ORDINANCE NO. 2725
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
ADOPTING THE 1988 EDITIONS OF THE CODES WHICH
MAKE UP THE WASHINGTON STATE BUILDING CODE,
ALONG WITH THE 1988 EDITIONS OF OTHER CODES
REFERENCED IN TITLE 19 OF THE EDMONDS COMMUNITY
DEVELOPMENT CODE BY AMENDING SECTIONS 19.00.000,
19.00.010, 19.10.000, 19.15.010, 19.15.020,
19.20.000, CHAPTER 19.25, SECTIONS 19.30.000,
19.30.010, 19.45.000, 19.55.000, 19.75.000,
19.75.015 AND 19.75.175; REPEALING SECTIONS
19.75.130 AND 19.75.180; ADOPTING A NEW SECTION
19.75.185; INCORPORATING PRIOR AMENDMENTS;
CONTAINING A SEVERABILITY CLAUSE AND FIXING A
TIME WHEN THE SAME SHALL BE EFFECTIVE
WHEREAS, the State Building Code Council has revised
the State Building Code pursuant to RCW 19.27.074, and
WHEREAS, the City is required to adopt the State
Building Code pursuant to RCW 19.27.031, and
WHEREAS, the City Council has determined that the City
should keep its Building Code consistent with amendments to the
State Building Code, and
WHEREAS, the Council wishes to incorporate all prior
amendments enacted by the City in its adoption of the 1988 Code,
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 19.00.000 UNIFORM BUILDING CODE
ADOPTED of the Edmonds Community Development Code is hereby
amended to read as follows:

19.00.000 UNIFORM BUILDING CODE ADOPTED
The Uniform Building Code, 1988 Edition,
Uniform Building Standards, 1988 Edition, as
published by the International Conference of
Building Officials, including Appendices 11,
12, DIV II, 26, 32, 35, 38, 49, 55, 57 and
70, is hereby adopted as the "Building Code
of the City of Edmonds," subject to the
amendments made herein. The Code shall
regulate the erection, construction,
enlargement, alteration, equipment, use, area
and maintenance of buildings and structures
in the City; and provide for the issuance of
permits and collection of permit fees.
Section 2. Subsection 19.00.010(A) ISSUANCE of Section
19.00.010 PERMIT ISSUANCE of the Edmonds Community Development
Code is hereby amended to read as follows:
A. Issuance. The application, plans and
specifications filed by an applicant for
a permit shall be checked by the Building
Official. The plans may be reviewed by
other departments of the City to check
compliance with the laws and ordinances
under their jurisdiction. If the
Building Official is satisfied that the
work described in an application for
permit and the plans conform to the
requirements of this code and other
pertinent laws and ordinances, including,
but not limited to the conditions of
approval of subdivisions for all property
having been subdivided as required by
Chapter 20.75, and that the fees
specified in UBC Section 304(a) and the
fees specified in UBC Section 304(b), as
amended by Section 19.00.070(A), have
been paid, he shall issue a permit to the
applicant, but not otherwise.
When the Building Official issues the
permit, he shall endorse in writing or
stamp on both sets of plans and
specifications "APPROVED." Approved
plans and specifications shall not be
changed without written authorization
from the Building Official, and all work
shall be done in accordance with the

approved plans.
Section 3. Section 19.10.000 HOUSING CODE ADOPTED, of
the Edmonds Community Development Code is hereby amended to read
as follows:
19.10.000 HOUSING CODE ADOPTED
The Uniform Housing Code, 1988 Edition, as
published by the International Conference of
Building Officials including all appendices
is hereby adopted as the "Housing Code for
the City of Edmonds" subject to the
amendments made herein.
Section 4. Section 19.15.010 NATIONAL ELECTRICAL CODE
ADOPTED of the Edmonds Community Development Code is hereby
amended to read as follows:
19.15.010 NATIONAL ELECTRICAL CODE ADOPTED
The National Electrical Code, 1988 Edition,
as published by the National Fire Protection
Association, is hereby adopted as the
"Electrical Code for the City of Edmonds"
subject to the amendments made herein.
Section 5. Section 19.15.020 STATE REGULATIONS AND
RULES ADOPTED of the Edmonds Community Development Code is
hereby amended to read as follows:
19.15.020 STATE REGULATIONS AND RULES
ADOPTED
The State of Washington Department of Labor
and Industries, Electrical Inspection
Section, Rules and Regulations for Installing
Electric Wiring and Equipment and
Administrative Rules, 1988 Edition, is hereby
adopted as part of the Electrical Code of the
City of Edmonds.
Section 6. Section 19.20.000 DANGEROUS BUILDING CODE
ADOPTED of the Edmonds Community Development Code is hereby

