ORDINANCE NO. 3301
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE PROVISIONS OF ECC
SECTION 8.51.040(A) TO INCREASE THE PERCENTAGE OF
EMPLOYEE PARKING PERMITS ALLOWED, AND FIXING A
TIME WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, Section 8.51.040 authorizes issuance of employee parking permits,
WHEREAS, the current ordinance sets a limitation on the number of employees
who may acquire such permits by establishing an eligibility limitation of 51% of permanent
employees, and
WHEREAS, the affected employers have requested that the number of employees
who may acquire such parking permits be increased from 51% to 75 %, and
WHEREAS, the City Council finds that the issuance of additional permits will not
overburden downtown parking, an already limited resource, and it is therefore in the best
interests of the health, safety and welfare of the citizens of the City of Edmonds, NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Edmonds City Code Section 8.51.040 Issuance of Employee Parking
Permits, paragraph A. is hereby amended to read as follows:
8.51.040 Issuance of Employee Parking Permits

A. An owner or the lead supervisor in employee permit
business shall be the only person(s) who may acquire employee
parking permits for him or herself and their employees from the
Edmonds City Clerk. The total number of employee parking
permits issued per employee permit business'shall not exceed 75 %,
rounded up to the nearest whole number, of the total number of
permanent permit employees that work at the employee permit
business. A permanent permit employee is a permanent employee
that works an average of at least 20 hours per week at the
employee permit business and is reasonably anticipated to work at
the employee permit business for at least an additional six months
within the calendar year for which the employee parking permit is
issued.
Section 2. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
