A motion was made.by Chandler and seconded by. McGibbon that the mayor and
Clerk be instructed to execute the contract of Federal Pipe & Tank Co. for
the building of a water tank and tower in South Edmonds. Motion .carried.
Resolution of Intention #112 was brought before the Couboil for a hearing.
It is their intention to improve the alley in Blocks 77 and 68, from a point
27 feet West of Ninth Street to. -a point 270 feet East of Kinth Street, by the
a construction of a ,six inch lateral sanitary and storm sewer. There, being
no (protests ,-s against the sewer a motion was. made by McGibbon and seconded
by Savage that the Attorney be instructed to prepare an Ordinance creating
an L. I. D. District to take care of the same.. Passed by a unaminous vote
of the Council.
Mr. Morris came before the Council and reported that the ,sidewalk had been
damaged on fifth..street from trucks driving over it. A motion was made by
Savage and seconded by Chandler that Mr. Morris be given permission to
replace the sidewalk according to the.es,tablished grade. Carried.
A motion was made by Chandler and seconded by Clausen that tied McDonald
be charged $25 for the damage -of sidewalk and culvert on South Fifth
Street, that was damaged by his tractor. Motion carried.
A motion was made by Clausen and seconded by Jones that the Clerk notify
0. C. Xelly_to use the alley instead of driving over the sidewalk on sixth
street. Motion carried.
The Clerk was instructed to write the Federal Works Agency for application
blanks to be.filled out for post-war work.
Water superintendent Doty reported that a house was being built 95i�fcet
from the water pump house. A motion was made by Chandler and seconded by
Roscoe that.the Clerk write to the State Health.Department about this condition.
Motion carried.. A motion was made by McGibbon that we get infrotation from
the Health department in regards to building near our water districts so this
will not happen again.

ing their drainage oil in -the alley. A motion was made by Clausen.and
seconded by Roscoe that the Clerk notify Richfield Service that he must
clean up•the mess. Motion carried

The Council met in regular -session with Mayor Fourtner presiding. The roll

Mayor Fourtner appointed Councilman Chandler on the finance committee to take
the place of Councilman Clausen who was absent for the evening. A motion was
made by Savage and seconded by' Rosepe--,hat the following bills which were
approved by the finance committee be'allowed. Motion carried.

0RDI1UTANCE NO 550.
An Ordinance providing for the improvement of the alley in Blocks 77 and
68, Plat: of the City of Edmonds from a point 27 feet West of 14inth Street
to a point 270 feet East.of TTinth Street,, in. said City, by the construction
of a sib -inch lateral ,sanitary and storm sewer, together V. itli the necessary
drainage, man holes, catch basins and other appurtenances necessary to make
a complete improvement all in accordance with Resolution No. 112 of the City
of Edmonds: creating an Assessment District; cree..ting a Local Improvement
District; Fund therefor, ,and providing that payment for one-half of the costs
and expenses. of such improvement he made by special assessment on said
District under the mode of payment by bonds, and the remaining one-half be
charged,against and paid .out of the Genera,, Lund of the City of Edmonds.
WHEREAS, by .Resolution No_. 112.,. of the Citiy of .Edmonds, the City Council
of the 061,0: City, has declared its intention to order the improvement as
above outlined and doing all other work in connection therewith necessary
to make a complete improvement in accordance with the plans and dpecifiea-
tions prepared by the City Engineer.
NOW , THEREFORE; THE CITY -OF EDMONDS DOES ORDAIN.:
Section 1: That the alley.in Blocks 77 and 68, Plat of the City of Edmonds,
from a point 27 feet West of Ninth Street to a point 270 feet East of ninth
Street in said City by the construction of a six-inch lateral sanitary and;.,
storm sewer, together with the necessary drainage, man holes, catch basins,
and other appurtenances necessary to make a complete improvement.
Section 2: That one-half of the costs and expenses of such improvement
shall be charged against and paid out of the General Fund of the City of
Edmonds, and the remaining one-half of the costs and expenses of such
improvement shall. be borne by and assessed against the property included
in the Lssessment District herein created in accordance with law.
Section 3: That there is hereby established a Local Improvement District
to be called Local Improvement District No. 56, which District shall include
the following described property, to -wit:
Beginning at the -Northwest corner of Lot 1, block 66, of the
Plat of the City of Edmonds; thence East along the North line
of Lots 1 to 9, inclusive, for a distance of 270 feet; thence
South along the East line -of Lots 9 and 32 of said Block 68, yor u
for a distance of 235 feet; thence infest along the South line
of Lots 32 to 40, inclusive, of said Block 68, for a distance of
270 feet; thence North along the West line of Lo.t 40 and Lot 1
a distance of 235 feet to the point of beginning, being Lots
1 to 9, inclusive, and Lots 32 to 40, inclusive, in Block 68 in
said Plat of the City of Edmonds, Snohomish County, Washington.
Section 4:. A special fund is hereby created to be called Local Improvement
District Fund No. 56, which shall consist in the aggregate of the several
amounts assessed, levied and collected on the several lots and parcels of
land in said Local Improvement District and the proceeds of the sale of the
bonds of the said district for the purpose of defraying the one-half ,qf
the costs and expenses of such improvement chargeable to the property in '
said District. Out of said fund shall be paid the bonds, the interest
thereon and one-half of the entire cost of such improvement.
Section 5: One-half of the costs and expenses of such improvement shall be
defrayed by special assessments payable. in ten equal annual installments
with interest thereon at the rate of five percent (5%0 per.annum under the.
mode, of payment by bonds as provided by law and the Ordinances of said City.
Bonds bearing interest at.the rate of five per cent (5%0 per annum payable
on or before twelve years from date of issue shall be issued in payment of
one-half of the costs and expenses of such improvement, or the City of
Edmonds may, at its election, sell said bonds and make payment in cash in
the manner provided by the Ordinances of said City -

Superintendent Doty:rel)ort.ed that the water tank In South Edmonds was under.
construction.. He also reported that the street on first avenue was in very
bad condition., and he advised getting a -bull-dozer to break-up the top
surface. The Council authorized the superintendent to get'a bull -dozer, if
he thought it would help to fix the street.
Superintendent Doty reported he would like another thousand feet of two
inch pipe to finish the replacing of wooden pipe in South Edmonds. Mayor
Fourtner suggested that the Council authorize the purchase of the pipe.
Councilman Chendl.er reported on the sidewalk along fifth street, that he
had not contacted all the property owners as yet. This matter was .laid over
until the next meeting of the Council.
Chief of Police Hansen reported -that he had a number of complaints about. the
smoke.from a fire that was burning on.seventh street. Councilman Chandler
suggested plugging the,culvert and let the water runn on the property.
There being no further business the meeting adjourned.

W. P. McDonell. signed the Oath of office for Councilman for first ward for
the four year term. Mayor Fourtner read a letter from L. S. Vincent in
which he stated that he was resigning from his office of Police Judge. A
motion was made by clausen and seconded by Jones that the Council accept
his resignation with regrets. Motion carried.
Chief of Police W. C. Hansex3 reported to the Council that he was resigning
from his office, but that he would still police the town until such a time
that another man could be found to do the work.
