The Council met in regular session with Mayor 11ourtner presiding. the roll
call showed the following Councilmen present, Chandler, ttoseoe, Hansen,
Jones, Savage, hansen and Clausen.
It was moved and seconded that emergBngy Ordinance NO. 544 be adopted.
Motion was carried by a unanomous vote of the Council.
Ordinance No. 544
An Ordinance providing for the purchase of material necessary for and for -
the construction of, a water main Along Ninth Street, in the City of Edmonds,
from Fir Street to maple Street; providing for the issuance of emergency
warrants against the Grater fund in, payment thereof and declaring an emergency.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EDMOIDS:
Section 1: That the City of Edmonds shall purchase the necessary material
for the construction of,and shall construct a water main along Ninth Street,
in the City of Edmonds, from blir Street to Maple Street, together with all
necessary appurtenances thereto.
Section 2: That by reason of the necessity for the continued furnishing of
water to the residents along Ninth Street, in said Uity;of Edmonds, from
vir Street to Maple Street, and by reason of the fact that the present
pipeline, along said Street, is worn out and.requires .immediate replacement,
an emergency is herepry declared to exist, with reference.thereto, which could
not reasonably have been foreseen at the time of the making of the last
annual budget.
Section 3: That the estimated cost and expenditures, required for the
material and labor to be used in connection with said pipeline and the in-
stallation thereof, is the sum of Twenty-five hundred ($2500.00) Dollars,
which sum shall be paid by the issuance of emergency warrants drawn on the
dater Vund of said City.
Section 4: :This Urdirance :shall take effect and be in full force and effect
upon its passage and publication as required by law.
Passed by the Uity Council of Edmonds this 15 day of December, 1942.

The Contracts with the Puget Sound Power & Light Company were laid over
until the next meeting of the Umuncil because of the absence of the .Uity
Attorney.
After a lengthy talk from George,tiieks and Lieutenant Israel it was moved
and seconded that the Council accept the intention to adopt the emergency
Ordinance No. 545 for the erection of an Air Craft warning Observation Bost,
Motion carried by a unanimous vote of the Council.
It was moved and seconded that the Clerk publish notice of Emergency Ordin-
ance No. 5,45 in the Edmonds Tribune Review. Motion Carried.
A motion was moved and seconded that the Clerk publish in the Edmonds Tribune
Review a call for bids for the erection of the Observation 'tower. Motion
carried.
It was moved and seconded that Frank Miller be given permission to change
his sewer connection so he can drain his basement, but he must provide
lights and barracades while doing the work. .
Mayor Fourtner appointed L. S. Vincent for Civilian Defense Co-Ordinator.
The election returns for the City of Edmonds held December 8,. 1942 are
