Ordinance 30080006.030.006B WSS /are 2/16/95 R: 2/21/95 ORDINANCE NO. 3008 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, ESTABLISHING THE SALARY RANGES AND SALARIES FOR NONREPRESENTED PERSONNEL; REPEALING ORDINANCE NO. 2964, PROVIDING FOR INSURANCE BENEFITS, INCLUDING LIFE AND DISABILITY INSURANCE; AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, RCW 35A.33.050 requires that the salary ranges for various positions in the City be made a part of the annual budget document and by the adoption of an annual budget ordinance, and WHEREAS, after review and discussion, the City Council has determined based upon the recommendation of the Mayor to adjust salary ranges for nonrepresented personnel in order to permit an annual salary increase along with other adjustments to the benefit package, and WHEREAS, in consideration of the benefit of the continued employment of the current experienced personnel, the City Council deems it to be in the public interest to make such increase in benefits effective January 1, 1995, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. As part of the City's annual salary ordinance the following performance based pay for nonrepresented employees and salary ranges are hereby approved. 95199.1 -1- 1. 1. Performance pay increases for directors and managers in pay grades A -1 through B -2 are established on Exhibit A attached hereto and incorporated herein by this reference as if set forth in full. 1.2. The salary ranges and salaries of nonrepresented employees in pay grades C -2 through F -2 are hereby adjusted upward by three and one -half percent (3- 1/2 %). The salary ranges are adopted as shown on the attached Exhibit A. In addition, the Mayor is authorized to approve merit increases for employees listed in the C -2 through F -2 range effective on the individual employee's anniversary date for the balance of the 1995 fiscal year. Such merit increases shall range between zero percent (0 %) up to five percent (5 %) but shall not exceed the employee's salary range. 1.3. The total increases approved herein or delegated to the Mayor shall not exceed budgeted employee salaries and wages for each department or division. Section 2. The City shall pay eighty percent (80 %) of all premiums due for medical, dental and vision insurance covering a department head, and other exempt employees and, nonrepresented, nonexempt employees, if any. The employee shall be responsible for the remaining twenty percent (20%) of such premium. Short term disability insurance in an amount commensurate with monthly salary, adjusted in accordance with policy requirements, shall be made available at City expense to all nonrepresented employees who are not LEOFF I employees. Life insurance in an amount equal to one hundred percent (100 %) of annual salary shall be provided to all directors and managers in pay grades A -1 through B -2. Life insurance in an amount equal to fifty percent (50%) of annual salary shall be provided to all nonrepresented employees in pay grades C -2 through F -2. The preceding. provision shall not 9si ".1 —2— apply to contract employees whose benefits shall be governed by the contract under which they are employed. Section 3. The City Council hereby authorizes the transfer of eighty thousand four hundred and eighty dollars ($80,480.00) from the Council Contingency Fund #119 to the General Fund #001 in order to provide for the payment of the salaries herein adjusted. Section 4. Severability. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this ordinance. Section 5. Effective Date. This ordinance, being an administrative action, is not subject to referendum and shall take effect five (5) days after publication of an approved summary thereof consisting of the title.