amended to read as follows:
19.20.000 DANGEROUS BUILDING CODE ADOPTED
The Uniform Code for the Abatement of
Dangerous Buildings, 1988 Edition, as
published by the International Conference of
Building Officials, is hereby adopted as the
"Uniform Code for the Repair, Vacation and
Demolition of Dangerous Buildings for the
City of Edmonds."
Section 7. Chapter 19.25 MECHANICAL CODE of the Edmonds
Community Development Code is hereby amended to read as follows:
CHAPTER 19.25
MECHANICAL CODE
19.25.❑0❑ ADOPTION OF THE UNIFORM MECHANICAL
CODE
The Uniform Mechanical Code, 1988 Edition,
copyrighted in 1988 by the International
Conference of Building Officials along with
Chapter 22, Appendix B, relating to fuel gas
piping, is adopted and by this reference
incorporated as if set forth in full, subject
to the changes made in this Chapter. The
provisions of Chapter 22, Appendix B, of the
Uniform Mechanical Code relating to fuel gas
piping shall supplant and take precedence
over any conflicting provisions relating to
fuel gas and fuel gas piping as contained in
Chapter 12 of the Uniform Plumbing Code
adopted by ECDC Chapter 19.30.
19.25.❑10 PENALTIES AND CONTINUING VIOLATION
Section 204 of the Uniform Mechanical Code as
herein adopted by reference is hereby amended
and set forth as follows:
Section 204 Penalties
Any person, firm, corporation or other
organization violating any of the
provisions of this Code shall be deemed
guilty of a misdemeanor and upon
conviction thereof be punished as set
forth in section 5.45.020 of the Edmonds
City Code.

Maintenance of equipment which was
unlawful at the time it was installed and
which would be unlawful under this Code
if installed after the effective date of
this Code, shall constitute a continuing
violation of this Code.
Section 8. Section 19.30.000 ADOPTION OF UNIFORM
PLUMBING CODE of the Edmonds Community Development Code is hereby
amended as follows:
19.30.000 ADOPTION OF UNIFORM PLUMBING CODE
Uniform Plumbing Code, 1988 Edition
(including Appendices A,B,C,D,E and H, but
excluding Appendix I), copyrighted in 1988 by
the International Association of Plumbing and
Mechanical Officials, is adopted and by this
reference incorporated herein as if set forth
in full as the "Plumbing Code for the City of
Edmonds," subject to Chapter 12 of said Code
relating to fuel gas piping being superseded
by the Uniform Mechanical Code as set forth
in section 19.25.000.
Section 9. Section 19.30.010 BOARD OF APPEALS of the
Edmonds Community Development Code is hereby amended as follows:
19.30.010 BOARD OF APPEALS
Section 201 of the Uniform Plumbing Code,
adopted by this chapter, is amended as
follows:
201 Board ❑f Appeals. The Board of
Appeals created and established in
Chapter 10.15 of the Edmonds City Code
shall act as a Board of Appeals in making
a determination of any appeal arising
from actions of, or interpretations by,
the administrative authority.
Section 10. Section 19.45.000 ADOPTION OF UNIFORM SIGN
CODE of the Edmonds Community Development Code is hereby amended
as follows:

