The Clerk'was-asked to read the petition which was signed by the property
owners `along the westerly bouniiary of Yost's Admiral way, which is now
occupied by Pointer-Williamette Co., In this petition the Po.Alttier. Will-
iametts Co.:,,agrees to improve and widen the road at their expense and ask
the City bear the 61penae of upkeep and inaintenance,
A nptign',was made,by MoGinness hnd seconded by Siefert that this be referred
to the street committee to report at the next council meeting. Carried.
Mr. Caspers, owner of Caspers Service Station 'came before hhe Council. 'He
stated that he was having black -top work done at his "service station, and
was having it extended to the oonbrete pavement. He asked if the City would
pay part of the expense. A motion was made by MoGinness and seoonded by
MoGibbon that the City pay 40f of the oost of the blank -top which will be
put on the street., the work to be done under the supervision of the city
Engineer Mr. Wolff. A rollocall vote showed McGibbon yes, Waggoner no,
Tucker no, MoGinness yes, Siefert no, Clausen yes, and Maxwell yes. '
Fire Chief Matt Engelw asked for two gas masks for the fire department.
Amotion was made by Siefert and seconded by McGibbon that he purchase two ✓
gas masks for the fire department. Motion carried. He° alto asked for: a
'space to park a oar from 7;30 Ae M.;to;6;30 P. M.. A motion was made by
Waggoner and,seeonded by Siefert that a space be marked fbr the fire Dept..
on Main street in front of the bank, and the car be so marked`. Motion
carried:.
Emergency Ordinance No. 566 was introduced to the council. A'motion was
made by MoGibnese and seoonded.by Waggoner this ordinance be published.
Motion carried.
Councilman Waggoner made a motion -that the Street Supt. not mark any more
streets for loading zones. No'second to this motion. A -motion wag made
by Waggoner' and seconded by Siefdrt that; any illegal painted signs be
taken off the streets,. a4dt;the patntdi of new signs must .be brought before
the Council. ;Motion carried.
Councilman MaGinness stated that property owner were not breaking down the
curbs for their driveways but were filling it in with cement. A!motion was
made by MoGinness and seconded by Tucker that the street Supt. be authorized
to notify the property owners who filled in their driveways to remove it
and put in the reguU tion driveway, and application for same must be made.to
the city council., Motion carried.
A motion was made by MoGinness and seconded by Siefert that the attorney
be instructed to draw up -a resolution a Intention for the proposed sewer,
Ninth Street'from Maple to Walnut street, Walnut street from -ninth to
eleventh, Alder street from ninth to Eleventh, Maple street from Fifth to
Eleventh, and Fifth Street street from Dayton Street to Maple street.
Motion'earried.
Chief of Police Holmquist asks to have the pedestrian lane at the grade
school movecL to the crossing. A'motion was made by Tucker and seoonded by
McGibbon that the cross walk be moved to the intersection on Seventh and
Main streets. Motion.ca.rried.
Councilman Siefert asked fro have Erben Drive opened up and also to hand
the sewer extended. This was referred to the street committee.
There being no further business the meeting adjourned.

The Council met in regular session with Mayor Vourtner presiding. The roll
call showed the following councilmen present McGibbon, Waggoner', Tucker, Siefert,
MoGinness, Clausen, and Maxwell .:.�
The water collectors and Treasurers reports were'read.. Amotion was made by
McGibbon and seconded by Maxwell that the bills which were approved by the
finance committee be allowed and warraate be drawn on the proper funds, and
the bills for labor be paid from money.budgeted for salaries. Motion carried.
A motion -was' made by Clausen and seconded by Tucker that the bill of Earl
Gordon Co.., which was paid by Mr. Caspers, to turned over to.the Engineer
to make an estimate cost of the portion of blank top, which was used on the
city street. Motion carried.
A motion was made by.Tuoker and seconded by McGinness that the Clerk write
the Attorney General in regards to investing of money from the City funds.

RESOLUTION OF INTENTION N0. 117.
Aresolution declaring the intention of the City�Gduneil of the City of
Edmonds to improve Fifth Street from the center line of Maple Street to the
center line. of Dayton Street; to improve Maple, Otreet! froth' theeatnteri-ne
line of Maple Street to the center line of Dayton Street; to improve Maple
Street from the center line of Fifth Street to the center line of Eleventh
Street; to improve Alder street from the - center line of Ninth Street to the
center line of Eleventh Street; to improve walnut Street, rrom the center
line of Ninth Street, to the center line of Eleventh Street; to improve
Ninth Street from the center line of Walnut Street to the center line of
Maple Street by the construction and installation of.a combination sanitary
and storm sewer, together with the necessary manholes, inlets and appmrten-
anoes and such other work as may be necessary to make a complete improvement;
providing that the payment for said improvement be made by special assess-
meat on the property in .said district under the mode of payment by bonds for
materials used, fixed estimate and all other eApenses; and providing further,
that the South half of Block 96 and the North half of Block 95, in, the Plat
of the City of Edmonds be ,exempt from such, special assessments. .
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDMONDS:
1. That it is the intention of the City council of the City of Edmonds,
Snohomish County, Washington, to improve Fifth Street from the center line
of Maple Street to the center line of Dayton Street; to improve Maple Street
from the center line of. Fifth Street to the center line of Eleventh Street;
to, improve Alder Street from the center line of Ninth Street to the center
line of Eleventh Street; to improve Walnut Street from the center line of
Ninth Street to the center line.of Eleventh Street; to improve Ninth Street
from the center line of Walnut,Street to the center line of Maple Stteet
by the construction and installation of a combination sanitary and storm
sewer, together with the necessary manholes., inlets and appurtenances and
such other 'work as may be necessary to make a complete improvement.
2. That the cost and expense of all materials required to make a complete
improvement, the fixed estimate and all other expenses of every, kind• shall
be, made- by special assessment; a Loaal Impr-ovement District shall be estab-
lished embracing as near as maybe all. the property specially benefitted
by such improvement, and such specially benefited property shall b,e assessed
to pay for the entire a os.t of such improvement; provided that the -South half
of Block 96 and the North half of Block 95 .in the .Plat of the City of Edman'ds
be exempt from any special ass'essment's.
3. All,persone who may desire to object to the improiement herein mentioned
are hereby notified to appear at the Council Chambers in the City Hall, in
the City of Edmonds, Washington, at a meeting of the said Council on the let
day of April, 1947 at the hour of eight aloloek P. M.,' of said day, then and
there to present their objections thereto if any they have.
4. The City Engineer of the said City of Edmonds is hereby directed to' sub-
mit to the City Council, at or priorto said let day of April, 1947, the
estimated cost and expense of the improvement, in this Resolution mentioned,
and a statement of the proportionate amount thereof which shall be borne
by the property within the proposed Improvement District:; and a statement
of the aggregate assessed valuation of the real estate, exclusive of improve-
ments, within said proposed Improvement District, according to the valuation
last platted upon it for general taxation, together with a diagram or print
showing thereon the lots, tracts or parcels of land and other property
which will be specially benefited thereby, and the estimated amount of the
cost and expense of such improvement to be borne by each lot, tract, parcel
or land or other property.

