1943-04-06 Council MinutesA letter from County commissioner, Jack Ballew states that if the City of
Edmonds intends to purchase gravel and they desire to make their own load-
ing arrangements., pit run gravel would be 5� per cubic yard and crushed rock
out of the stock pile at,the pit would 'be 50g, per cubic yard.
A motion was moved and seconded that the council give Mr. Fourtner per-
mission to open up Walnut street between seventh and eighth streets, aboud#
three hundred feet more or less. The city agrees to gravel the same when
it is.put to grade as near as possible. Motion carried.
The widening of road on Yost Admiral way to provide room for two vehicles
to pass was referred to the street committee.
The Clerk was instructed to notify Mr. Ouiett that a license fee of §2.50
a month would have to be paid to the City Treasurer for operating a dance
hall, and he must furnish'his own policemen, also if any city policing is
needed to police the outside of the hall, he must'reinburse the City for
the same.
The Clerk was instructed to write a letter to the Washington State Plan-
ning Council stating the increase in population since 1940; in order to
obtain monies from the state.
There being no further business on motion the meeting adjourned.

The Council met in regular session with Mayor Pourtner presiding. The roll
call showed the following Councilmen.present, Chandler', Roscoe, Hansen,
Savage, Hansen and Clausen.
The water collectors and treasurers reports were read and ordered filled.
The following.bills were approved by.the Finance Committee and a., motion
was moved and seconded that the bills be paid 'and warrants be drawn on the
proper funds. Motion carried.

A letter from the State Auditor was read by the Clerk, stating that the City
of Edmonds had -received �606..85 from. the State, ,because of Edmonds showing
a 37a or more, increase in population,since the 1940.vederal Census. This
money is to be put in. a fund called the "State Aid Fund", and exepended
only for salaries and wages., supplies, material and equipment for police
and fire protection, health and sanitation, library and park and civilian
defense. Expenditures of monies maybe made without regard to budget laws
for 1943 but for 1944 and 45 shall be provided for in accordance with budget
lags . I
The necessary papers were received from the ';7ar eroduCtion Hoard authoriz-
ing the City of Edmonds to purchase a Pump and Motor, also the material for
installin6 at a cost not to exceed :T698. A Motion was. moved and seconded
that -the Clerk publish in the local paper, a notice to call for bids for
a Pomona Pump and Motor. bids to be opened April 20, 1943, at 8 o'clock.
Motion carried.

The Mayor read a.letter•to the Council pretaining to the licensing of taverns
which states because of the State collecting a license the cities could not.
After a discussion of licensing other amusement places a Motion was moved
and seconded that the enforcing of -licensing taverns and amusement places
be laid over for further investigation. Motion carried.
George Yost came before the Council abouta loading and unloading zone for
the busses. After a discussion the Council decided to lay this over until
the next meeting ad that all parties concerned may have a chance to voice
their opinion.
Iti7r. Bently reported that the Sewer in the alley between fourth and .fifth
street south of Dayton was filled up with sand. The Mayor•reportad that
.work was being done to remiede this condition. This was referred to the
street and sewer committee. ,

A Motion was moved and seconded that. the Council 6ccept,the bid of R. M.
.Made & Company, minus the 40 feet of 3 inch galvanized pipe. Potion
carried by a unanimous vote of the Council.
Mr. Chitty representing the Chanber of Commerce asked the Council that
the Curfew. Ordinance be inforced this summer. This was laid over until
the next meeting of the Council in order that the Attorney may draw up
a new. Ordinance amending No. 121.
The question of a loading and unloading zone fbr the busses was discussed
before the Council, by some of the business men of the City who would be
affected by it. After a lengthy discussion Mr. Yost stated that they would
try out the loading from the garage.
