The Council met in regular session with Mayor,F.A,Fourtn.er pres.iding.The
roll call showed the following Councilmen.present: H.A.Chandler, R.T.Roscoe,
W.C.Hanson, C.Savagejl.Hansen, W.Clausen and W.T.Jones. The• minutes of the
last meeting were read and approved.
The City Treasurer• recommended; that the foi lowing amount., remaining in the
several'Loeal Improvement Districts, where,, 'the.
bonds are plaid up, be transfered

On motion the Council ordered the transfer.made as recommended.
On motion the .City Treasurer was instructed to transfer from Current Expense
to the St -rest Fund $2400.,00 for the f.oll:owing _purposap to: pay for Street Lights
0120000 and the Street Superintendents salary,�1200,00_.
The.Mayor appointed Elden S.Johnson,Deputy Policeman. On -motion the Council
approved the appointment.
The question came up as to what property owners should pay per leniol foot
for a five foot sidewalk . and curb and gutter. laid with W1.P.A.. labor.
After due consideration the Council by.motion that the price should be ,50ets
per liniol foot for curb and gutter and 50cts per liniol foot for a five foot
sidewalk.
On motion the Council.instructed the City Attorney to draw up a Resolution
of Intention to.improve , by a sewer, the alley in, Blocks 90, 75 and 70 from
Seventh Street to Tenth street.
There being no further business on motion the Council adjourned.

The following Resolution was read and adopted.by unanimous vote of the
Councilmen present.
` RESOLUTION OF INTENTION NO. 150.
A Resolution _declaring the intention of the City Council of the City' of v
Edmonds to improve the alley in Blocks 10, Wand 90, Plat,of the City,of
Edmonds, between Maple and Alder -Streets from Seventh Street to*Tenth Street
by the construction of a six-inch combined sanitary and storm, lateral sewer
along said alley through Block 70 and an eight -inch combined sanitary and storm
lateral sewer along said alley through Blocks`75 and 90 and continuing to a
junction with the trunk sewer between ,Sixth and Seventh Streets in'Blook 95,
together with the construction -of all necessary manholes, eatch.basins and
other appurtansnces.necessary to -make a complete improvement;,providing that
the payment for said improvement.be made by special assessment on the property
in eaid Improvement District under the mode of payment by bonds for materials,
and all other expenses, except the cost of labor to be furnished by Federal
funds under the 1'1.2.4. -. plan of the Federal Government.
BE IT RESOLVED BY THE CITY COUNCIL OF TAB CITY OF EDMONDS:
1. That it is:the.intention of the City Council of the City,of Edmonds,.
Washington, to improve the alley on Blooks70,75 and 90,-21at of the City'of
Edmonds, between Maple and Alder Streets from Seventh Street -to Tenth Street,
by the construction of,a six-inch combined sanitary and storm lateral sewer
along said alley in Block 70 and by the construction of an eight -inch combined
and sanitary storm lateral sewer along said alley in Blocks 75 and.90, Plat of
the City of Edmonds*,.and continuing to -an outlet in the trunk sewer in the
alley between Si�th,and""Seventh Streets in Block 95,together, with the consruct-
ion of all necessary manholes, catch basins and other appertenances necessary
to make a complete improvement.
2. That the cost ans expense of all materials required tomake a complete
improvement, the fixed estimate and all other expenses of every kind, except $ham
cost of labor contributed by the. Fedral. Government undr WPA, shall be made by
special ,assessment; a Local. Improvement District shall 'cbie established

mbracing as near as may be all the property specially benefited by such
improvement, and such specially benefited property shall be assessed to pay
for the .ent.ire cost .of such improvement, except the cost of labor furnished
by the Federal Goverenment under WPA.
30 All persons who may desire to object to the improvement herein mentioned
are hereby notified to appear at the Council Chambers in the City Hall, in
the City of. Edmonds, Washington, at a meeting of the said Council on the 7th
day of .April, 1942 at the hour of eight o'clock P.M., of said day, then and
thereto present their objections thereto, if nay they have.,
4. The City Engineer of said City of Edmonds is hereby directed to submit
to the City Council, at or prior to.the said 7th day of April 1942, the
estimated cost and expense of the improvement, in this Resolution mentioned,
and a statement of the proportionate amount thereo which shall be borne by
the property within the proposed Imptovement District; and a statement of the
aggregate assessed valuation of the real estate, exclusinve of improvements,
within said proposed Improvement District according to the valuation last
placed upon it for general taxation, together with a diagram or print showing
therein thelots, tracts or parcels of land and other lroperty which will be
specially benefited `thereby. and the estimated amount of the cost and expens
of such improvement to be borne by each lot, tract, parcel of land or other
property.
Passed by the City Council of the City of Edmonds this 3ed day of March------

The Treasurers report and "ater Revenue Collectors report were read and
ordered Poled.
E. Fred Pickett the defense coordinator far this district laid before
the City Council a proposition that there was some expense in connection
with this defense administration that would have to be paid by some one
these alarms coming from Seattle.defense head quarters. �3,50 instalation
charges- and a monthley charge of $8fl75, also the toll.eharges. On motion
the.C.ouncil approved the recomdation, and that the City will pay the charges
and tolls as they come in.
