ORDINANCE NO. 3415
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING CHAPTER 20.60 OF THE
EDMONDS COMMUNITY DEVELOPMENT CODE,
ADOPTING A NEW DEFINITION AND REGULATIONS FOR
CONSTRUCTION SIGNS AS AN INTERIM ZONING
MEASURE, SETTING A PUBLIC HEARING, AND FIXING A
TIME WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the City of Edmonds currently classifies signs as either permanent or
temporary, and regulates such signs depending upon said classification; and
WHEREAS, construction signs are by nature difficult to classify as permanent or
temporary, and therefore . present regulatory challenges under the City's current code
requirements; and
WHEREAS, the City desires to immediately adopt interim zoning measures
governing construction signs in order to ensure that such signs are effectively regulated until
such time as permanent regulations may be enacted; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS
Section 1. As an interim zoning measure, Section 20.60.005 of the Edmonds
Community Development Code is hereby amended by the addition of the following definition
for "construction sign," which shall be inserted alphabetically into said section as hereafter
provided:

20.60.005 Definitions.
For purposes of this chapter, the following definitions shall
apply:
"Construction sign" is any permanent or temporary sign displayed
on a premises where any physical excavation, construction,
demolition, rehabilitation, structural alteration or related work is
currently occurring, pursuant to a valid building permit.
Section 2. As an interim zoning measure, Section 20.60.010 of the Edmonds
Community Development Code is hereby amended to provide in relevant part as follows:
20.60.010 Permit required.
A. Except as provided in this chapter, no permanent
sign may be constructed, installed, posted, displayed or modified
without first obtaining a sign permit approving the proposed sign's
size, design, location, and display as provided for in this chapter.
Section 3. As an interim zoning measure, Chapter 20.60 of the Edmonds
Community Development Code is hereby amended by the addition of a Section 20.60.070
Construction signs to provide in its entirety as follows:
20.60.070 Construction signs.
Construction signs shall, irrespective of their duration,
conform to the general regulations for permanent signs specified
under ECDC 20.60.020. Notwithstanding any other provision of
this chapter, the maximum area of a construction sign in any zone
shall be 32 square feet. Only one construction sign is permitted
per street frontage for the premises subject to the building permit.
No sign permit is required for the posting of construction signs;
provided, that all construction signs shall be removed from the
premises within 10 days of the cessation of the excavation,
construction, demolition, rehabilitation, structural alteration or
related work on site, or within 10 days of the expiration of the
related building permit, whichever is less.
Section 4. Sections 1 through 3 of this ordinance amend the City's Zoning Code
and together constitute an interim zoning measure. Such measure shall expire on its own terms
six months from the date of enactment. In compliance with applicable state law, a public hearing

is hereby set regarding said interim zoning measure on September 16, 2002 at 7:00 P.M. at the
Edmonds City Council Chambers, or as soon thereafter as the matter may be heard.
Section 5. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
