1944-08-01 Council MinutesCouncilman Roscoe reported.he had completed a.map showing the numbers of the

The Council met in regular sed8ion.with Mayor Fourtner presiding. The roll
call showed the following coneilmen pr--esent Roscoe, McGibbon, Savc.ge, Jones,
Hansen and Clausen.
The 17ater Collectors and 'Treasurers reports were reed. A motion was made
by Roscoe and Seconded by McGibbon that the following bills which were
approved -by the finance committee be allowed, and warrants :drawn on the
proper funds. Motion carried.

EDMOIIDS to .improve .the alley in ,Blocks 77 and 68, Plat of the City of
Edmonds, from a point twenty-seven (27) feet West of I?inth Street to a point
one hundred fifty. (150) feet , Eas.t of Finth Street., in. said city, by the
construction of a six, inch lateral sanitary and storm sewer, together
with the necessary drainage, man -holes, catch basins and other appurtenances
necessary to make a complete improvement; creating an b.ssessment District;
creating a Local Improvement District Tund therefor; provinding that the
payment for said improvement be made by special assessment on the property
in sacs, District under the mode of payment .by bonds..
BE IT RESOLVED BY THE ..CITY COUNCIL 01' THE CITY Or EDMONDS:
1. That it is the intention of the City Council of the City of Edmonds,
State of Washin`ton, to improve the alley in Blocks 77 and 68, Plat of the
City of Edmonds, from a point twenty-seven (27) feet West of 11inth Street
to a point one hundred fifty (150) feet East of Uinth Street, in said city,
by the construction of a six inch lateral sanitary and storm sewer, to-
gether with the necessary drainage, man -holes, catch basins and other
appurtneance,s necessary to make a complete improvement.
2. That the cost and expense of all labor and material required to make
a complete improvement, the fixed estimate and all other expense of every
kind shall be made by special assessment; a Local Improvement District
shall be established embracing as near as may be all the property specially
benefited by such improvement,, and such specially benefited property shall
be assessed to pay for the entire cost of such improvement.
3. All persons who may desire to object to the improvement herein ment-
ioned are hereby notified to appear at the Council Chambers in the City
Hall, in the City of Edmonds, Washington, at a meeting of the said Council
on the 5th day of September, 1944, at the hour of eight o'clock 2. M.
of said day.then and there.to present their objections thereto, if any
they have.

4. The City Engineer of said_City of Edmonds is hereby directed to submit
to the City Council, at or prior to said 5th day of September., 1944, the
estimated cost and expense of 'the improvement,_in this Resolution mentioned,
and -a statement of the proportionate amount thereof which shall be borne
by the property within the proposed Improvement District; and a statement
of the aggregate assessed valuation of the real estate, exclusive of im-
provements, within said proposed Improvement District according to the
valuation last placed upon it for general taxation, together with a dia-
gram or print showing thereon the lots, tracts, or parcels of land and
other property which will be specially benefited thereby, and the estimated
amount of the cost and expense of such improvement to be borne by each lot,
tract, parcel of land or other property.
Passed by the City Council of the City. of Edmonds this first day of •
August, 1944, and approved the same date..

George Law came before the Council in regards to the vacating of his property
on Eighth Avenue.. Councilman Jones statedthat,he should.either connect to
the sewer or lock the place up and remove the outside building. Mr. Law
stated he would notify his tenant to move and have the outside building re-
moved. -
Mr. Plagens.came before the Council in regards to getting water to his property
in Block 81 lot 9. A motion was made by Jones and seconded 'by McGibbon that
he'be given permission to lay water pipe in the alley in Block 81: Motion
carried.
A young man came before the Council inregards to a new recreation center
for the Young Zolks of Edmonds. after some discussion he was informed that
some older person must sponser it, also they must put up,a bond to protect `
the City.
Councilman Clausen reported on the cost of a new tank based on 1009000:.gal.
capacity. A wood tank with 30 foot tower, appox. cost, $8600, wood tank
with concrete base on ground level, §3800,. a steel tank with 30 foot tower
11,750, steel tahk with concrete floor on ground level approx. cost 6800.
Street Supt. Doty reported the drain stopped up on the Casper property.
The Clerk was instructed to notify the property owner that the City was
not responsible for the drainage on this property.

August 15, 1944
The Council met in regular session with.Mayor .6ourtne-r presiding. The
roll call showed the following Councilmen present Roscoe., McGibbon, Savage,
Johes and Clausen.
The minutes of the following meeting were read and approved. A motion was
made by Savage and seconded by McGibbon that the bills of Ray McKeever for
labor, �80 on the street fund and $16 on the water fund, be allowed. Motion
carried.
A motion was made by Jones and seconded by Clausen that the water Superinten-
dent be authorized to purchase 1200 feet of two inch cast iron pipe.
A report was read from the State Department of Health in regards to the
crater from the New drilled well. This report shows that the water does
conform with the U. S. Bacteriological Standard fro drinking water.
Mrs. Morrissey recently purchased the Harris property on Third Avenue. She
came before the Council in regards to the opening up the alley. She was
advised by the Council that it would 'be up to the property owners to have
the alley surveyed and it must be approved by the council.
There being no further business a motion was moved and seconded.the meeting
adjourn.
