1944-11-07 Council MinutesA'motion was made by Chandler and seconded by Roscoe that the Mayor and Clerk be authorized to accept the Franchise to operate and maintain two water pipe lifes,along a portion of the Secondary State Highway No.11-W. Motion carried. The Clerk was instructed to have the call for bids for a water tank anti tower published in the two.papers. Bide to be opened at the next meeting of the Council November 7. A mot -ion was made.by McGibbon and seconded by Hansen that the Clerk be authorized to write the State Highway Department, in regards to the need (bf automatic signals on the railroad crossings at Main -and Dayton Streets. Motion -carried. A motion was madd by Clausen and seconded by Savage that the,water.superin- tendent be authorized to proceed with the tying of the -water. line of South Edmondsto the Main water line at sixth and,the South City limits. Motion• carried. 0 Mayor Fourtner reported that the Highway Department had been inquiring as to what was being done for a Post -Jar program. Councilman Clausen suggested .that. the Street and Water. Superintendeht make out a list of the things.that needs to be done.. This.was referred to the water and street committee, who.are to meet with the Sfperintendent. The clerk was authorized to write to the State Highway Department in regards to the fixing of the Highway on fifth and Dayton streets. There being no further business the meeting adjourned. Expense fund to the Library fund, Motion carried. A motion was made by Clausen and Seconded by Savage that the balance of $894.55 in the General Bond Redemption Fund b.e transferred to the Current Expense Fund. Motion carried. A motion was made by Chandler and seconded by Clausen that,p71.29 be trans- ferred from the Current Expense ilund to L. I. D. 53, 54 and 55 which have been carried in the red. Motion carried. Threes bads we're received and opened for the water tank and tower. The bid form Vickers Construction Co. for $61§0 H. C. McBride for $5986.00 and one from Yederal Pipe & Tank Co. for w4663.00 A motion was made by Clausen and Seconded by McGibbon that the bid from the Federal Pipe and Tank Co. be accepted. Motion carried by a unaimious vote of the Council. A motion was made by Roscoe and seconded by Clausen that Resolution of Intention No 112 be adopted. Motion carried. Resolution of Intention No. 112 A RESOLUTION DECLARING THE: INTENTION OF THE CITY COUNCIL OP THE CITY Or EDMOrDS. to improve the alley in Blocks 77 and 68., Plat of the City of Edmonds,. from a point twenty-seven (27) feet West of Ttinth Street to a point two. hundred seventy (270) feet East of 'linth Street, in said City, by the con- struction of a six inch lateral sanitary and storm sewer, together with the necessary drainage, man -holes, catch basins and other appurtenances necessary to make a complete improvement; or eating an Assessment District; creating a Local Improvement District Fund therefor; providing that the payment of one-half of the cost of said improvement be made out of the General Fund of the City of Edmonds and that the payment for the remaining one-half of said improvement be made by Special Assessment on the property in said District under the mode of payment by Bonds. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDMONDS: 1. • That it is the intention of the City Council of the City of Edmonds, State of Washington, to improve the alley in Blocks 77 and 68, Plat of the City of Edmonds, from a point twenty-seven ((27) feet West of Ninth Street to a point two hundred seventy (270) feet East of Ninth Street, in said City, by the construction of a six inch lateral sanitary and storm sewer, together with the necessary drainage, man -holes, catch basins and other appurtenances necessary to make a complete improvement, 2. That one-half of the cost and expense of all labor and material re- quired to make a complete imppovement, the fixed estimate and all other expenses of every kind shall be made out of the General Fund of the City of Edmonds, and the remaining one-half of such cost and expense shall be made by Special Assessment; a Local Improvement District shall be estab- lished embracing, as near as may be.,. all the property specially benefited by such improvement, and such specially benefited 'propertyishall:be_,"sessed to pay for one -held of the entire cost of such. improvement.. 