ORDINANCE NO. 2833
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING THE PROVISIONS OF CHAPTER 17.70
TEMPORARY USES BY AMENDING SECTION 17.70.010
OTHER TEMPORARY BUILDINGS AND ADDING A NEW
SECTION 17.70.030 TEMPORARY MUNICIPAL OFFICE
USES, APPROVING A TEMPORARY OFFICE BUILDING FOR
THE USE OF THE POLICE DEPARTMENT AND FIXING A
TIME WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, from time to time the City may find it
necessary to use temporary buildings for office uses when
emergency or unforeseen needs of the City require additional
space pending construction of more permanent facilities, and
WHEREAS, the provisions for other temporary uses are
currently limited to approval for the use of conditional use
permits for one year with one year extension, and the realities
of municipal contracting may require use of temporary office
buildings for extended periods of time,
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 17.70.010 Other Temporary_
Buildings is hereby amended to read as follows:
17.70.❑10 OTHER TEMPORARY BUILDINGS
Except as provided below in section 17.70.030,
a conditional use permit shall be required to
construct a temporary building in any zone.
The permit shall be valid for a period of one
year, provided however, that said permit may
be extended by the Community Services Director

for a single one-year extension upon submittal
of a written application prior to the
expiration of the original permit. All the
requirements of the zoning district shall be
met. Said application for a conditional use
permit or an appeal of the staff decision
granting or denying the extension of such a
permit shall be reviewed by the Hearing
Examiner in accordance with the requirements
for any other conditional use permit under
section 20.100.010, with the decision being
appealable to the City Council under the
procedures applicable to any other conditional
use permit.
Section 2. Chapter 17.70 is hereby amended by the
addition of a new section 17.70.030 Temporary Municipal Office
Uses.
17.70.030 TEMPORARY MUNICIPAL OFFICE USES.
The City Council may, at its sole discretion,
approve the installation of a temporary
building or mobile office structure to house
municipal office and related storage in
conjunction with or in anticipation of the
construction or remodeling of a municipal
facility. Such structure shall be exempt from
any other requirements of the zoning code and
the decision of the City Council shall be
final. The City staff is hereby directed to
provide for reasonable landscaping and
screening of such structure and sufficient
drawings and site plans to adequately inform
the Council of the nature and proposed use of
the structure, its design and the anticipated
length of time which the structure will be in
use. In no event shall the use of such a
temporary structure exceed three years without
the specific authorization of the City
Council.
Section 3. A temporary office structure is hereby
authorized for installation for use by the Edmonds Police
Department. Such structure shall be located at Edmonds Street
and 6th Avenue North immediately north of the current police

department. The structure may be utilized for a period not to
exceed three (3) years, commencing with the completion of the
installation of the structure on site.
Section 4. This ordinance, being an exercise of a
power specifically delegated to the City legislative body, is not
subject to referendum, and shall take effect five (5) days after
passage and publication of the ordinance or a summary thereof
consisting of the title.
