ORDINANCE NO. 3538
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE PROVISIONS OF
SECTION 7.50.050 RATES AND CHARGES TO INCREASE
THE COMBINED UTILITY RATE, STORM WATER
MANAGEMENT COMPONENT BY FORTY -SEVEN CENTS
PER MONTH, AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, the City operates a combined utility which incorporates water, sewer
and storm water management functions, and
WHEREAS, the City Council commissioned a study of its rates by FCS Group of
Redmond, Washington, and ,
WHEREAS, the recommendations of the consultant indicated that for fiscal year
2005 no increase in water or sewer rates was required but that a seven percent in storm water
utility rates equivalent to forty -seven cents per month per equivalent service unit or ESU is
necessary, and
WHEREAS, the City Council has received the recommendation of its finance
committee that such increase be levied on the storm water management rates, NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:

Section 1. The Edmonds City Code, Section 7.50.050 Rates and charges is
hereby amended to read as follows:
2.50.050 Rates and charges.
A. The following rates shall be charged on all billings after the
effective date shown with respect to the following customers
and/or service:
Effective
March 1, 2005
Single - family residential and $ 14.40
multi - family residential (bimonthly
billing cycle)
Single - family residential and multi- $ 7.20
family residential (monthly)
All other residential customers per $ 7.20
ESU (monthly billing cycle)
B. An ESU is hereby defined to be the impervious surface area
estimated to contribute an amount of runoff which is
approximately equal to that created by an average single - family
residential parcel. A single - family residential parcel is one ESU.
For all other parcels, one ESU is equivalent to 3,000 square feet of
impervious surface area.
Section 2. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
