ORDINANCE NO. 3046
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ANNEXING CERTAIN REAL PROPERTY
KNOWN AS THE GATE /EATON ANNEXATION AREA TO
SAID CITY PURSUANT TO THE ELECTION METHOD,
ESTABLISHING ZONING CLASSIFICATIONS AND FIXING
THE EFFECTIVE DATE OF THE ANNEXATION.
WHEREAS, the City of Edmonds, Washington, received an
informational petition of interest in the annexation of certain
real property, the legal description of which is set forth herein
and which is generally located south of the current City limits of
Edmonds between the City and the Snohomish /King County line in an
area known as Esperance, and
WHEREAS, after public hearing, the City Council enacted
a resolution calling for an election, providing for comparable
zoning and, as amended, indicating that the property would not be
required to assume the current bonded indebtedness to the City, and
WHEREAS, said proposed annexation was submitted to and
approved by the Snohomish County Boundary Review Board, and
and
WHEREAS, an election was held pursuant to State statute;
WHEREAS, the election results certifying a sufficient
majority to permit annexation of the area have been received by the
City, and

WHEREAS, after a public hearing before the Planning Board
and hearings before the City Council with the final hearing held
October 3, 1995, comparable zoning to that of Snohomish County was
designated to be adopted pursuant to this ordinance, and
WHEREAS, the City Council finds that the proposed
annexation will have no significant adverse environmental impacts,
now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. There has been filed with the City Council of
the City of Edmonds, Washington, certified election results
indicating sufficient majority was received approving the
Gate /Eaton annexation to the City of Edmonds and such annexation
has been approved from the Snohomish County Planning Review Board.
The City Council finds it to be in the best interest of the
citizens of the City of Edmonds to annex and does hereby annex the
territory submitted to the voters as the Snoline /Forshee annexation
situated in Snohomish County, Washington as contiguous, proximate
and adjacent to the present corporate limits of the City and as
more particularly described by its legal description as set forth
in Exhibit A and graphically shown on Exhibit B, attached hereto
and incorporated in full by this reference.
Section 2. The territory set forth in this ordinance and
for which said election results were certified for annexation,
should be and is hereby made a part of the City of Edmonds.
Pursuant to the election title, the area so amended shall be

assessed and taxed at the same rate on the same basis as property
within the City of Edmonds, but the current outstanding
indebtedness of the City, including assessments or taxes for
payments of any bonds issued prior to or existing at the date of
the annexation shall not be levied against the annexed territory.
Section 3. Zoning for the annexed area is hereby
designed as RS8 (Single- family residential) , RM1.5 (multi - family),
BN (neighborhood business), and BC (community business)
respectively as set forth and shown on the attached Exhibit C.
Section 4. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not subject
to referendum, and shall take effect at 12:01 a.m. on October 16,
1995, said date being five (5) days after passage of this ordinance
and publication of a summary and legal description of the
annexation area.

220TH STREET, ON THE EAST BY 95TH STREET WEST, ON THE SOUTH BY EDMONDS
WAY, AND ON THE WEST BY 98TH STREET WEST AND EXISTING CITY BOUNDARY,
AND IS LEGALLY DESCRIBED AS:
Beginning at a point on the existing City Limits of Edmonds, being the intersection of the westerly right of way
margin of 92nd Ave. W. and the southerly right of way margin of 220th St. SW; thence westerly along said City
Limits and said southerly margin to the northeast corner of Lot 1, Block 1, Pine Acres, as recorded in Volume 13 of

On October 3 , 1995_, the City Council of the City of
Edmonds passed Ordinance No. 3046 which provides as follows:
