ORDINANCE NO. 3003
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING ORDINANCE 2964 TO AMEND
THE FINAL BUDGET AS PREVIOUSLY ADOPTED FOR THE
CITY FOR THE FISCAL YEAR COMMENCING JANUARY 1,
1994, AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, the City Council is required to adopt the budget for fiscal year 1994
prior to the commencement of said year, and
WHEREAS, final determination of unexpended fund balances can only be
estimated at the time of the adoption of said budget, and revenues actually received often time
exceed conservative fiscal estimates, and
WHEREAS, unanticipated needs for expenditures of funds which could not have
reasonably been anticipated at the time of the formulation of the budget arise from time to time,
and
WHEREAS, the amendments set forth in this ordinance supplement Ordinance
2964, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 1 of Ordinance 2964 adopting the final budget for the fiscal
year 1994, as previously amended by Ordinance 2992 is hereby amended to reflect the following
changes:.

A. General Fund #001 - Increase interfund transfer revenues
from the Council Contingency Fund #119 by $4,450,
decrease ending cash by $16,000, and increase the
appropriations from said General Fund are hereby amended
to reflect the following authorized expenditures:
1. City Council - Increase appropriations by $4,450
for building appraisal.
2. Non -Departmental - Increase transfer to Information
System Upgrade Fund #008 by $16,000.
B. Cumulative Reserve for the General Fund #002 - Increase
revenues and appropriations by $5,000.
C. Information System Upgrade Fund #008 - Increase
interfund transfer revenues from the General Fund #001 by
$16,000, appropriations by $70,000 and decrease ending
cash by $54,000.
D. LEOFF - Medical Insurance Reserve Fund #009 - To
establish a fund for adequate reserves for the long-term
health care and related obligations of LEOFF I employees;
increase interfund transfer revenues from the General Fund
#001 and increase ending cash by $35,000.
E. Street Construction Fund #112 - Increase interfund transfer
revenues from the Combined Utility Operating Fund #411
by $8,000 and from the Capital Improvement Fund #325
by $64,340. Increase appropriations by $14,500 for street
overlay project, $10,000 for traffic signal project, $4,500
for rockery evaluation, $64,340 for College Place
Improvements and decrease ending cash by $21,000.
F. Municipal Arts Fund #117 - Increase revenues and
appropriations by $5,000.
G. Council Contingency Fund #119 - Increase the transfer
from said fund by the sum of $4,450; said transfer to be
set forth in this ordinance; decrease ending cash by $4,450.
H. Tourism Promotional Fund #123 - Increase appropriations
for cultural assessment and decrease ending cash by
$7,500.

I. Off -Street Parking Fund #124 - Increase revenues and
appropriations by $13,000.
J. Gifts Catalog Fund #127 - Increase revenues and
appropriations for brick sales by $2,000.
K. Capital Improvement Fund #325 - Increase interest
revenues and appropriations for the Public Works Facility
project by $190,000.
L. Combined Utility Operating Fund #411 - Increase
appropriations by $8,000 for interfund transfer to Street
Construction Fund #112, $20,000 for incinerator expansion
joint and decrease ending cash by $28,000.
M. Sister City Commission Fund #623 - Increase private
section revenues and appropriations for community event
by $20,000.
Section 2. The Finance Director is hereby authorized and instructed to effectuate
the necessary changes to the 1994 budget and make all necessary and appropriate line item
entries and adjustments to Ordinance 2964 as previously amended and as set forth in Section 1
of this ordinance.
Section 2. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 3. Effective Date. This ordinance, being an administrative action, is not
subject to referendum and shall take effect five (5) days after publication of an approved
summary thereof consisting of the title.
