Ordinance 3417ORDINANCE NO. 3417 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING ORDINANCE NO. 3391 AS A RESULT OF UNANTICIPATED TRANSFERS AND EXPENDITURES OF VARIOUS FUNDS, AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, previous actions taken by the City Council require interfund transfers and increases in appropriations; and WHEREAS, state law requires an ordinance be adopted whenever money is transferred from one fund to another; and WHEREAS, the General Fund # 001 requires increased appropriations to cover: increased City legal costs ($800,000 for professional services and miscellaneous litigation expenses); higher than anticipated expenses for LEOFF 1 retirees ($56,000); purchase of new video equipment for the Council Chambers ($57,525); increased intergovernmental services for the new 800 megahertz public safety radio system ($18,405); support for the Edmonds Historical Museum ($1,000); Police Department additional overtime expense ($4,375); Fire Department EMS supplies ($1,200); Community Services Department increased professional services for lobbying efforts ($12,075); Planning Department increased professional services for verbatim transcriptions of land use hearings ($840); Parks and Recreation Department community events ($1,000); and Facilities Management improvements to the public safety complex ($22;340); the fund having sufficient additional revenues and fund balance to cover these requests; and WHEREAS; the Criminal justice Fund # 007 requires increased appropriations to cover: software upgrades ($1,435); new furniture ($37,420); and new computers ($5,080); the fund having sufficient ending fund balance to cover these requests; and WHEREAS; the Street Construction Fund # 112 requires additional appropriations to cover construction projects ($482,000), the fund having sufficient ending fund balance to cover these costs; and WHEREAS; the Council Contingency Fund # 119 requires additional appropriations to cover transfers to the General Fund ($801,840) and the Public Utility Assistance Fund ($4,000), the fund having sufficient ending fund balance to cover these costs; and - 1 - WHEREAS; the Parks Acquisition/Improvement Fund # 125 requires additional appropriations for a cultural center study ($50,000), the fund having sufficient ending fund balance to cover these costs; and WHEREAS; the Local Improvement District Fund ,# 213 requires additional appropriations for transfers to the Capital Improvement Fund # 325 to pay for Perrinville LID rights -of -way ($38,730), the fund having sufficient ending fund balance to cover these costs; and WHEREAS; the Capital Improvement Fund # 325 requires additional appropriations for Perrinville LID rights -of -way ($38,730), by this ordinance there will be sufficient revenue to cover these costs; and WHEREAS; the Public Safety Building Construction Fund # 326 requires additional appropriations for transfers to the General Fund ($22,340), the fund having sufficient ending fund balance to cover these costs; and WHEREAS; the Combined Utility Construction/Improvement Fund # 412 requires additional appropriations for construction projects ($50,000), the fund having sufficient ending fund balance to cover these costs; and WHEREAS; the Public Utility Assistance Fund requires that a transfer from the General Fund be recognized ($4,000); and WHEREAS, it ' has been a practice to consolidate these actions into a mid -year ordinance and a year -end ordinance, instead of adopting an ordinance each time the City Council takes action; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 1 of Ordinance No. 3391 adopting the final budget for the fiscal year 2002, is hereby amended to reflect the changes shown in "exhibit A" adopted herein by reference. Section 2. A fund named Public Utility Assistance Fund # 132 is hereby created. Section 3. Effective Date. This ordinance, being an exercise of a power specifically delegated to the City legislative body, is not subject to referendum, and shall take effect five (5) days after passage and publication of an approved summary thereof consisting of the title.
