AN ORDINANCE OF rHE CITY OF EDMONDS, WASH:NGTON,
AMEN[-NG THE PROVISIONS OF THE EDMONDS CITY CODE
SCCTION 17.30.030 RELATING TO WATER RATES TO DELETE
OUTDATED RATES, EDMONDS CITY CODE SECTION 17.30.040
RELATING TO UTILITY CHARGES TO ADOPT NEW SEWER RATES TO
BE EFFECTIVE MARCH 1, 1988, 1989, 1990, ESTABLISHING A
MINIMUM RATE FOR 1991, PROVIDING FGP SEVERABILITY OF
THE ORDINANCE AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, the C_ty of Edmonds, Washington, is in the process
of constructing a new secondary sewage treatment facility, and
WHEREAS, the estimated costs of such fac=_:_tv have been
received by the City and future rate inc-eases attributable
thereto may now be estimated, and
WHEREAS, the City Council desires to establish rates to
phase in such rates over a reasonable period of time in order to
provide notice to the .:cns-:mer, to provide adequate funding for
the project aid to repay bond obli,7ations, if any, which may be
incurred in the construction of such project,now, therefore,

Section 1. SCC Section 7.30.030 Water Rates - Meter
Installat:en Charges, Subsection A, is hereby amend-d to read as
follows:

The mDnthly rates for water supplied through
meters are fixed as follows:
A. Base rate. A base rate to be paid by
customers for water supplied through meters is
hereby fixed on a bimonthly basis as follows:

7.30.040 Utility Charges.
The utility charges set forth in this section
shall be added to and made a part of the bimonthly
rates for water supplied through the meters as set
forth in Section 7.30.030:

Section 3. The bimonthly rate for connected single family
residences shall be $36.20 commencing March 1, 7-991, or at such
higher rate or rates as may be necessary in irder that the City
shall comply with the coverage covenants of its outstanding water
and sewer revenue bonds and bonds issued parity therewith.
All other rates shall be set p-oportionately at a level necessary
to achieve compliance wit'-, such coverage covenants and shall not
be ieb- than the minimum necessary for compliance.
Section 4. If any section, sentence, clause or phrase of
this ordinance should be held to be invalid or unconstitutional
by a court of competent jurisdiction, such invalidity or
unconstitutionality shall noc affect the validity or constitu-
tionality of any other section, sentence, cla-use or phrase of
this ordinance.
Section 5. This ordinance, being an exercise of a dower
specifically delegated to the City legislat?ve body, is not
subject to referendum, and shall take effect five (5) days after
