ORDINANCE NO. 3033
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING SECTION 5.05.060 OF THE
EDMONDS CITY CODE, RELATING TO DOGS ON PUBLIC
GROUNDS, NOTIFYING THE PUBLIC THAT DESIGNATED
AREAS OF YOST PARK AND MARINA BEACH SOUTH ARE
OPEN TO DOGS, AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, the City Council of the City of Edmonds desires a safe, pleasant and
clean city for its citizens, and the City Council acknowledges that dogs should continue to be
prohibited in all playgrounds, ballfields and picnic areas in parks, and
WHEREAS, notwithstanding this prohibition, the City Council desires to make
certain designated areas in eight parks available for dogs, but wishes to open these parks
incrementally, beginning with the Inner Trails at Yost Park on- leash, and South Marina Beach
Park as the only off -leash area, and
WHEREAS, the City Council then wishes to open designated areas in the
following parks to dogs on- leash: Maplewood Park, Pine Ridge Park and Sierra Park in
September of 1995; and City Park, Mathay- Ballinger Park and Seaview Park in January of 1996,
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:

Section 1. Section 5.05.060 of the Edmonds City Code, relating to dogs on public
grounds, is hereby amended to read as follows:
5.05.060 Dogs on Public Grounds.
A. It shall be unlawful for an owner to allow any dog to stray
and /or enter with or without a leash or other means of
restraint upon any school ground, playfield, park, beach,
waterfront or other public property.
B. Notwithstanding the restrictions set forth in Section
5.05.060(A), as of June 1995, dogs accompanied by their
owners may be walked or exercised in the following areas:
1. The Inner Trails of Yost Park, in the area
commonly known as the Shell Valley area; and
2. Marina Beach Park, in the area south of the Union
Oil loading terminal, such area being further
described to be a walking strip of 50 feet in width
at the entrance of and along the east end of Marina
Beach Park South; and will be the only allowed off -
leash designated area on public grounds.
C. Nothing herein shall be determined to require the posting
of notices to exclude animals; provided, however, that such
postings may be undertaken at the discretion of the
Manager of Parks of Recreation.
D. The regulations under Section 5.05.070 of the Edmonds
City Code, relating to animal waste and the removal and
proper disposal of said waste, will be strictly enforced.
Section 2. The Manager of Parks and Recreation is hereby directed to post
notices that such areas as designated above are open to owners and their dogs.
Section 3. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,

such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 4. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
