A motion was made by Clausen ana •.seconded by Hansen that the Council recind
any previous motion or action taken in regards to the two lots on Main
street for a parking lot. Motion carried.
A motion was mEde by McGibbon and seconded by McGinness that the Attorney
be instructed to look into the franchise of the Ferry and also the Light
Co. Motion carried.
A motion was made by McGibbon and seconded 'by McGinness that Mr. Stanton
be given permission to connect to the sewer on•sixth and Maple, under the
supervision of the St. Supt., with a six inch lateral and using a four
inch line from his house. Motion carried.
Mr. Pike asked for permission to install 900 feet of•twoeineh water pipe.
in North Edmonds. A motion was made by McGibbon and seconded by Waggoner
that Mr. Pike be authorized to install this line under the supervision of
the Supt. and be reimbursed 40% of the cost in water. This was laid over
until the next_ meeting.
Councilman McGinness suggested that no shooting of firecrackers be allowed
at the City Park. A motion was made by Siefert that the Legion maintain
order apt the City Park.
There being no further business the meeting adjourned.

The Council met in regular -session with Mayor Yourtner presiding. The
roll call showed the following councilmen present Chandler, McGibbon,
Waggoner, Siefert McGinness, Hansen and Clausen.
There being several protests against the improvement on Front Street a
motion was made by Chandler and seconded by Wa goner that one block from
Bell to Edmonds be eliminated from Resolution # 114. After some discussion
Clandler withdrew his motion.
Mr. Miller asked that Sprague Street be included in this street work.
A.mbtion was made by McGibbon and seconded by Chandler that curb and gutter
and blacktop work on sprague Street be included in Resolution #114 and
be republished with the hearing for August 6. A roll call vote showed
Chandler yes, McGibbon yes, Waggoner yes, -Siefert yes, McGinness yes, Hansen
yes and Clausen yes.
A motion was made by McGibbon and seconded by Chandler that Resolution No. 116be
republished with the hearing set for August 6. Motion oarfied. '

be republished with the hearing for August 6. 'Motion carried.

Emergency Ordinance No. 557 was introduced to the city Council.
Notice is hereby given that the following proposed emergency Urdinance
has been introduced before the City Council of the City of Edmonds, and will
be voted upon by the City Council at its regular meeting to be held -in the
City Hall of said City on Tuesday, August 6, 1946, at 8:00 o'clock P. M.
Any taxpayer of said City may appear at such meeting and be heard for or
against the adoption thereof:
Ordinance No. 557.
An Ordinance providing for the purchase of lots twelve (12), thirteen (13)
fourteen (14) twenty-seven (27) twenty-eight (28) and twenty-nine (29),
Black thirth-eight (38•), plat of the City of Edmonds, Snohomish County,
Washington, as a sanitary measure and as_.a protection for the water supply
of sais city; providing for the issuance of emergency warrants against the
Water Fund in payment thereof and declaring an emergency.
Be it ordained by the City Council of the City of Edmonds:
Section 1. That the City of Edmonds shall purchase lots twelve, thirteen,
fourtBen, twenty-seven, twenty-eight, and twenty nine, Block thirty-eight
Plat -of the City of Edmonds, Snohomish County, Washington.
Section 2, :That the purchase of said property is necessary as a sanitary
measure for the protection of the water supply of said city and accordingly
an emergency is hereby declared to exist with beference thereto which could
not reasonably have been forseen at the time of the making of the last
annual budget.
Section 3: That the estimated cost and expenditure required for the
purchase of said property is the sum of $650.00, whichssum should be paid
by the issuance of emergency warrants drawn on the Water Fund -of said City.
Section 4: This ordinance shall take effect and be in full force and
effect upon its.passage.and publication as required by law.

The Council met in regular session with. Mayor Fourtner presiding. The roll
call showed the following councilmen present Chandler, McGibbon, Waggoner,
Siefert and Clausen.
The water collectors and treasurers reports were read. A motion was made
by McGibbon.and seconded by Waggoner that the bills which were approved by
the finance committee'bc allowed.and warrants be drawn on the proper funds.
Motion carried.
Resolutions of Intentions #114., 115 and 116 came up for hearing. After
hearing from all who were foraandedgainst these improvements a motion was
made by,Slefdktrand seconded by Chandler that we proceed with improvement
of Resolution of Intention # 114. A roll call vote showed all councilmen
for the improvement.
A motion was made by Chandler and seconded by Siefert that Resolution of
Intenti6n.n$115 be proceeded with. A roll call vote showed all councilmen
present for this improvement.
A motion was made by Chandler and seconded by Waggoner that Resolution of
Intention #116 be proceeded with. A roll call vote showed all councilmen
present in favor of this improvement. .
A motion was made by McGibbon and seconded by Chandler that Ordinance #558
be adopted. A roll call vote showed all councilmen present in favor of
the improvement.

Emergency Ordinance # 561 was ke.ariodacthe Council. An Ordinance providing
for the issuance of emergency qarrants in payment of additional salaries
necessaril�r incurred in the Police Department of the City of Edmonds and
'declaringtan emergency.
Be it Ordained by the City Council of the City of Edmonds:
Section 1;. That the City of Edmonds issue emergency warrants in the amount
of $700.00, being the estimated expenditure required to meet the cost of
additional salaries necessarily incurred in the Police Depa.rtmant of the
City of Edmonds for the remainder of the year 1946.
Section 2: An emergency is hereby declared to exist,, with reference to
said expenses, which could not reasonably have been f roeseen at the time
of making the next annual budget.
