AN ORDINANCE FOR THE CITY OF EDMONDS, WASHINGTON,
AMENDING THE 1978 BUDGET BY AMENDING ORDINANCE
NO. 1964, PASSED ON DECEMBER 20, 1977, ORDINANCE
NO. 1975, PASSED ON FEBRUARY 7, 1978, ORDINANCE
NO. 1988, PASSED ON APRIL 18, 1978, AND ORDINANCE
NO. 2013, PASSED ON AUGUST 15, 1978, BY INCREASING
REVENUES AND APPROPRIATIONS TO AND FROM THE STREET
ARTERIAL FUND 112; CREATING A NEW EDMONDS ELEMENTARY
SCHOOL ACQUISITION/DEVELOPMENT FUND 336, PLACING
IN SAID FUND MONIES RECEIVED FROM AN INTERFUND
LOAN; APPROPRIATING SAID FUNDS; AND DECLARING AN
EMERGENCY.
WHEREAS, the amount of Twenty-three Thousand Six
Hundred Seventy-one Dollars ($23,671.00) in Street Arterial
Fund No. 112 was budgeted for expenditure in fiscal 1977,
and said funds were not in fact expended, and
WHEREAS, at the time of the finalization of the
1978 budget said funds were expected to be expended in 1977,
and accordingly were not appropriated in the 1978 budget,
resulting in an unappropriated cash -carryover, and
WHEREAS, at the time of formulation of the 1978
budget, the City Council was not able to determine whether
the City would be able to afford to acquire the Edmonds
Elementary School, and
WHEREAS, the City Council has now determined that
it is feasible to acquire the Edmonds Elementary School, and
it is necessary to provide monies for preliminary acquisition
costs by means of interfund loan authorized by Resolution
No. 415 , and
WHEREAS, this ordinance has been introduced not
less than five (5) days prior to its passage, now, therefore,

THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 2 of Ordinance No. 1964,
passed on December 20, 1977, and the schedule attached to
said ordinance, and incorporated by reference in said Section
2, as amended by Ordinance No. 1975, passed on February 7,
1978, as amended by Ordinance No. 1988, passed on April 18,
1978, as amended by Ordinance No. 2013, passed on August 15,
1978, is hereby further amended to reflect the following
changes:
1. An increase in the revenues and appropriations
to and from the Street Arterial Fund No. 112
in the amount of $23,671.00.
2. Establishment of a new fund entitled "Edmonds
Elementary School Acquisition/Development
Fund", placing into said fund the sum of
$8,000.00 and appropriating said monies for
the purpose of acquiring and/or developing
the Edmonds Elementary School site for municipal
and recreational purposes.
Section 2. A schedule listing each separate fund,
the revenue estimated to be received by said fund, the
appropriations from each said fund, and the aggregate totals
of revenues and appropriations for all of said funds is set
forth in "Exhibit A", attached hereto and incorporated in
full by this reference.
Section 3. The Finance Director is hereby directed
and authorized to make the necessary line item adjustments
and entries to reflect the creation of the fund and the
increase in revenues and appropriations set forth hereinabove.
Section 4. The City Council declares and finds

that this Ordinance is necessary for the public health,
safety and general welfare and that an emergency exists
requiring it to be effective immediately upon passage.
