AN ORDINANCE REMOVING THE RESIDENCE KNOWN AS
THE DR. PALMER HOUSE LOCATED AT 820 MAPLE
STREET, EDMONDS, WASHINGTON FROM THE EDMONDS
REGISTER OF HISTORIC PLACES, AND DIRECTING THE
DEVELOPMENT SERVICES DIRECTOR OR HIS DESIGNEE
TO REMOVE THE "HR" DESIGNATION FOR SITE FROM
THE OFFICIAL ZONING MAP WITH, AND FIXING A TIME
WIIEN TIIE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the residence known as the Dr. Palmer House located at 820 Maple
Street, Edmonds, Washington, was placed on the Edmonds Register of Historic Places in 2010
under Ordinance No. 3811; and
WHEREAS, prior to the commencement of any work on a register property, the
owner must request and receive a Certificate of Appropriateness from the Historic Preservation
Commission; and
WHEREAS, for properties that are on the Edmonds Register of Historic Places,
the City of Edmonds building official cannot issue a building permit without a Register property
first receiving a Certificate of Appropriateness from the Historic Preservation Commission; and
WHEREAS, the property owner of the Dr. Palmer House located at 820 Maple
Street, Edmonds, Washington has proposed to add a new 44 square foot covered porch, a new
568 square foot detached garage, restore original siding, and replace four third -story windows to
the Register property, and

WHEREAS, the Edmonds Historic Preservation Commission held a public
meeting on April 14, 2016, to consider the eligibility of the proposed work for a Certificate of
Appropriateness, and
WHEREAS, the Historic Preservation Commission found the porch addition,
detached garage, and siding restoration work meets the criteria for an issuance of a Certificate of
Appropriateness, and
WHEREAS, the Historic Preservation Commission found the proposed window
replacements do not meet the criteria for the issuance of a Certificate of Appropriateness, and
WHEREAS, the Historic Preservation Commission found the proposed window
replacements would alter the Dr. Palmer residence at 820 Maple Street to such an extent that the
property would no longer be eligible for listing on the Register of Historic Places, and
WHEREAS, the owners have expressed their desire for the property be removed
from the Edmonds Register of Historic Places; and
WHEREAS, the chapter 20.45 ECDC, the chapter governing the Edmonds
Register of Historic Places, is premised upon participation through owner consent, NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The residence known at the Dr. Palmer House located at 820 Maple
Street Edmonds, Washington 98020, is hereby removed from the Edmonds Register of Historic
Places.
Section 2. The Development Services Director, or his designee, is hereby
authorized to remove the "HR" designation for the site from the Edmonds zoning map. This

removal of the designation does not change or modify the underlying zone classification.
Section 3. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
