AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE PROVISIONS OF ECC
5.27.060 PERMIT FEES; AMENDING ECDC 19.75.060
PERMITS; AMENDING CHAPTER 19.75 TO ADD A NEW
SECTION 19.75.065 CHARGE FOR FIRE INSPECTION;
AMENDING ECC 4.32.040 POLICE/FIRE INVESTIGATION —
APPROVAL TO ADD A NEW SECTION C RELATING TO
FIRE INSPECTION CHARGES; AMENDING CHAPTER 4.48
CABARET DANCES TO ADD A NEW SECTION ECC 4.48.025

PERMITS TO ADD A NEW SECTION 4.80.060 INSPECTION
CHARGES, AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, the City Council has established as its policy that the costs of
permits and licenses, including inspection fees, shall be set at a level sufficient to fully recover
the costs of administering any permit or license program, and
WHEREAS, the City Council deems it to be in the public interest to increase
and/or establish certain permit and license fees in order to recover the costs attributable to fire
inspections and permit issuance related to the Uniform Fire Code, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. ECC 5.27.060 Permit Fees is hereby amended to read as follows:

5.27.060 Permit fees.
The fee for a "public display permit" for public display of
fireworks shall be $30.00 payable in advance. In addition, in the
event that the location specified in the permit has unusual
parameters, limitations or risks, requiring inspection over and
above that anticipated in the establishment of this fee (that is in
excess of one hour) a charge for inspection shall be paid by the
applicant equal to the actual cost of providing the inspection. See
ECDC 19.75.065.
Section 2. ECDC 19.75.060 Permits is hereby amended to read as follows:
19.75.060 Permits.
A. Whenever the Uniform Fire Code requires a permit, the
application for the permit shall be accompanied by an application
fee of $30.00. All permits shall be renewed annually unless a
specific time period is set forth when the permit is granted. No
permit shall be transferable and each permit shall be issued on a
single job, transaction, owner, or occupancy basis.
B. In the event that the activity, location or risk associated
with the activity requires a fire safety inspection in excess of the
time estimated within the permit fee (one hour) an inspection fee
equal to the actual cost to the City of providing the inspection shall
be charged. See ECDC 19.75.065.
C. The following activities regulated pursuant to the Uniform
Fire Code shall not require a permit to be issued under this section.
Nothing herein shall be interpreted, however, to exempt these
activities from other permits or licenses required by law or
ordinance. The accepted activities are:
1. Asbestos removal.
2. Candles and open flames in assembly areas.
3. Carnivals and fairs.
4. Fire hydrants and water control valves.
5. Open burning.
6. Parade floats.
Section 3. ECDC Chapter 19.75 of the Fire Code is hereby amended by
the addition of a new section 19.75.065 Charge for Fire Inspection.

19.75.065 Charge for fire inspection.
Certain licenses and permits issued by the City include a fire safety
inspection. The cost of the permit may include an estimate of the
normal time associated with the fire inspection. Where the permit
does not include such an estimate, or when the estimate of time
established within the ordinance is exceeded by the actual time
spent inspecting a premises, location or activity, the actual cost of
conducting the inspection shall be charged. The Finance Director
is authorized to establish on an annual basis, in conjunction with,
or immediately following the budget process, a fee for the hourly
charge associated with the provision of services by reasonable
classifications of city employees. The permittee shall pay the
actual charges of inspection, in addition to the permit fee
associated with such activity. Licenses and permits requiring the
actual payment of inspection charges includes, but is not limited to
Public Amusements licenses issued pursuant to ECC Chapter 4.32,
Cabaret Dances licenses, issued pursuant to ECC Chapter 4.48,
Adult Entertainment Facilities licenses issued pursuant to ECC
Chapter 4.52, and Aircraft Landing licenses issued pursuant to
ECC Chapter 4.80. No charge shall be levied against the City of
Edmonds or any department or agency thereof.
Section 3. ECC 4.32.040 Police/Fire Investigation — Approval is hereby amended
by the addition of a new sub - section C to read as follows:
4.32.040 Police /fire investigation — approval.
C. In addition to the fees referenced in Section 4.32.060, the
applicant shall pay a charge equal to the actual cost of fire
inspection in accordance with the provisions of ECDC 19.75.065.
Section 4. The Edmonds City Code, Chapter 4.48. Cabaret Dances is hereby
amended by the addition of a new section 4.48.025 Inspection Fee to read as follows:
4.48.025 Inspection fee.
In addition to the license fee referenced in this chapter, the
applicant shall pay a charge equal to the actual cost of inspecting
the premises in accordance with the provisions of ECDC
19.75.065.

Section 5. The Edmonds City Code 4.52.070 Investigation and application is
hereby amended by the addition of a new sub - section C to read as follows:
4.52.070 Investigation and application.
C. In addition to the license fees set forth in this chapter, an
applicant shall pay a charge equal to the actual cost of fire
inspection in accordance with the provisions of ECDC 19.75.065.
Section 6. ECC Chapter 4.80 Aircraft Landing Permits is hereby amended by the
addition of a new section 4.80.060 Inspection fee.
4.80.060 Inspection fee.
In addition to the permit fee levied by this chapter, the applicant
shall pay charge equal to the actual cost of fire inspection in
accordance with the provisions of ECDC 19.75.065.
Section 7. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
