1943-11-02 Council MinutesR. H. Doty reported that the School Superintendent has complained about
the trees along Main street damaging the paint of the busses. A notice
was published in the paper a few months ago asking the property owners to
trim the trees, only a few did.so. -The Street Superintendent was given
authority to have the trees trimmed. He also reports it will take more
material to install the new pump than was anticipated.
Dewey Leyda reported that the Observation tower was closed and he suggested
having the lighta turned off and a sign should be posted for no trespassing.
The clerk to notify light company about the lights.
The Council set a price of $50 a lot for lots 25 to 33 inclusive in Block 89.
The Police Judge and Councilman of first ward, 1,11. C. Hansen, tendered his
resignation to the Council. A motion was moved and seconded that the Council
accept his resignation with regrets. Notion carried.
Mayor- Fourtner removed Roy Degneau from his office as Chief of police and
appointed V1. C. Hansen to fill the office. A motion was moved and seconded
that the Mayors appointment be accepted. Motion carried by a unamimous
vote of the Council I
Mayor Fourtner appointed L. S:. Vincent as Police Judge. A motion was moved
and seconded that the Mayor's appointment be approved by the Council. Motion
carried.
There being no further business a motion was moved and seconded the meeting
adjourn.

A Motion was moved and seconded that the Council accept the sale of lots
32 and 33 in. -block 89 for �100 to Jessie, Cogswell. Motion carried by a
unanimous vote of the Council.
The State Health Department reported that they had received several complaints
about the rats at the City garbage dump, thut something should be done to
exterminate them, either by the use of poison or gas.
A motion was moved and seconded that [later suet. and Lssistant E, H. Doty
and Dewey Leyda be given the authority to sell the small duro pump and
single phase 3 horse power motor for 1�75 or more. Motion carried.
A motion was moved and seconded That x. H. Doty be given the authority to
purchase the shingles and repair the roof of the meter shed. 2dotion carried.
He also reports that K. Id. tirade & Co. were replacing the base of the new
pump which was cracked

A motion was moved and seconded that the clerk send a letter to Schoal
Superintendents Hill and Hall thanking them for the splendid cooperation
during XXV Halloween. Motion carried.
A motion was moved and seconded that the Plater Superintendent be authorized
to purchase 322 feet. of t�..To inch cast iron pip(B and relay the water line
on second avenue from Main. street south. Motion carried.
A motion was moved and seconded that the City take out Public Liability and
Property damage insurance for the City truck to the amount of �?5000 to y'10,,000
subject to the approval of the City Attorney. Motion carried.
A. Armes asked that the City reimburse him for $10for cost of labor and pipe
which he had to dig up on his property, because of not being able to get
vrater.
Chief of Police V1. C. Hansen reported that the street lights should have the
dim -out shades removed.:,
S. J. Perrin offered the City $100 for two lots, 29 & 30 Block 121.
This was laid over until the next meeting of the Council.
There being no further business a motion was moved and seconded the meeting

The Council met in regular session with Mayor Fourtner presiding.. The roll
call showed the following councilmen present,. Roscoe, Jones, Savage, Hansen
and Clausen.
The minutes of the following meeting were read and approved. A motion was
moved and secondedthat the bill for Hay Wooley for labor be allowed, water
fund $23 and stre et fund U63. Motion carried.
A motion was moved and se onded that the Clerk pay the bills for the fire
Department for the ramai t of the year from the State Aid Fund, for
salaries, wages, supplies., material and equipment. :Jlotion carried.
A motion was moved and seconded that the City of Edmonds sell lot 30,
Block 121 to S. J. Perrine for sO50. Motion. carried by a unamimous vote of
th'e Council.
Mr. Cooper asked the council to extend the platform in the City Hall
three feet. A motion -,..was moved and seconded to have the platform moved
three.fect. Motion carried.
Mr. Petterson asked the council for permission to extend his sidewalk to
the curb and gutter on Main Street, he also asks permission to lay a five
foot cement sidewalk along his property on ninth street south to the alley.
A motion was moved and seconded to extend his sidewalk on Main street and
lay a sidewalk, curb and gutter on ninth street south tb the alley, to
conform with the established grade. Motion carried.
,'later 5upt. x. H. Doty reported that the water shed had been shingled acid
that ±t. M. Wade & Company had replaced the base in the new pump.
Mayor Fourtner appointed Yaul _dcGibbon as Councilman for first ward to
finish the term of 1.). C. Hansen. A motion was moved ans seconded that
the Council approve the appointment. Motion carried.
