AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING
ORDINANCE NO. 3476 AS A RESULT OF UNANTICIPATED TRANSFERS AND
EXPENDITURES OF VARIOUS FUNDS, AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, previous actions taken by the City Council require interf ind transfers
and increases in appropriations; and
WHEREAS, state law requires an ordinance be adopted whenever money is
transferred from one fund to another; and
WHEREAS, the General Fund # 001 requires an increase for Interfund Transfer
revenues from the Council Contingency Fund #119 ($124,423) and from the Criminal Justice
Fund #007 ($69,908), an increase for 1 /10 sales tax local criminal justice revenue ($500,000), an
increase for intergovernemntal revenues ($32,912), an increase of miscellaneous revenues
($15,410) and requires increased appropriations for criminal justice expenses ($580,102), for
council contingencies ($31,000), unanticipated small equipment expenses ($15,433), for
professional services ($17,990), for supplies ($900), for fire department overtime ($2,100),
transfer repair and maintenance expense to the Combined Utility Fund # 411 ($3,046) the fund
having sufficient ending fund balance to cover these costs; and
WHEREAS; the Criminal Justice Fund # 007 transfers the 1 /10 sales tax local
criminal justice revenue ($500,000) and intergovernmental revenues ($30,812) to the General
Fund # 001, and transfers criminal justice expenses ($580,102) to the General Fund # 001;
thefund having sufficient ending fund balance to cover these costs; and
WHEREAS; the Gift Catalog Fund # 127 requires an additional appropriation to
to pay for the Tsutakawa sculpture project ($13,000) , the fund having sufficient ending fund
balance to cover these costs; and
WHEREAS; the Combined Utility Fund #411 requires an additional for repairs
and maintenance ($3,046), the fund having sufficient ending fund balance to cover these costs;
and
WHEREAS, it has been a practice to consolidate these actions into a mid -year
ordinance and a year -end ordinance, instead of adopting an ordinance each time the City Council
takes action; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:

Section 1. Section 1 of Ordinance No. 3476 adopting the final budget for the
fiscal year 2004, is hereby amended to reflect the changes shown in "exhibit A" adopted herein
by reference.
Section 2. Effective Date. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not subject to referendum, and shall take
effect five (5) days after passage and publication of an approved summary thereof consisting of
the title.
