Uniform Plumbing Code ABS
(acrylonitrils butadiene styrene) pipe may be used
only for drain, wasteandvent purposes and then
only for H and I occupancies as defined in the Uniform
