1941-02-04 Council MinutesWhile I realize in times past the City of ;Edmonds has invested considerable
amounts of money in well drilling with perhaps no substantial'return on their
investments,`I fell that you should not let these past experiences prevent
you from making full us.e of an apparently adequate source of water supply.
Vie do not recommend the drilling of a well there at the present time, but
rather the sinking of a test hole in order to determine the feasibility of
investing money in a full sized drilled well.
We would therefore recommend that you contact, a well driller who has proven
himself reliable and have him sink a test hole for you. 'Perhaps°it would
be well to have two well drillers come up independently and get both their
ideas in order that you might better judge for yourself.' A satisfactory
development in that particular locality requires a high degree of skill and
th`e following drillers for your coneiderdtion:

May I take this opportunity to remind you that all new construction, extension
and improvements to existing water supplies must receive the approval of this

The following Ordinance was read the second time'. Ordinance N-o.031.
.an Ordinance amending Ordinance No. 507, of the City of Edmonds,relating
to vehicles and the operation thereof upon the public streets and other
publice places of said City, by adding thereto a new Section to be known
as Section 264-relating to negligent driving.
THE CITY OP EDMOId DS DOES ORDAIN:
Section I: That Ordinance Vo.507, of the City of Edmonds, relating to
vehicles and the operation thereof upon the public streets and other pub -
lie places, in said city, be and the same is hereby amonded by adding
thereto a new Section to be known as. Section 261, reading as follows:
"Section 26N-: It shall be unlawful for any person
to operate a motor vehicle in a negligent manner, over
and along any publice street or other public place in the
City of Edmonds. Zor the purpose of this Section to "operate in
negligent manner" shall be construed to mean the operation
of a vehicle upon the streets or otherpubliee places of
the City of Edmonds in such a manner as to endanger or
be likely to endanger any persons or property.
The offence of operating a vehicle in a negligent
manner shall be considered to be a lesser offense than,
but included in, the offense of operating a vehicle in
a reckless manner, and any person charged with operating
a vehicle in a reckless manner may be onvicted of the
lesser offense of operating,a vehicle in a negligent
manner. No driver' license shall be revoked for a violation
of this Section."
Section 2: This Ordinance shall take effect and be in full force
and effect on its passage and publication as required by law.

It was moved by Councilman W.C. Hanson and seoonded by Councilman
H.A.Chandler that Ordinance No. 532 be adopted as read. The vote was &a
follows; Chandler yes, Hanson yes, Savage.yes_, Jones yes, Hansen yes,
Clausen yes. Carried by unanimous vote of the Councimen present.
J.E.Yost requested the Council to lay sewer first Avenue North from
Bell Street south to Dayton street.
On motion the City Engineer was instructed to make a perliminary
estimate of the cost.
The Mayor changed the Street and Light
Committe to Street and Sewer
Committe and the -&�bh and Sewer Committe
to Water and Light Committe.
The Mayor appointed Henry B.Vaurs, as
deputy marshel and Charles
Vaurs deputy marshal.
On motion the Council approved the
appointments.
It was moved by Chandler and seconded by
Ranson that the Street Super-
intendent fence city property between the
two city garages with a six
foot woven wire fence'. The vote was as follows: Chandler yes, Hanson
yes, Savage no, Walter Hansen yes, Clausen
no ,Jones no. tie vote.
The City Attorney ruled that the Mayor did not have the deciding vote

because of the abseaes of one Councilman.
There being a vacancy in the Library Board
Motion lost.
