ORDINANCE NO. 2743
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING THE 1989 BUDGET BY AMENDING ORDINANCE
NO. 2698, PASSED BY THE CITY COUNCIL ON
DECEMBER 27, 1988, AS AMENDED BY ORDINANCE NO.
2729 PASSED JULY 25, 1989, TO TRANSFER MONIES
FROM SPECIFIED FUNDS TO OTHER SPECIFIED CITY
FUNDS, AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, the City is required by applicable State law
to finalize its annual budget prior to the commencement of the
fiscal year, and
WHEREAS, the amounts of revenue and appropriation can
only be estimated at the time of finalization of said budget,
and,
WHEREAS, this ordinance has been on file with the City
Clerk and the public was given an opportunity to comment prior to
the adoption of this ordinance, and
WHEREAS, the City Council finds that it is in the best
interest of the City to make expenditures and adjustments to
various funds as set forth below, that such expenditures and
adjustments will be in the best interest of the public health,
safety, and general welfare and that these expenditures and
adjustments could not reasonably have been anticipated at the
time of the passage of the 1989 budget, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 2 of Ordinance No. 2698 passed by
the City Council on December 27, 1988, as amended by
Ordinance 2729 and the budget, attached thereto as an exhibit and
incorporated by reference in said ordinances showing the schedule

of revenues and appropriations for each individual fund and the
aggregate totals thereof, are hereby amended as follows:
A. General Fund #001 - Transfer $500 from the Mayor's
departmental budget to the Sister City Commission Fund #623.
B. Drug Enforcement Fund #104 - Increase expenditures and
decrease ending cash balance each by $9,000 for unanticipated
expenditures of employee benefits and overtime.
C. Combined Street Construction/Improvement Fund 4112 - Transfer
$30,000 to the Street Fund #111 to correct the ordinance
amending the budget on July 25, 1989.
D. Council Contingency Fund _�119 - Increase expenditures and
decrease ending cash balance each by $88,290 in order to
transfer $790 to the General Fund #001 for the Assistant
Police Chief to attend the FBI Academy, and $87,500 to the
Combined Utility Construction/Improvement Fund #412 for one-
half of the cost to acquire property on 212th Street.
E. Convention Center/PerformingCenter/Performing Arts Center Fund #120 - Increase
revenues and expenditures each by $25,000 for funding the
Edmonds Chamber of Commerce tourism program ($12,300) and for
distributing unanticipated revenues to the Tourism Funds
($12,700). Change the title to Hotel/Motel Tax Revenue Fund.
F. Tourism Promotional Committee Fund #121 - Increase revenues
and expenditures each by $6,350 as a result of unanticipated
revenues and expenditures from the Convention Center/Perform-
ing Arts Fund #120.
G. Tourism Promotional Arts Commission Fund 123 - Increase
revenues and ending cash balance each by $6,350 as a result
of unanticipated revenues from the Convention Center/Perform-
ing Arts Fund #120.
H. Cemetery Maintenance/Improvement Fund W130 - Increase
expenditures and decrease ending cash balance each by $10,000
as a result of unanticipated expenditures.
I. Capital Improvement Fund #325 - Increase expenditures and
decrease ending cash balance each by $55,000 as a result of
unanticipated project expenditures.
J. Combined utility Construction/Improvement Fund 0412 -
Increase expenditures and decrease ending cash balance each
by $2,000,000 for reimbursement ($24,000) to the Combined
Street Construction/Improvement Fund #112 for street patching
after underground utility work, and unanticipated treatment
plant construction payments ($1,976,000).

K. Sister City Commission Fund #623 - Increase revenues and
expenditures by $500 for a transfer from the General Fund
#001 and for providing an audit trail of expenditures.
L. Rescue Boat Operation Fund #624 - Increase expenditures and
decrease ending cash balance each by $25,000 for the purchase
of the new boat and equipment.
Section 2. The Finance Director is hereby authorized
and instructed to effectuate the necessary changes to the 1989
budget and to make all necessary and appropriate line item
entries and adjustments as set forth in Section 1 of this ordi-
nance. The summary of the budget adjustments shall be as set
forth on Exhibit A of this ordinance incorporated by reference as
if herein set forth.
Section 3. This ordinance is hereby declared to be an
emergency measure, under authority of RCW 35A.33.090, to meet the
pressing and unforeseen needs of the City herein detailed. The
ordinance having been filed with the City Clerk for five (5) days
prior to its passage shall be in full force and effect five (5)
days after its passage by a vote of one more than a majority of
all members of the City Council and publication as provided for
by law.
