AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 12.14.020(B) OF THE EDMONDS CITY
CODE TO REQUIRE COMPLIANCE WITH OFF-STREET PARKING
STANDARDS FOR BUILDINGS IN THE DOWNTOWN BUSINESS
AREA WHICH ARE REMODELED OR EXPANDED; AMENDING
SECTION 12.14.021(a) TO INCREASE THE DOWNTOWN
BUSINESS AREA; AND AMENDING SECTION 12.14.021(b)
TO REQUIRE REMODELED BUILDINGS TO COMPLY WITH THE
OFF-STREET PARKING STANDARDS IF THE NEW USE WILL
RESULT IN AT LEAST TWICE THE NUMBER OF REQUIRED
PARKING SPACES AS THE PREVIOUS USE.
WHEREAS, the City Council of the City of Edmonds,
Washington, called a public hearing and during this hearing
having determined it to be in the best interests of the
public health, safety and general welfare to amend the
Edmonds City Code as set forth below and to overrule Planning
Commission Resolution No. 599:, and having determined that
there will be no significant adverse environmental impacts,
now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 12.14.020(B) of the Edmonds
City Code is hereby amended to read as follows:
"B. Expansion and Enlargements.
(1) Whenever any building,is enlarged in
height or in ground coverage, off-street parking
shall be provided for the expansion or enlargement
in accordance with the requirements of the schedule,
contained in this section. Provided, however,
that no parking space need be provided in the case
of enlargement or expansion where the number of
parking spaces required for such expansion or
enlargement is less than ten (10%) of the parking
spaces specified in the schedule for the building
and uses, unless the building is located in the
downtown business area and regulated by Section
12.14.021 of this code.
(2) Buildings and uses having a lawful
number of off-street parking spaces, which are
made nonconforming as to parking spaces by the
passage of this section, or any amendment hereto,
need not construct the additional off-street
parking spaces required, unless such building and
use is located in the downtown business area and
remodeled as set forth in Section 12.14.021(b) of
this code.
Section 2. Section 12.14.021(a) of the Edmonds
City Code is hereby amended to read as follows:
"(a) Downtown Business Area Defined. Notwith-
standing any other provisions in this code, the
following requirements shall apply to all property
encompassed within the downtown business area,
hereafter referred to as "DBA" and more particularly
described as that area of Edmonds zoned "BC" and
"CW" according to the Edmonds Zoning Code and
Official Zoning Map and situate east of Puget
Sound, south of Edmonds Street, west of Seventh
Avenue and north of Pine Street."
Section 3. Section 12.14.021(b) of the Edmonds
City Code is hereby amended to read as follows:
"(b) Number of Spaces Required. The off-street
parking requirement for building uses within the
DBA shall be as set forth in the table of minimum
standards contained in subsection G of Section
12.14.020.
The provisions of this section shall apply to
the construction of new buildings or structures,
new additions to existing buildings or structures,
and to the remodel of an existing building or
structure where the proposed use will result in at
least twice the number of required off-street
parking spaces as the previous use."

Section 4. This ordinance shall be in full force
and effect five days after passage by publication by posting
as provided by law.
