AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ADOPTING FINDINGS AND CONCLUSIONS
AND APPROVING A CHANGE IN ZONING FOR A PORTION
OF THREE EXISTING SINGLE-FAMILY LOTS OF RECORD
ADDRESSED 16404 AND 16414 75TH PL. W AND 16420 76TH
AVE. W FROM SINGLE FAMILY RS-20 TO SINGLE FAMILY
RS-12; AUTHORIZING AMENDMENT OF THE CITY'S
OFFICIAL ZONING MAP; AND FIXING A TIME WHEN THE
SAME SHALL BECOME EFFECTIVE.
WHEREAS, Ronald Johnson submitted a land use application on behalf of RDJ
Group LLC for a rezone of a portion of three existing single-family lots of record addressed
16404 and 16414 75th Pl. W and 16420 76th Ave. W.; and
WHEREAS, the western side of these lots is currently zoned Single -Family
Residential, RS-12, and the eastern side of these lots is currently zoned Single -Family
Residential, RS-20; and
WHEREAS, the proposal is to rezone the RS-20 portions of these lots to RS-12 so
that the entirety of all three lots would be within the RS-12 zone; and
WHEREAS, a site -specific rezone is a "Type IV-B" application, where staff
makes a recommendation to the Planning Board who conducts a public hearing and forwards a
recommendation to the City Council; and
WHEREAS, the Planning Board held an open record public hearing on September
23, 2015, adopted the staffs proposed findings, and unanimously recommended approval; and

WHEREAS, the City Council held a closed -record review of the project on
October 20, 2015; and
WHEREAS, the City Council reviewed the full record before the Planning Board,
including the Planning Division Advisory Report, Findings, Analysis and Recommendation for
file number PLN20150034, dated September 18, 2015, and the various attachments thereto; and
WHEREAS, the City Council preliminarily voted to approve the rezone on
October 20, 2015 and directed the City Attorney to prepare this ordinance;
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. For its findings and conclusions in support of the rezone effected by
this ordinance, the City Council hereby adopts by this reference the findings and conclusions
contained in the Planning Division Advisory Report, Findings, Analysis and Recommendation
for file number PLN20150034, dated September 18, 2015.
Section 2. A portion of three existing single-family lots of record addressed
16404 and 16414 75th Pl. W and 16420 76th Ave. W., Edmonds, Washington and shown on the
map from file number PLN20150034, attached as Exhibit A hereto, is hereby rezoned from
Single -Family Residential, RS-20 to Single -Family Residential, RS-12. Exhibit A is hereby
incorporated by this reference as if set forth in full.
Section 3. The Development Services Director or her designee is hereby
authorized and directed to make appropriate amendments to the Edmonds Zoning Map in order
to properly designate the rezoned property as Single -Family Residential, RS-12 pursuant to
Section 2 of this ordinance.

Section 4. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
