ORDINANCE NO. 2697
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
ESTABLISHING THE SALARY RANGES AND SALARIES FOR
EXEMPT PERSONNEL AND CERTAIN SPECIFIED, NON -
REPRESENTED, NONEXEMPT PERSONNEL; REPEALING
ORDINANCE NO. 2599; PROVIDING FOR INSURANCE
BENEFITS; PROVIDING FOR LIFE AND DISABILITY
INSURANCE; AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE
WHEREAS, after review and discussion, the City Council
has determined on the recommendation of the Mayor to adjust
salary ranges for exempt personnel and for non -represented,
nonexempt personnel in order to permit a three (3.0) percent
salary increase along with other adjustments to their benefit
packages; and
WHEREAS, in consideration of the benefit of the
continued employment of the current experienced personnel, the
Council deems it in the public interest to make such increase and
benefits retroactive to January 1, 1989; NOW, THEREFORE
FOLLOWS:
THE CITY COUNCIL OF EDMONDS, WASHINGTON, DO ORDAIN AS
Section 1.
The department heads, departmental
assistants and other exempt classifications, as defined and
designated in the City of Edmonds Salary Administration Manual,
shall receive salaries within the ranges as set forth in Exhibit
A, attached hereto and incorporated by this reference as fully as
if herein set forth.

Section 2. the salary range for nonexempt, non -
represented personnel shall be as set forth in Exhibit B,
attached hereto and incorporated by this reference as fully as if
herein set forth.
Section 3. Effective January 1, 1989, all exempt
personnel and all non -represented, nonexempt personnel shall
receive a salary increase of three (3.0) percent, Provided,
however, that no salary shall be increased in excess of the range
herein established by Exhibits A and B. These provisions shall
be interpreted in light of Ordinance No. 2553, fixing the
salaries of certain employees, and no such employee shall receive
a salary increase unless and until the new range exceeds the
salary previously fixed.
Section 4. The City shall pay 80% of all premiums due
for medical, dental and vision insurance covering a department
head, other exempt employee or unrepresented, nonexempt
employee. The employee shall be responsible for the remaining
20% of such premium. Short term disability insurance in an
amount commensurate with monthly salary, adjusted in accordance
with policy requirements, shall be made available at City expense
to all non -represented employees classified E-8 and above who are
not LEOFF I employees and shall make available such insurance on
the payment of premiums by the employee classified E-2 through E-
7. Life insurance in an amount equal to 100% of annual salary
shall be provided to employees classified as E-8 and above. Life
insurance in an amount equal to 50% of annual salary shall be

provided to employees classified E-2 through E-7 and such
employees may elect to purchase an amount up to 50% of annual
salary. Other non -represented, nonexempt employees may purchase
at their own cost life insurance up to 100% of annual salary
through the City's insurer.
Section 5. Ordinance No. 2599 is hereby repealed.
Section 6. This ordinance being an exercise of a
power specifically delegated to the City legislative body, is not
subject to referendum, and shall take effect on January 1, 1989,
such date being five (5) days after passage and publication of
this ordinance as provided by law. The City Clerk is authorized
and instructed to publish a summary for this ordinance, attached
hereto.
