ORDINANCE NO. 2908
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE 1992 BUDGET BY
AMENDING ORDINANCE NO. 2856, AS AMENDED BY
ORDINANCE NO. 2887, TO TRANSFER MONIES FROM
SPECIFIED FUNDS TO OTHER SPECIFIED CITY FUNDS,
DECLARING SUCH ACTION TO BE AN EMERGENCY AND
FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, the City is required by applicable State law to
finalize its annual budget prior to the commencement of the fiscal
year, and
WHEREAS, the amounts of revenue and appropriation can
only be estimated at the time of finalization of said budget, and
WHEREAS, this ordinance has been on file with the City
Clerk and the public was given an opportunity to comment prior to
the adoption of this ordinance, and
WHEREAS, the City Council finds that it is in the best
interest of the City to make expenditures and adjustments to
various funds as set forth below, that such expenditures and
adjustments will be in the best interest of the public health,
safety and general welfare and that these expenditures and
adjustments could not reasonably have been anticipated at the time
of the passage of the 1992 budget, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:

Section 1. Sections 2 and 3 including Exhibit A to
Section 2 of Ordinance 2856 enacted by the City Council on December
10, 1990, and amended by Ordinance 2887 and the budget, attached
thereto as an exhibit and incorporated by reference in said
ordinances showing the schedule of revenues and appropriations for
each individual fund and the aggregate totals thereof, are hereby
amended as shown on the attached Exhibit A and generally providing
as follows:
A. General Fund #001 - revenues are hereby increased
by the transfer from the Council Contingency Fund
in the amount of $65,590; additional revenue from
hospital security service contract - $16,710; and
decrease the ending cash balance by $45,720; and
the appropriations from said General Fund are
hereby amended to reflect the following authorized
expenditures:
1. City Attorney Division - supplemental funding
for litigation costs in the amount of $14,000.
2. City Clerk Division - sum of $5,250, to
publish City Council meeting agendas in the
official City newspaper; and supplemental
funding for restoration of the Deputy City
Clerk position, telephone system and other
miscellaneous items for a net of $25,750.
3. Non -Departmental - membership in Snohomish
County Tomorrow - $8,100; State Excise Tax -
$1,500; a net increase of other items -
$1,700.
4. Administrative Services Division - a net
decrease of $3,000, in accounting and data
processing departments.
5. Police Department - supplemental funding for
additional overtime and two hospital security
officers in the amount of $52,380. A net
increase of $6,000, for probation services and
patrol salaries.

6. Community Services - net decreases of $43,000,
for administration support salaries, Coastal
Zone Management professional services and
facilities maintenance salaries.
7. Engineering Division - supplemental funding
for space needs study in the amount of
$46,340.
8. Fire Department - an increase of $13,000 for
suppression salaries.
B. Emergency Financial Reserve Fund #006 - increase
the authorized expenditures from said fund by
$132,000 of which is to be transferred to the
General Fund #001. This will authorize a transfer
of cash without increasing the General Fund Budget.
C. Building Maintenance Fund #116 - increase the
authorized expenditures from said Fund by the sum
of $5,990, as a correction to complete a transfer
to the General Fund from the cash balance.
D. Council Contingency Fund #119 - increase the
transfer from said fund by the sum of $65,590; said
transfers to be as set forth in this ordinance.
E. Parks Acquisition/Improvement Fund #125 - increase
the authorized expenditures from said Fund by the
sum of $2,500, for providing more rock along the
fishing pier, and $42,000, for Brackett's Landing
improvements, and $500,980 for down payment on land
purchase from the ending cash.
F. Combined Utility Operating Fund #411 - increase
authorized expenditures by $4,100, for Autocad
computer software from the ending cash; decrease
debt service cost of bond discount by $11,100.
G. Combined Utility Construction/Improvement Fund #412
- increase authorized expenditures by $27,000, for
the 242nd and 76th Street storm drainage project
from the ending cash.
Section 2. The Finance Director is hereby authorized
and instructed to effectuate the necessary changes to the 1992
budget and to make all necessary and appropriate line item entries
and adjustments as set forth in Section 1 of this ordinance. This

summary of the budget adjustments shall be as set forth on Exhibit
A of this ordinance incorporated by reference as if hereby set
forth. The budget adjustments have been individually reviewed and
approved by action of the City Council.
Section 3. This ordinance is hereby declared to be an
emergency measure, under authority of RCW 35A.33.090, in order to
meet the pressing and unforeseen needs of the City herein detailed.
The ordinance having been filed with the City Clerk for five (5)
days prior to its passage shall be in full force and effect five
(5) days after its passage by a vote of one more than a majority of
all members of the City Council and publication as provided for by
law.
