The Council met in regular session. with Mayor Fourtner presiding. The roll
call showed the following Councilmen present, Chandler, Roscoe, McGibbon,
Savage, Jones, Hansen.and Clausen.
The water Collectors and Treasurers reports were read and ordered filled.
A -motion was made by Chandler and seconded by McGibbon that the following
bills which were approved by the finance committee be allowed and warrants
be drawn on the proper funds.

The Clerk received copies of the Franchise for the laying of water pipe
along the State Highway. Hearing on franchise is set for October 10,.1944.
This was turned over to the City Attorney for filing and posting at the
County Auditor's Office.
Engineer Sievers reported the ext of sewer in Block 77. He stated
that the assessed valuati stimate a�tg$950).was not high enough to warrant
the cost of construction. He also.stated that we.still.have the State Health
Department to deal with,they are requiring a sewer to protect the Interstate
Water Carriers.
It was'suggested by Supt.. Doty that the.property owners pay.half of the cost
of a sewer and the.City pay half. Councilman Clausen.stated if property
owners ate willing to pay,half,of the e3ipense,in cash then the Council will
agree to the City paying half.. A motion was made by McGibbon and seconded
by Clausen that the Council offer to pay half of the expense of extending
the sewer -in Block 77 if the three property owners are willing to bare half
of the expense. Passed by a unaminious vote of the council.
Carl Perrin came before the Council and asked if something could be done
about -parking on Main street in front of Gertie's Doll Shop. It was sug-
gested parking meters be installed. Councilman Clausen suggested this mat-
ter be laid over until the next meeting of the Council.
Engineer Sievers reported on the water tank in South Edmonds, he stated that
it was in very poor eondition.and probably would not last over another year.
He reported the owner of property in South Edmonds was Helen Garretson.and'
the assessed valuation of property is $256 per acre. He is to contact this
party and find out how much she -will sell the property for.
A motion was made by Savage and Seconded by Hansen that.the Engineer draw
up plans and specifications for a new water tank. Calusen recommended a
509000 gal wood tank and tower.
Mayor Fourtner reported that the Fire Chief Engels had inspected some more
trucks, that :because they, needed so much repair work he did not purchase one.
Councilman Clausen stated that he was not in favor of purchasing a truck ,at
this time.
Councilman Savage made a motion.that $1800 be put in the budget for police.
Motion was seconded b4 Roscoe. Vote of the Council fo4r yes and three no.
After a one discussion about the police Department. Mayor Fourtner stated he
would let the -Council do the hiring and firing of the Police providing the
Coun cil could find a better man.

NOTICE is hereby given that the Mayor and City Council of the City of Edmonds,
Washington., have completed and placed on file, the City preliminary budget
of estimated receipts and expenditgres, a copy of which will be furnished
and taxpayer who will call at the office of the City Clerk therefor; and
that the Council of said City will meet in the City.Hall on the first Monday
of October; to wit: October.2nd, 1944, at 8:00 P. M. for the purpose of
fixing the Final Bmdget and making tax levies at which time and place any
taxpayer may appear and be heard for or against any part of said budget.

The Council met in regular seesion. with Mayor Fourtner presiding. The roll

The minutes,,of the f,&�J-n•g meeting. and the corrections were made . A
motion was made by Save.ge and seconded by Hansen that the following bills
which were approved by the finance committee be allowed,_W,! C. Hansen, $26
for mileage and killing -one dog, Earl McDonald $26 for special police,
Ray McKeever, $52 on water fund, and 36 on the street fund. Motion carried.
A motion was made by Savage and seconded by Clausen that the Attorney
write to Helen Garretson and offer,her $200 for a of an acre of property
in South Edmonds near the water tank. Motion carried.
Councilman Hansen reported on the sewer. He is to again contact the
property owners and report at'the next meeting of the Council
Oscar Johnson came before the,Council-and reported on the unsanitary con-
dition at the George Law property, that the property had not been connected
to the sewer and his tenant was still living there. The Attorney adzised
having the. Health Officer investigate.the.condition then have the Chief of
Police enforce the Ordinance.
Mr. Luithle came before the Council and asked if the City.would stand the
expense of and Engineer -to establish a grade for the sidewalks. at eighth
and Bell Streets, where his property_is located. No.action was taken.
Superintendent Doty reported that 540 feet of pipe had been laid on South
Edmonds. He also reported that the -ditch around the South Edmonds well had
been completed acid was'ready for inspection by the State Health Department.
Mayor Fourtner reported a resident of Edmonds was willing to pay for the
installing of a drinking fountain in the City Jail.
