AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING ORDINANCE NO. 3436 AS A
RESULT OF UNANTICIPATED TRANSFERS AND
EXPENDITURES OF VARIOUS FUNDS, AND FIXING A
TIME WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, previous actions taken by the City Council require interfund transfers
and increases in appropriations; and
ordinance; and
WHEREAS, state law requires increases to the City's budget to be adopted by
WHEREAS, the General Fund # 001 requires increased appropriations to cover:
Increased payroll expenses relating to senior laid off employees bumping into positions held by
junior and lower paid employees; payments for Council Chamber video equipment originally
budgeted in 2002; increases in employer contributions into the State Retirement System as a
result of rate increases mandated by the system; grants received by the Police Department to
purchase equipment and pay overtime for special DUI emphasis; increased salary for Stevens
Hospital security staff, to be reimbursed by the hospital; purchase of 800 mhz radio equipment
for public safety agencies, to be reimbursed by SERS interest revenues; a grant to cover Fire
Department trauma supplies; increased training costs for paramedics transferred to the City upon
dissolution of Medic 7, reimbursed by funds transferred to the City upon dissolution of Medic 7;
a grant to the Parks Department for Easter egg hunt supplies; state grants to reimburse the Parks
Department for training costs; and additional Beach Ranger costs to be reimbursed by the Port of
Edmonds; and

WHEREAS, the Criminal Justice Activity Fund # 007 requires increased
appropriations to cover repairs to a document imaging system and upgrades to software originally
budgeted for 2002; and
WHEREAS, the Hotel/Motel Tax Fund #120 requires increased appropriations to
pay for maintenance to the exterior of the Log Cabin. And
WHEREAS, it has been a practice to consolidate these actions into a mid -year
ordinance and a year -end ordinance, instead of adopting an ordinance each time the City Council
takes action; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 1 of Ordinance No. 3436 adopting the final budget for the fiscal
year 2003, is hereby amended to reflect the changes shown in "Exhibit A" adopted herein by
reference.
Section 2. Effective Date. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not subject to referendum, and shall take
effect five (5) days after passage and publication of an approved summary thereof consisting of
the title.
