ORDINANCE NO. 3163
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ANNEXING CERTAIN REAL PROPERTY
KNOWN AS THE CLAY ANNEXATION, ESTABLISHING
ZONING FOR THE ANNEXATION, PROVIDING FOR THE
ASSUMPTION OF EXISTING CITY INDEBTEDNESS AND
FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, the City of Edmonds, Washington, received a notice of intention to
commence annexation proceedings pursuant to RCW 35A.14.120 for the area legally described
and generally identified in the site map in Exhibit A, attached hereto and incorporated by this
reference as if set forth in full, and
WHEREAS, on May 6, 1997 the City Council of the City of Edmonds held a
public meeting with the annexation initiators pursuant to RCW 35A.14.120 and determined that
the initiators could proceed to acquire a 60 % petition pursuant to RCW 35A.14.120, and
WHEREAS, at that public meeting, the City Council also determined that the
property subject to annexation would be zoned with a classification the same as or as nearly
comparable as possible with the land use classification that the property is zoned by Snohomish
County immediately prior to the annexation, as provided in ECDC 17.00.020(E), and
WHEREAS, the City Council also determined that the annexation area would be
required to assume the general indebtedness then existing at the time of the effective date of the
annexation, and

WHEREAS, the initiators acquired the necessary number of signatures for Council
approval as required by RCW 35A.14.120 and the proposed annexation has also been approved
by the Snohomish County Boundary Review Board, NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The territory legally described in Exhibit A and incorporated by this
reference as if set forth in full is hereby annexed to the City of Edmonds, Washington. The
area so annexed shall assume the City indebtedness existing upon the effective date of this
annexation.
Section 2. Zoning for the annexed area is hereby tentatively designated as
depicted in Exhibit B, attached hereto and incorporated by this reference as if set forth in full.
As required by ECDC 17.00.020(E), permanent zoning for the annexation area shall be adopted
subsequent to the effective date of annexation.
Section 3. This ordinance, being an exercise of a power specifically delegated
to the City legislative body, is not subject to referendum, and shall take effect at 12:01 a.m. on
December 1, 1997, said date being more than five (5) days after passage of this ordinance and
publication of a summary and legal description of the annexation area.

Beginning at .a point on the existing City Limits of the City of Edmonds, as
described in Ordinance No. 1445, being the intersection of the centerline of the
right -of -way of State Route 99 and the easterly prolongation of the northerly line
of Lot 20, Skelton's Lake McAleer Five Acre Tracts, as recorded in Volume 6 of
Plats, Page 21, records of Snohomish County, Washington; thence westerly
along said prolongation and said northerly line and the northerly line of Lot 21 of
said plat to the northwest corner of said Lot 21; thence southerly along the
westerly line of said Lot 21 to its intersection with the northerly right-of-way
margin of 234th St. S.W. being a point on the existing City Limits as described in
Ordinance No. 2997; thence easterly along said City Limits and said right -of -way
margin and its easterly prolongation to its intersection with the centerline of the
right -of -way of State Route 99; thence northeasterly along said centerline to the
point of beginning.