19.45.000 ADOPTION OF UNIFORM SIGN CODE
The Uniform Sign Code, 1988 Edition, as
published by the International Conference of
Building Officials, is hereby adopted as the
"Uniform Sign Code for the City of Edmonds"
subject to the changes set forth herein.
Section 11. Section 19.55.000 UNIFORM SWIMMING POOL,
SPA AND HOT TUB CODE ADOPTED of the Edmonds Community Development
Code is hereby amended as follows:
19.55.000 UNIFORM SWIMMING POOL, SPA AND HOT
TUB CODE ADOPTED
The Uniform Swimming Pool, Spa and Hot Tub
Code, 1988 Edition, as published by the
International Association of Plumbing and
Mechanical Officials, is hereby adopted
subject to the changes set forth herein. The
code shall require the erection,
construction, enlargement, alteration,
repair, moving, removal, conversion,
demolition, occupancy, equipment, use,
location and setback requirements, area and
maintenance of swimming pools, spas and hot
tubs and appurtenances within the city; and
provide for the issuance of permits and the
collection of fees and the violation of such
code.
Section 12. Section 19.75.000 ADOPTION OF LIFE SAFETY
CODES of the Edmonds Community Development Code is hereby amended
to read as follows:
19.75.000 UNIFORM FIRE CODE ADOPTED
The Uniform Fire Code, 1988 Edition,
including Appendices 1-C, 2-A, 2-C, 2-E, 3-A,
3-B, 3-C, 3-D, 4-A, 5-A, 6-A, 6-D, and 6-E
are hereby adopted as the "Uniform Fire Code
of the City of Edmonds," subject to the
changes set forth herein.
Section 13. Section 19.75.015 STANDPIPES of the
Edmonds Community Development Code is hereby amended as follows:

Subsection 10.309(b) of the Uniform Fire Code
adopted in this chapter is amended to read as
follows:
b. Where required, standpipe systems shall
be provided as set forth in Table 10.309
- Standpipe Requirements.
Section 14. Section 19.75.130 FIRE FLOW of the Edmonds
Community Development Code is hereby repealed.
Section 15. Section 19.75.175 SMOKE DETECTORS of the
Edmonds Community Development Code is hereby amended as follows:
19.75.175 SMOKE DETECTORS IN MULTI -FAMILY
RESIDENTIAL BUILDINGS.
1. All multi -family residential buildings,
whether existing or new, containing three
or more units, including but not limited
to, apartment buildings, condominiums,
hotels and motels, whether or not such
buildings have kitchen facilities, shall
have smoke detection and fire alarm
systems installed which comply with
Section 212-10 Washington Administrative
Code, and, when applicable, Section
14.104(e) of the 1988 Edition of the
Uniform Fire Code, previously adopted by
this chapter. Installation of such
devices shall in all respects comply with
the provisions of the Uniform Building
Code as adopted.
2. Sounding devices shall be installed on
each floor of each multi -family
residential building so that they are
audible in all common areas of the
building. Sounding devices must be
audible in each room of every dwelling
unit and at least one such device shall
be installed in each unit unless an
acceptable alternative is approved by the
Fire Chief. To be audible within the
meaning of this section, the required
sound level, when measured in each room
of any dwelling unit or in every portion
of a common area, shall be at 15 decibels
above the ambient noise level and in no
event less than 60 decibels.

3. These requirements shall be, and are, a
separate enactment and are a direct
exercise of the City's governmental
police powers enacted to protect the
lives and safety of its citizens and also
to protect property against fire. As
such, these provisions are free standing
and are not amendments of the Uniform
Fire or Building Code, provided however,
that no building or other permit shall be
issued until the provisions of this
section have been complied with.
Section 16. Section 19.75.180 ALARM SYSTEMS of the
Edmonds Community Development Code is hereby repealed.
Section 17. A new Section, 19.75.185 FIRE APPARATUS
ACCESS ROADS is hereby added to the Edmonds Community Development
Code to read as follows:
19.75.185 FIRE APPARATUS ACCESS ROADS
Section 10.207(f) of the 1988 Edition of the
Uniform Fire Code as adopted by this chapter,
is amended as follows:
f. Fire apparatus access roads shall be
designed and maintained to support the
imposed loads of fire apparatus and shall
be provided with a surface so as to
provide all-weather driving
capabilities. All fire apparatus access
roads shall be capable of supporting 25
ton vehicles.
Section 18. Any and all prior amendments to the State
Building Code or any other code which is a part thereof, which
have previously been adopted by action of the City Council and
which are not specifically amended herein, are hereby confirmed
by this action and incorporated as amendments to the newly
adopted 1988 Codes.
Section 19. If any section, sentence, clause or phrase

of this ordinance should be held to be invalid or unconstitu-
tional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitu-
tionality of any other section, sentence, clause or phrase of
this ordinance.
Section 20. This ordinance, being an administrative
action, is not subject to referendum and shall take effect five
(5) days after this ordinance or a summary thereof consisting of
the title is published.
