AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE PROVISIONS OF ECDC
SECTION 18.80.010 TABLE OF STREET STANDARDS TO
EXEMPT STREET PAVING PERFORMED BY THE CITY FOR
THE SOLE PURPOSE OF STORM WATER CONTROL OR
WATER QUALITY FROM THE PAVEMENT WIDTH
REQUIREMENTS, AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, Edmonds Community Development Code (ECDC) Chapter 18.80
establishes standards for street construction, including required pavement width; and
WHEREAS, the City Stormwater Comprehensive Plan and Capital Improvement
Program include construction of storm drainage improvement projects within City right of way;
and
WHEREAS, some stormwater improvement projects include installation of
drainage systems in unpaved right of way; and
WHEREAS, such stormwater improvement projects in unpaved right of way may
require paving of the right of way for the purpose of stormwater control and water quality; and
WHEREAS, physical constraints exist in certain unpaved rights of way rendering
it physically impracticable or economically unfeasible to pave the right of way to the minimum
width required by ECDC 18.80.010; and
WHEREAS, the City Council deems it appropriate to exempt street paving
performed by the City for the sole purpose of stormwater control and water quality from the
pavement width requirements of ECDC 18.80.010; NOW, THEREFORE,

THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Edmonds Community Development Code Section 18.80.010
Street Standards is hereby amended by repealing and re- enacting the Table of Street Standards in
Section 18.80. 010 Street Standards, to read as follows:

If the fire chief and public works director can demonstrate that the fire fighting or rescue operations may be impaired by limited roadway width,
the right -of -way width and paving requirements for a street or access easement may be increased and/or additional paved or graveled shoulders
required. Both such decisions shall be staff decisions rendered and appealable as provided in ECDC 20.95.050.
5 Paving of rights of way or easements by the City for the sole purpose of stormwater control and water quality is exempt from the pavement width
requirements of this table.
Section 2. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