3. All persons who may desire to object, to the improvement herein mentioned are hereby notified to appear at the Council Chanbers in the City Hall, in the City of Edmonds, Washington, at a meeting of the said Council on the 5th day of December, 1944, at the hour of eight o'clock P. M., of said day then and there.to present their objections thereto, if any they have. 4. The City Engineer of said City of Edmonds is hereby directed to submit' to the City Council, at or prior to said 5th day of December, 1944, the estimated cost and expense of the improvement, in this Resolution mentioned, and a statement of the proportionate amount thereof which shall be borne by the property within the proposed Improvement District; and a statement of the aggregate assessed valuation of the real estate, exclusive of im- provement, within said proposed Improvement District according to the valuation last placed upon.lt for general taxation, together with a diagram or print showing thereon the.lots, tracts,'or parcels of land and other property which will be specially benefited thereby, and the estimated amount of the cost and expense of such improvement to be borne by each lot, tract, parcel of land or other property. Deputy City Clerk A motion was made by Savage and seconded by Hansen that the street Supt. be authorized to repair the street and fifth and dayton under the supervision of the City Engineer. Motion carried, Jones vote no. Street Supt. Doty reported that something should be done in regards to the drainage on third street at Mr Stubbs property, that Mr. Stubbs is Trilling to lay the pipe if the City would put in a catch basin. A motion was made by McGibbon and seconded by Chandler that the street superintendent build a catch basin to take care of the drainage. Mlotion carried. The Street Superintendent reported that Oliver Lyles had built a fence on his property line. A motion way.• made by Savage and seconded by Jones that the people who have built their fences on the property lines be notified to move them. McGibbon made a motion that this motion be tabled until the Engineer had been consulted in the matter., Chaaadler Seconded the motion. The Council met in regular session with Mayor Fourtner-presiding. The roll call showed the following Councilmen present,, Chandler, Roscoe, McGibbon, Savage, $ansen and Clausen. A,motion was made by Savage and seconded by Chandler that the bills which were approved by the finance committee for labor on the street $64 and on the water for 020, to Ray McKeever be allowed. Motion carried. A,letter was read by the Clerk from Frances E. Anderson in regards to the appointment of Mrs. A. M. Williams as librarian for the Edmonds City Library. A -motion was made by Chandler and seconded by Roscoe that the Council approve the appointment. Motion carried. A report was read from the State Department of Health.on two water samples which were approved for drinking water. The Councilmen selected the following persons to serve on the election board for the City General ftectian December 5th, first ward, Mrs. Little, Allen and McGinness, Second Ward, Mrs. Boshart, Hicks and McClenahan, third ward, Mrs. Telfer, Clausen and Hansen. Miss Caspers and Mr....Gerdon came before the Council and asked' if something could be done in regards. to the drainage on their property. Mr. Gerdon stated that the pipe that Was put in by the W. 2. A. two years ago had been broken, he suggested digging up of this pipe and new pipe re-laid. Mayor Fourtner referred this matter to the street committee and the street Supt. Mayor`Fourtner reported that the State Engineer had been out to look over the two railroad crossings. He.stateWthe crossing at the Ferry Dock was not very dangerous butthat the one on Dayton Street was.a dangerous cross- ing.- He suggested the.us'e of a flood light which would show until the trains had passed. Councilman McGibbon reported that the Chamber of Commerce had received a letter from the Railroad Co. that they were sending out repres- entatives to look these crossings over'and they will meet with the Chamber of Commerce and the City Council. Q Street Superintendent Doty reported that'he had installed the catch -basin ' on third to take care'df the drainage on Mr. Stubb's property. Chief of Police Hansen reported that he had complaints from Ingar xjosen about the loading of passengers and driving the busses on the Riclifield•Oil property Chandler made.a motion that we contact the property owners at fifth and Dayton streets in regards to the drainage. Councilman Clausen made a substitute motion that the street superintendent get in touch with the Asphalt Co.. in regards to the price for the filling in the low place at fifth and Dayton streetq which will illiminate the curb and gutter.
