The Council met in adjourned session with Mayor Fourtne-r presiding -The
roll call showed the following Councilmen present:,'Chandler, Savagen,
Idalter Hansen., Clausen. and Jones.
The Oouncil took up the Union Oil Companys objection to the proposed
sewer on First Avenue. After due 'consideration, it was moved that wpQ
proseed with proposed improvement. The motion carried.
It was moved by Chandler and seconded by Jones that we peas Ordi-
nance No.534 as read. The vote was as follows:,`Chandler yes, Savage yes,
Hansen yes, Jones yes. Carried by unanimous vote of the Councilmen present.

" An Ordinance providing for the improvement of First Avenue in the City
og Edmonds, and a production suotherly of said Avenue to an intersection
with Dayton Street, in said city, from Bell'Street Southerly to an inter-
section with Dayton Street trunk sewer being a distance of 1460 feet, more
or less, by the construction of a combined 8-12 inch lateral sanitary and
storm sewer, together with the necessary drainage, manholes, catch.basine
and other appertenances necessary to make a complete improvement, all in
accordance with resolution No.109 of the City of Edmonds; creating an As-
sessment District; creating a Local Improvement District Fund therefor, and
providing that payment for such improvement, except for labor, be made by
specual assessment in said Distriee under the mode of payment py bonds.
WHEREAS , by resolution No.109, of -the City of Edmonds, the City Coun-
cil of said city has declared its intention to order the improvement as
above outlined and doing all other work necessary in connection therewith
to make a complete improvement in accordance with the plans and specifi-
cations perpared by the City Engineer, NOW, THEREFO'EP
THE CITY OF,11,DMOU S 'DOES ORDAIE:
SECTION 1: That First Avenue, in the City of Edmonds, and a Production
southerly of said Avenue to an intersection with Dayton Street, in said
city, from'Bell'Street Southerly to an intersection -with Dayton Street
trunk sewer being a distance of 1460 feet, more or less, by the construc-
tion of a combined 8-12 inch lateral sanitary and storm sewer, tofether
withe the necessary drainagw, manholes, catch basins and other appurtengn.-
ces necessary to make a complete improvement, all in accordance with the
plans and specifications prepared under the direction -0of the City.:rn.gineer,
which plans and specifications are hereby adopted and approvE.d.
SECTION 2: That the Cost and expenses of such improvement shall beborne
by and assessed against the property included in the .assessment District
herein created in accordance with law.
SECTIOF 3: There is hereby established a Local Improvement District to
he called Local Improvement District,llo.54, which District shall include
the folloing described property, to-wit:.,�Beginning at the intersection of
the center line of Bell Street and Firste Avenue, thence Easterly along
the center line of Bell Street for."'150 feet, thence Southerly along the
Vilest line of the Alley in Block 12 in the Plat of Ledmonds and along the
Viest line of the alley of Block 2 in the Plat of Gepharts iddition and
along the West line of said alley Prduced southerly for 561 feet more or
less to an intersection with the Southerly line of Dayton'Street, thence
Westerly along the southerly line of Dayton Street for 172 feet to, an inter
sectionwith the center line of First Avenue produced southerly, thence
continue westerly on the southerly line of Dayton Street for 172 feet to a
point which is 150 feet westerly of measured at'right angkes from the cen-
ter line of First Avenue produced southerly, thence northerly to
parallel
and 150 feet westerly of the center line of First Avenue produced for 979
feet to an intersection with the Easterly margin of Iliailroad Avenue, thence
northeasterly following Railroad Avenue and the Easterly margin the
of
Great Nothern Railroad Right of Itchy to Phe northweast corner of Lot 4 Block
13 in the Plat of Edmonds, thence easterly along the North line of said
lot 4 and said line
produced to the center line of First Avenue, thence
northerly alongthe center line og First Avenue fot,150 feet to the

Si'EMON 4: A Special fund is heherby created to be called Local Improve-
ment District Fund No. 54,
which shall consist in the aggregate of the
several amounts assessed, levied and collected on the several lots and
Parcels of land in said Local Improvement District and the proceeds of the
sale of the bonds of the said District for the
purpose of defraying the
costs and expenses of such improvement. Out of said funds shall be paid
the
bonds, the interest thereon, and the entire cost of such improvement,
except the cost of labor as hereinafter provided.
PECTION 5: The costs and expenses of such improvement shall be defrayed
by special
assessment payable in ten equal, annual installments with inter-
est -thereon at the rate of 5 per cent., per annum under the mode of pay-
ment by lbQn.ds, as provided by law and the Ordinances
of said city. Bonds
bearing interest at the rate of 5 per cent., per annum, payable.on or before
twelve °years from date of issue, shall be issued in payment of the costs and
expenses of such improvement, or the City of.Edmonds may, at its'election, sell
said bonds and make.payment in cash in.t.he manner provided by the Ordinances
of said city.
8:CTION 6: That the costs and expenses of said improvement to be borne by
and assessed against the propdrt y of the said Assessment District, and for
which bonds of said District are to be issued, shall not include the cost of
labor upon said improvement, which labor is to be furnished by Federal funds
under the Y.Q.A. plan of Federal Government."

The Council met in regular session with Mayor Fourtner pr-esiding,The
roll cell showed the following Councilmen present: H.A.Chandler, %1.C.Hanson
C.Savage, W.Hansen, U.Clausen and W..T.Jones. The minutes of the ;last meeting
and adjourned meeting were read and approved.
The Oity Attorneys letter regarding the sale and purchase by the County
of- certain.lots in the city was read. These lot have L.I.D.Imrovement Assess-
ments against them. It was moved by Chandler. and Seconded by Hansen that the
City prrchase these lots from the County to protect the L.I.D. Assessment
Districts. The motion Carried.
There being a vacancy of a Councilman from First Ward, the Mayor appointed
Rubin T.Roseoeto fill the vacancy, On motion the Council approved the appoint-
ment.
The City Engineer .reported that our B ,0ZET SLWEii BROJECT with the Govern-
ment was about exausted.,, and that we had better make an application for an
other blanket project for sewers; about two miles.
On motion the Council instructed the City Engineer to set up an other
blankt project for sewer.
A petetion for a sewer inblooks, 907 75- and 78 was refurred to the City
Engineer for checking.
O.C..Kelly requas.ted the City to .set a price on lots. 37-38-39 and 40 in
Block 96. The. requset was.refurred to the Land Committe.
On motion, the Council continued the date for the receipt :of bids for the
Sewer ,on. First Avenue. untill April 18th.5,1941 at the hour of 7,30 p.m..
On motion the Council adjourned until .7,30,p.m. April 18th, 1941.

'Richmond Fire District No.4 made a proposition that they and the City
of'Edmonds enter into a mutuil agreement to, assist each other in case of
a fire in either plase.
It was moved by'Chandler and seconded by Jones that we enter into such

an,agrement with'iiichmond Fire District No.4. Mot ion carried.
