1945-12-04 Council MinutesCouncilman McGibbon reported on the post-war program{ that the state would- match.funds ftf a fifty-fifty basis for improvements. The- clerk was asked to publish in the paper that the council would receive petitions for any improvements in the City and that they would be acted upon in the order in which they araep±seentbd. Chief of Police Holmquist -suggested to the Council that the two city lots on Main street be used for a parking °lots with a flood light. A motion was made by Hansen and seconded by Savage that the Chief of.Police and the Supertindent be authorized to fix this lot for a parking lot for cars.. Motion carried. The Clerk was asked to write to tointer-`,.Ulliamette '.in regards to the vacating of the street known as Yost Admiral Way if they no longer need this street. There being no. further business the -me.eting adjourned. - Mayor December 4, 1945. The Council met in regular session with Mayor vourtner presiding. Xhe roll call showed the following councilmen present Chandler, McGibbon, McDonell, Hansen and Clausen. The treasurers and water collectors were read. . A bill for a coat for the policeman was brought to a vote of the Council. the vote showed ChandLl.er no vote, McGibbon no, lcdonell no, Hansen no and Clausen no. A motion was made by McGibbon and seconded by Hansen that the following bills which were approved by the finance committee be allowed and warrants be drawn on the proper funds. motion carried. Jones. A motion was made by Chandler and seconded by, McGibbon that the Council approve the appointment of Mr. Siefert. Motion carried. David Whitcomb came before the Council in regards to getting the Edmonds water line extended to the Woodway Park District. This was referred to the water committee for consideration. A number of property owners came before the Council in regards to getting street and sewer improvements on the post-war program. Councilman Chandler reported that the City Engineer would have all the data at the next meeting of the council. He also stated that all petitions for this work must be in by the next council meeting. A motion was made by Chandler and seconded by McDonell that the Attorney ask the State for absolute jurisdiction of the State Tide lands. Motion carried. Water _Supt. Doty reported that.the Centrifugal pump for South Edmonds was beyond repair, This report was received from the Star Machinery Co. where the pump was sent for repairs. Aaletter was read from R. M. Wade & Co., which stated the price of a new..centrifugal pump, the price fo $67.55, F.O.B. Edmonds. A motion was made by Siefert and seconded by Chandler that we purchase the new pump for South Edmonds, A vote.of the Council showed Chandler yes, McGibbon yes, McDonell yes, Hansen yes and Clausen yes. A motion was made by Chandler and seconded by McDonell that Ordinance No. 554 be published in this week's paper. Motion carried. ORDINANCE NO 554 1 1 11 1 An Ordinance providing for the issuance of emergency warrants in payment of additional salaries necessarily incurred in the Police Department of the City of Edmonds and declaring an.emergency. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EDMONDS: Section 1. That the City of Edmonds issue emergency warrants in the amount of $460.00, being the estimated expenditures required to meet the cost of additional salaries necessarily incurred in the Police Department of the City of Edmonds for the remainder of the year 1945. Section 2: An emergency is hereby declared to exist, with reference to said expenses, which could not reasonably have been foreseen at the time of making the next annual budget. Section 3: This Ordinance.'shall take effect and be in full force and effect upon.its passage and publication as provided by law. Dated this 4th day of December, 1945. The roll. call showed the following councilmen present Chandler, McGibbon, Mcb'onell, Siefert, Hansen and Clausen. A,motion wes'made by McGibbon and seoonded-by Siefert that the bills for labor $12 on the water and $72 on the -street to.Ray'MoZeever be allowed. Also the bill to Johnson'Plumbing &`Abdtingfor..the contract of the Sewer, for $697.13 be allowed and warrants be drawn on'the proper funds: Motion carried. A letter was read from the Great'Northern Railway Company, asking that'a resolution be drawn up .in regards to the closing of Bell street. A motion was made by McGibbon that.the Attorney draw up an agreement between the Railway Company and the City,'. as long as'an easement be g;anted the City. A roll call vote showed Chandler yes, McGibbon yes, McDonell yes,•Siefert yew, Hansen yes.,and Clausen yes. A°letter was read from the State'Health Department, in which Wils.on'Bow District Engineer stated he would be glad to,00me.to--Edmonds and make an inspection for a new site. Water Supt Doty'made a statement that we must dig a new well immediately so that we may have enough water for next summer.' Mr..Hill Supt. of.the High School asked for more water next summer as they were,planning to put in new laws° and shubbery at both of the schools. A large number of property owners presented their petition for post-war work to the City Council. The council stated another notice should.be pub-. lashed in the paper stating that the Council would reoeive"petition at the next meeting. S01166l Supt. Hill suggested that parking in front of the High School be limited to,one side of the street with a sign of School Zone. A,motion was made by McGibbon and seconded by Hansen that the Street Supt. purchase a no parking sign to be placed on the east side of Fb.urth street in front of the High School. Also a 15 minute parking from 8,N,A. M..to 8 F.`M. on the west side of Fourth street from Main street to a point opposite,the-Doctors office. Motion carried.
