AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE COMPREHENSIVE PLAN
LAND USE MAP TO CHANGE THE COMPREHENSIVE
PLAN DESIGNATION FOR CERTAIN REAL PROPERTY
LOCATED AT 540, 550, 600, 606 AND 612 EDMONDS WAY
AND 10826 KULSHAN ROAD, EDMONDS, WASHINGTON,
FROM CORRIDOR DEVELOPMENT -MEDIUM DENSITY
RESIDENTIAL TO SINGLE-FAMILY RESIDENTIAL,
PROVIDING A DESCRIPTION OF THE PROPERTY AND
FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, on June 1, 1999, the Edmonds City Council held a consolidated
hearing regarding amendment of the City's Comprehensive Plan under File CDC-98-1 in the
known as Area C-1; and
WHEREAS, the properties located at 540, 550, 600, 606 and 612 Edmonds Way
and 180826 Kulshan Road lie within a transportation corridor along the south side of SR-104;
and the area is categorized as having severe access and development problems due to the
limitations placed on access by the Washington State Department of Transportation; and
WHEREAS, the Planning Board's recommendation and the public comments
appended thereto of May 21, 1999 recommended approval of this application, such
recommendation and attached exhibits being incorporated by this reference as fully as if herein
set forth; and
WHEREAS, the City finds that a change of circumstances exist with respect to
the property created by the lack of access to appropriately develop the property in any additional

density or for any use other than the single family use in which the property is currently
developed; and
WHEREAS, the City Council therefore finds and concludes that a single-family
designation most appropriately reflects both current and future use of the property and would not
adequately impact the City's ability to provide urban densities in accordance with the
requirements of the Growth Management Act, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Edmonds Comprehensive Plan Land Use Map Element is hereby
amended to change the designation of certain real property located at 540, 550, 600, 606 and 612
Edmonds Way, and 10826 Kulshan Road and shown on the attached Exhibit A from medium -
density residential to single-family. The property as legally described in File No. CDC-98-1 and
the attached Exhibit A, said file and exhibits being incorporated by this reference as fully as if
herein set forth. The Development Services Director or his designee is hereby directed and
authorized to provide an amendment to the City's Comprehensive Plan Map in order to so
designate the property.
Section 2. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
