ORDINANCE NO. 3146
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE APPLICATION
REQUIREMENTS FOR EMPLOYEE PARKING PERMITS,
UNDER CHAPTER 8.51 ECC, BY ELIMINATING THE
REQUIREMENT TO FURNISH VEHICLE LICENSE
NUMBERS IN THE APPLICATION, REDUCING THE
APPLICATION FEE TO $12.50 FROM $25.00 FOR
APPLICATIONS SUBMITTED AFTER JUNE 30 OF EACH
CALENDAR YEAR, PERMITTING ANY PERMITS APPLIED
FOR AFTER DECEMBER 1 TO BE EFFECTIVE THROUGH
THE SUBSEQUENT CALENDAR YEAR AND FIXING A TIME
WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, in 1996 the City of Edmonds adopted Edmonds Ordinance No. 3068,
which instituted an Employee Parking Permit Program, and
WHEREAS, the Edmonds Parking Committee has recommended some minor
changes to the program in order to facilitate participation in the program, NOW, THEREFORE,
FOLLOWS:
THE CITY COUNCIL OF THE CITY OF EDMONDS DO ORDAIN AS
Section 1. ECC 8.51.040(C) is hereby amended to provide as follows:
C. Applications for employee parking permits shall be made upon
forms provided by the City of Edmonds and shall at a minimum contain
the following information:
1. Name and address of all persons who will use the employee
parking permits for the three -hour parking exemptions granted by
this Chapter.

E. The issuance of employee parking permits under this chapter shall
be contingent upon a payment of a $25.00 application fee per permit for
applications received through June 29 of each calendar year. The
application fee for applications received on or after June 30 of each
calendar year shall be reduced to $12.50. Application forms can be
updated to reflect changes in the information required by this section so
long as no additional employee parking permits are requested.
F. Employee parking permits shall be effective for the calendar year
for which they are issued, except that permits applied for after December
1 shall be effective through the subsequent calendar year.
Section 2. If any section, sentence, clause or phrase of this ordinance should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this ordinance.
Section 3. Effective Date. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not subject to referendum and shall take
effect five (5) days after passage and publication.
