AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 12.13.030(f) OF THE EDMONDS CITY
CODE BY REQUIRING A CONDITIONAL USE PERMIT FOR
CHURCHES, AUDITORIUMS AND RECREATION FACILITIES,
INCLUDING CLUBS IN RS DISTRICTS AND AMENDING THE
TABLE OF CONDITIONAL USES IN EDMONDS CITY CODE
SECTION 12.16.070 TO REQUIRE THE ISSUANCE OF A
CONDITIONAL USE PERMIT FOR THE USES OF CHURCHES,
AUDITORIUMS AND RECREATION FACILITIES, INCLUDING
CLUBS IN RS 6, RS 8, RS 12, RS 20, RD,RML, RMH,
BN AND BC ZONES IN SAID CITY ALL PURSUANT TO
PLANNING COMMISSION RESOLUTION NO. 424.
WHEREAS, the City Council of the City of Edmonds,
Washington, pursuant to Planning Commission Resolution No. 424,
called a public hearing, and having during said hearing deter-
mined it to be in the best interests and the public health,
safety and welfare to amend the Edmonds Zoning Ordinance as
set forth below, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 12.13.030(f) is hereby amended to
read as follows:
13.13.030(f) Churches, auditoriums, and
recreation facilities, including clubs, subject
to a conditional use permit and provided further
that:
(1) Building area shall not exceed thirty-
five percent (35%) of the lot area,
(2) Front yards comply with requirements
of the district in which it is located,
(3) Buildings shall be no closer than
thirty (30) feet to any property line,
(4) On interior and through lots the
required side yards may be used to provide
off-street parking areas and on corner lots
the interior side yard may be so used. In no
case may the required fromt yard or side yard
on the side street be used for off-street
parking.
(5) All lights provided to illuminate any
parking area or building shall be so arranged as
to direct the light away from any adjoining
premises,
(6) A solid wall or view obscuring fence
or coniferous hedge not less than five(5) nor
more than six (6) feet, be installed and maintained
on any property line common with or abutting any
residentially classified property.
Section 2. The Table of Conditional Uses contained in
Edmonds City Code, Section 12.16.070 is hereby amended to add
to the Conditional Use Table the requirement that conditional
use permits be issued for churches, auditoriums and recreation
facilities, including clubs in RS 6, RS 8, RS 12, RS 20, RD,
RML, RMH, BN and BC zones and the Table of Conditional Uses
contained in Edmonds City Code, Section 12.16.070 shall be
amended to conform with Exhibit "A" attached hereto and hereby
incorporated in full by this reference.
