Ordinance 26960006.030.15 WSS/j ib 12/13/88 R:12/13/88naa ORDINANCE NO. 2696 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING THE 1988 BUDGET BY AMENDING ORDINANCES NO. 2649, PASSED BY THE CITY COUNCIL ON DECEMBER 29, 1987, TO TRANSFER MONIES FROM SPECIFIED FUNDS TO OTHER SPECIFIED CITY FUNDS, AND AMENDING ORDINANCE 2675 PROVIDING FOR EMERGENCY TRANSFERS AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, the City is required by applicable State law to finalize its annual budget prior to the commencement of the fiscal year, and WHEREAS, the amounts of revenue and appropriation can only be estimated at the time of finalization of said budget, and, WHEREAS, this ordinance has been on file with the City Clerk and the public was given an opportunity to comment prior to the adoption of this ordinance, and WHEREAS, the City Council finds that it is in the best interest of the City to make expenditures and adjustments to various funds as set forth below, that such expenditures and adjustments will be in the best interest of the public health, safety, and general welfare and that these expenditures and adjustments could not reasonably have been anticipated at the time of the passage of the 1988 budget, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: WSS51068O -1- Section 1. Section 2 of Ordinance No. 2649 passed by the City Council on December 29, 1987, and amended June 26, 1988 by ordinance 2675 and the budget, attached thereto as an Exhibit and incorporated by reference in said ordinances showing the schedule of revenues and appropriations for each individual fund and the aggregate totals thereof, are hereby amended as follows: A. General Fund 4001 - increase revenues by $53,030 as a result of several transfers from the Council Contingency Fund #119 ($22,880) and increased recreation program activity ($30,150) and expenditures as follows: Dept/Division Purpose Amount Council Salary Study $5,500 Mayor Highway 99 Task Force study 1,500 Accounting Replace check writing machine 1,570 Accounting Emergency part time help 1,530 City Attorney Extended labor negotiations 7,000 Comm. Serv. Admin. Annexation survey 5,780 Parks/Recreation Increase in program activity 30,150 B. Cumulative Reserve/General Fund 4002 - increase beginning cash balance by $4,657 and revenues from unanticipated interest earnings by $13,343, and expenditure transfer to Capital Improvements Fund #325 by $18,000. C. Street Fund #111 - increase revenues and expenditures each by $1,000 as a result of a transfer from the Council Contingency Fund #119 in order to acquire easement from Burlington Northern Railroad. D. Underground Wiring Fund #115 - increase beginning cash balance by $2,505 and revenues by $495 from unanticipated interest earnings; expenditures by $1,000 for professional consulting work and ending cash balance by $2,000. E. Council Contingency Fund 0119 - increase expenditures by $95,067 as a result of transfers to various funds and decrease ending cash balance by the same amount. F. Convention/Performing Arts Fund #120 - increase expenditures and decrease ending cash balance by $1, 250 as a result of a correction to Ordinance #2675 which amended the 1988 budget. G. Promotional Tourism Fund #121 - increase revenues by $1,910 WSS51068O -2- as a result of a transfer from the Convention/Performing Arts Fund #120 in the amount of $1,250, and the Tourism Promotion Fund #123 in the amount of $660, expenditures by $1,250 for reprinting Edmonds brochure and ending cash balance by $660. H. Tourism Promotion Fund 4123, - increase expenditures and decrease ending cash balance by $660 as a result of a transfer to the Promotional Tourism Fund #121. I. Capital Tm rovements Fund #325 - increase revenues and ending cash balance by $18,000 as a result of a transfer from the Cumulative Reserve/General Fund #002. J. Water -Sewer Utility Fund #411 - increase expenditures as a result of a transfer to the Water -Sewer Utility Revenue Fund $413 in the amount of $907,827 to meet reserve requirements on the sewer treatment plant bond issue and $6,616 for an unanticipated payment to PERS for a retired employee. Decrease ending cash balance. K. Water -Sewer Construction Fund #412 - increase revenues and expenditures by $71,187 as a result of a transfer from the Council Contingency Fund #119 for property acquisition for the Public Works Maintenance Shop. L. Water -Sewer Reserve Fund #413 - increase revenues and ending cash by $907,827 as a result of a transfer from Water -Sewer Utility Fund #411. M. Equipment Rental Fund 0511 - increase revenues by $55,216 as a result of transfers for equipment purchases, expenditures by $23,987 and ending cash balance by $31,229. Section 2. The Finance Director is hereby authorized and instructed to effectuate the necessary changes to the 1988 budget and to make all necessary and appropriate line item entries and adjustments as set forth in Section 1 of this ordinance. The summary of the budget adjustments shall be as set forth on Exhibit A of this ordinance incorporated by reference as if herein set forth. Section 3. This ordinance is hereby declared to be an emergency measure, under authority of RCW 35A.33.090, to meet the WSS51068O -3- pressing and unforeseen needs of the City herein detailed. The ordinance having been filed with the City Clerk for five (5) days prior to its passage shall be in full force and effect five (5) days after its passage by a vote of one more than a majority of all members of the City Council and publication as provided for by law.
