ORDINANCE NO. 2781
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING THE PROVISIONS OF ECDC 15.10.000
DEFINING THE ELEMENTS OF THE COMPREHENSIVE PLAN
TO INCLUDE THE CAPITAL IMPROVEMENT PLAN (CIP),
THE TRANSPORTATION IMPROVEMENT PLAN (TIP), AND
THE CITY'S BASIN STUDIES, AND FIXING A TIME WHEN
THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the State of Washington by its legislature has
directed the City to adopt certain elements in its comprehensive
plans; and
WHEREAS, the City Council is desirous of adopting such
additional elements and requiring, that future amendments thereto
be considered by and subject to the recommendation of its
Planning Board; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Edmonds Community Development Code
Section 15.10.000 ELEMENTS ADOPTED is hereby amended to read as
follows:
15.10.000 ELEMENTS ADOPTED
The Comprehensive Plan consists of the
remaining chapters of this title, and the
following additional elements of the plan
which have been previously adopted and are
hereby readopted by reference:
A. Edmonds Comprehensive Policy Plan Map
(originally adopted 1976).
B. Edmonds Environmentally Sensitive Areas
Map (originally adopted 1978).

C. Comprehensive Water System Plan (as
amended 1986).
D. Engineering Report --Comprehensive Sewage
Plan for the City of Edmonds, Washington,
June, 1965 (adopted 1976).
E. City of Edmonds Comprehensive Parks and
Recreation Plan, 1987 to 1992.
F. Bicycle Paths and Trails Plan.
G. Capital Improvements Plan (CIP) as the
same exists or is hereafter amended.
H. Transportation Improvement Plan (TIP) as
the same exists or is hereafter amended.
I. The Basin Studies of the City of Edmonds
as the same are adopted or amended by the
City Council.
Repeal or modification of the text of the
original ordinances or resolutions adopting
and/or amending any of the foregoing plans or
maps shall not affect the validity of said
plans or maps which are hereby readopted.
Said plans or maps subsequently may be
repealed or amended by ordinance or
resolution making specific reference to said
maps or plans.
Section 2. The preceding amendment and adoption of
the Comprehensive Plan elements shall adopt all existing new plan
elements as the same exist on July 2, 1990. Future adoptions or
revisions shall be forwarded to the Planning Board for its review
and recommendation prior to presentation to the City Council.
The Planning Board shall review whether the Transportation
Improvement Plan and Capital Improvement Plan are consistent with
the Comprehensive Plan and may make recommendations regarding the
funding priority of any item, provided, however, that the Council
reserves to itself the sole budgetary power and authority of the

City and its decision regarding the budget shall be the sole and
final determinant regarding the priority for funding of any plan
element of the Capital Improvement Plan or Transportation
Improvement Plan.
Section 3. This ordinance, being an exercise of a
power specifically delegated to the City legislative body, is not
subject to referendum, and shall take effect five (5) days after
passage and publication of the ordinance or a summary thereof
consisting of the title.
