ORDINANCE NO. 3109
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ADDING NEW SECTION 8.48.162 TO THE
EDMONDS CITY CODE IN ORDER TO CREATE A NEW
PARKING INFRACTION TO PROHIBIT THE MOVING OF A
VEHICLE FROM ONE SPACE TO ANOTHER WITHIN A
CITY BLOCK IN ORDER TO AVOID A PARKING TIME
LIMIT REGULATION, ESTABLISHING A SUNSET DATE OF
FEBRUARY 15, 1997 AND FIXING A TIME WHEN THE
SAME SHALL BECOME EFFECTIVE.
WHEREAS, the parking time limits imposed by Chapter 8.48 of the Edmonds
City Code are undermined by persons who move their vehicle from one parking space to another
in order to avoid said parking limits, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. A new Section 8.48.162 Moving Vehicle to Avoid Limit, shall be
added to the Edmonds Municipal Code as follows:
8.48.162 Moving Vehicle to Avoid Limit
No person shall move and repack a vehicle on either side of a
street within the same block in order to avoid a parking time limit
regulation specified for either side of the street in that particular
block. A violation of this section constitutes a parking infraction
subject to the penalties and processes of this chapter. This
provision shall expire on February 15, 1997 unless extended by
action of the City Council.

Section 2. Edmonds City Code Section 8.48.162 Moving Vehicle to Avoid Limit
shall automatically sunset and expire on February 15, 1997 unless extended by action of the City
Council. The City Clerk and code codifier are hereby authorized to delete such section from
the City Code on or after February 15, 1997 absent such action of the City Council.
Section 3. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 4. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
