AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, RELATING TO CITY COUNCIL MEETINGS
AND CITY COUNCIL COMMITTEE MEETINGS,
ELIMINATING THE SECOND TUESDAY REGULAR
MEETING, REQUIRING COMMITTEE MEETING AUDIO
RECORDINGS TO BE POSTED ONLINE, AND AMENDING
ECC 1.04.010.
WHEREAS, the city council has the power to organize and regulate its internal affairs
under RCW 35A.11.020; and
WHEREAS, the city council discussed at its January 2017 retreat a desire to return to a
committee system; and
WHEREAS, the city council adopted Ordinance 4065 to establish regular meeting times
and places for such committees; and
WHEREAS, more recently, the council has desired to increase the transparency of what
occurs during committee meetings, especially since the meetings occur concurrently, making it
difficult for those interested to follow more than one meeting; and
WHEREAS, the council has indicated that its chosen means of increasing the transparency
of committee meetings is to post audio recordings of the committee meetings online in such a
manner that one interested in a particular agenda item could immediately access the audio
recording associated with that agenda item, similarly to the way access is provided for the city's
video recordings of full council meetings; and
WHEREAS, due to certain limitations with the city's agenda management software, the
clerk's office is not able post audio recordings in the manner described above unless the committee
meetings start at a different time than the regular second Tuesday council meeting; and
WHEREAS, the city council has determined that a regular city council meeting on the
second Tuesday of each month is not necessary; and

WHEREAS, the city council has determined that if there are city business matters that
cannot await action on the third Tuesday of the month, a special meeting could be called to handle
such matters on the second Tuesday; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN
AS FOLLOWS:
Section 1. Section 1.04.010 of the Edmonds City Code, entitled "Regular public meeting
time and days," is hereby amended to read as follows (new text is shown in underline; deleted text
is shown in ):
1.04.010 Regular public meeting time and days.
A. Full Council. Regular meetings of the city council shall be held on every the
first, third, and fourth Tuesdays of every month, ,
at 7:00 p.m. Regular meetings of the city council shall be held in the Council Chambers,
Public Safety Complex, 250 Fifth Avenue N., Edmonds, Washington. Council meetings
shall adjourn no later than 10:00 p.m. on the day initiated unless such adjournment is
extended by an affirmative vote of a majority of the council as a whole plus one. The
B. Council Committees. The city council shall have the following standing
committees: finance; parks and public works ("PPW"); public safety, planning and
personnel ("PSPP"). Regular meetings of the city council standing committees shall be
held on the second Tuesday of every month at 7:00 p.m., and, if necessary, afte
adjoumment of the eity eeuneil's FeViff ffleetifig, . Regular meetings
of the city council standing_ committees shall be held concurrently in the following three
rooms of the Public Safety Complex, 250 Fifth Avenue N., Edmonds, Washington: (1)
PPW shall be held in the Council Chambers; (2) finance shall be held in the Jury Meeting
Room; and (3) PSPP shall be held in the Police Training Room. Council committee
meetings shall adjourn no later than 10:00 p.m. on the day initiated unless both members
of the committee vote to extend the meeting. The audio from city council standing
committee meetings shall be recorded posted online and bookmarked to allow eM access

to portions of the audio recording that correspond with each item on the committee's
agenda.
Section 2. Severability. If any section, subsection, clause, sentence, or phrase of this
ordinance should be held invalid or unconstitutional, such decision shall not affect the validity of
the remaining portions of this ordinance.
Section 3. Effective Date. This ordinance, being an exercise of a power specifically
delegated to the City legislative body, is not subject to referendum and shall take effect five (5)
days after passage and publication of an approved summary thereof consisting of the title.
