1946-11-05 Council MinutesA petition was read for the Vacating of the Alley in. Block 121. A motion was made by I:4cGibbon and seconded by McGinness that the Resolution which was prepared by the City -Attorney, for the vacating of the Alley in Block 121 be passed. Motion carried. RESOLUTION WHE3EAS, A Petition has been filed with the City Council of the City of Edmonds„ requesting the vacation of the following described portion of,Alley in said City: The West one hundred twenty (120) feet of the alley in Block 121, Plat of the City of Edmonds; And Whereas, said Petition has been signed by the owners of more than two- thirds of the private property abutting upon the portion of said Alley sought to be- vacated; IIOW, THEREFORE, BE IT RESOLVEM BY THE CITY COUNCIL OF THE CITY OF ED1,AOYDS : That Tuesday, November 5, 1946, at eight o'clock P. M. on. said date, in the Council Chambers, in the City Hall.of the City of Edmonds, is hereby fixed as the .time and place when said Petition for vacation shall be heard and determined; and BE IT FURTHER RESOLVED that the City Clerk shall give twenty-(20) days' notice of the pendency of said Petition and of the hearing thereon by a written or printed idotice setup in three of the most public places in said City, and a lilk:e Notice in a conspicuous place on the portion of said Alley sought'to be vacated, which Notice shall oontain a statement that a Petition was been filed to vacate a portion of said alley, whddh shall be described in said NoticE;;. together with a statement of the time and place fixed for the hearing of said Petition. Mrs. Trefgar came before the Council in regards to the rejecting of her bid on lots 28 and 29 in Block D. after some discussion she offered $3000 for the property. a:motion was made by Siefert that this be turned over to the lend committee for consideration. a motion was made by McGinness that the Council reconsider and the bid be accepted. L: motion wgs-made by Clausen t and seconded by Siefert thst we advertise for bids on this property with _ a minnimun price of $3000, bids to b.e opened at the next council meeting. A roll call vote showed 111cGibbon yes, Siefert yes, McGinness yes and Clausen yes. Our City Attorney 0. D. Anderson repprted that the Council was to late in passing a resolution for the Break -water project to heve it printed on the election ballot. He stated that this was under the jurisdiction of the County Election Board and the time is forty-five days before election.. He also stated that the amount of the bonded indebtedness could not exceed 5% of the doable assessed valuation. A motion was made by Siefert and seconded by McGibbon that the water Supt. purchase a 6 inch valve. Motion carried. Mayor Fouatmerrreported that Claude Savage would like to have a one hour parking or, Main.Street fcfifth,to sixth streets. A motion was made by Siefert and seconded by Clausen make a one hour parking zone from fifth to Sixth Street on Main street also a one hour parking zone on Dayton street the North side, from Fifth Street to the Pas.Lteptoperty line of the Masonic Hall property. Motion carried. There being no further business the meeting adjourned. El City Clerk Mayor November The Council met :in regular session with Mayor Fourtner 5, 1946 presiding. The roll call showed the followin". councilmen present Chandler, McGibbon, Waggoner, Siefert, McGinness and C ausen. The water collectors and treasurers reports were read. A motion was made by McGibbon and.seconded by Clausen that the bills which were approved by the finance committee be allowed and warrants be drawn on the proper fundd. Motion carried. l 1 1 A letter was read from Pdinter- Villiamette. They ask for permission.to use the approach to the dock at the foot of Dayton Street, so that boats may get fuel and oil in.this territory. This was referred to the street comm- ittee for investigation. Mayor Fourtner appointed Councilman McGinness on the street committee for the remainder of the year. A letter was read from the Secretary of the Christian Science Church asking to have the church and the Club house to be put on one meterfor water con- su-dption. .This was referred to the water superintendent. The vacating of the alley in Block 121 came up for hearing. There being no one present against the vacating of the alley a motion was made by Chandler that the Attorney be instructed to draw up an Ordinance for the same, wi Councilman Siefert seconded the motion. Motion carried. & motion was made by Siefert and seconded by Waggoner that the Superintendent be allowed to employ two mote men to help with the work. Motion carried. Mayor Fourtner stated that Mr. Long and Cogswell would like permission to break down the curb at their place of business. Councilman I.IoGinness stated that they should present their plans before the Council. A motion was made by Chandler and seconded by Siefert that a vote of thanks should be sent to Larry Gamey for the, work that ]fie, has done for; the City of Edmonds, Motion carried. There being no further business the meeting adjouril.ed. �� City Clerk Mayor November 19, 1946 h Council met in regular -session with Mayor Fourtner presiding. The roll a�l showed the following councilmen present Chandler, McGibbon, Waggoner., Siefert, McGinness and Clausen. An Easement from the Great Northern Railway Co., for the closing of Bell street was read to the Council. This was referred to the City Attorney for his app- roval. A.motion was made by McGinness and seconded -by Waggoner that the water Supt. purchase a centrifugal pump, for use -on the water and street departments. A vote showed Chandler yes., McGibbon yes, Waggoner yes, Siefert yes, Mc- Ginness yes and Clauses no. r Harry Cogswell came before the Council with his plans for a service station. A motion was made by Chandler and seconded by McGinness that the plans be accepted and he be given permission to 'break down the curb and gutter on Fifth and Dayton streets. Councilman McGibbon made an amendment to the motion that he is to remove the hydrant at his own expense. Motion carried Mr. Brandt came before the Council and asked for permission to park a lunch bus on the west side of the railway tracks on Main street and at the High School. A motion was made by Siefert and seconded 'by Waggoner that he be allowed to operate his lunch bus at places to be zoned, subjecti,ut t�tl�es and regulations and a licence established by the Council, ar_d the,, 8a h Department. A vote showed the majority of the Council not in favor of the motion. Supt. McKeever reported on the bad condition of the sewer on First and Main street. A motion was made by McGinness that this be referred to the Street committee and the Engineer. A motion was made by McGinness and seconded by Waggoner that the Council approved the schedule for State matching money for the sewers. Passed by a unanimous vote of the Council A motion was made by Siefert and seconded by Waggoner that we accept the bid of JohnManville for the four inch Transite Bipe for $615.20. Motion carried. Charles Phelps offered the Council $3000 for lots 28 and 29 in Block D. A roll call vote showed Chandler yes, McGibbon no, Waggoner no, Siefert no, McGinness yes and Clausen no. A motion was made by McGibbon and seconded by Siefert that the city Beall for bids on lots 28 and 29 in Block D, with a minnimun price of 43000.