Herb Carpenter asked for permission to break down the curb for a driveway
A motion was made by McGinn ese and s_eoonded by Waggoner that Jig be given
this permission. Motion carried.
A motion was made by McGibbon and seconded by MoGinness that the clerk call
for bids for the extending the dayton street sewer. Motion carried
A,motion was made by McGinness. and seconded by Waggoner. -that the" alley
between thi'rd' and fourth' avenues on Daley be improved. Mot ion carried.
Mr. Miller came before the .council and stated that something should be done
to take care of the water along Sprague street. A motion was made by Mo-
tinnesa and see.ondei by Waggoner that the engineer be authorized to take
care of this condition. Motion carried.
A letter wgs read from the City Engineer Mr. Wo1ff that the Bell Street,
Eighth and Seventh streets improvements had been completed. A motion was
made by-MoGibbon and seoanded.by Waggoner that the council accept the
recommendation of the City En•gine'er. Motion carried.
Councilman McGinness Chairman of the St. Committee recommend& that the
Pointer- Williamette be permitted to continue the use of Yost Admiral Way
and develop the 20 feet temporary street now in use, but that it be clearly
understood between Pointer Williamette and the City.that any.future.develop-
ments by Pointer Williamett a be instituted with the understanding that the
closing of Yost Admiral way is ,absolutbly temporary and should be opened at
the earliest possible time,; or at the will of the council. A motion was
Made by -Waggoner snd seconded by. Tucker that this recommendation be accepted.
Motion carried.
'The opehinggof bids for, Dayton street Sewer outfall. was set for .March 25.

March 18, 1947-
The Council met in.regu6--.r session with Mayor Fourtner presiding the roll call
showed all councilmen present.
Hugh Beeson, representing varioggproperty owners in the vicinity of Fourth
and main, requested.that the four corners at the intersection be out back
or rounded off and stated thatthe-property owners are prepared to bear the
'entire cost of the project except that the City stand the Engineering cost
and the Puget Sound Power & bight Co P°move its. polese k motion was made by
Councilman Siefert and seconded by Tucker that this be referred to the City
Engineer for estimates of cost, plans, eta, on a. basis of doing the work
by contract as compared by doing it with the City Street Dept. force. Motion
carried.
A.motion-was made by Councilman Maxwell and seconded byMoginness that the
Clerk request the .P. S. Power & Light Co., to mov�e its pole at Fourth and
Main St. to a location as designated by the City Engineer. Motion carried.
A motion was made by Councilman MoGinnessand seconded by Waggoner that the
Power- Co.!e pole at Fifth & Main streets in front of Hubbard Insurance office
be moved by the: Power Co. to a location designated by the, City Engineer.
Motion carried.
G.,Mason-Rall and others, representing various citizens spoke on the. desire -
bility of the City taking some action to olean up the bathing beach in order
to have. it in readiness for use by the time the City has completed improve
ments to the sewer outfall. This.to include the property now in use by the
Pointer-Williamette Co.., A'motion was made by Councilman MoGinness th�it the
0lerkarr3t2fy all persons now occupying or using portion of the waterway
property under the jurisdiction of the City by authority from the State of
Washington, in the vicinity of the foot of Dayton Street, to remove all
personal property therefrom and vadate the premises within sixth days. The
,motion was amended by Councilman McGibbon that the City Engineer ascertain
the limits or boundaries of such property. Motion was seconded by Council-
man Maxwell. Motion carried.
A motion was made by Councilman Tucker to exclude from the previous motion
all property, the occupancy of which has been authorized by the City
Council. No. second.
The matter of renewal of lease at the. foot of Main street to the Ferry Co.,
came up for discussion. No definit aotion was taken other than the Attorney
was to press the Ferry Co. for -action.
Resolution of Intention No. 118 was read for the improvement of Front Street
`from Bell Street to the alley South. of Main street and for the improvement
of Main Street, from the center line of Second Street westerly to the Dreat
Northern Railway COs right of way by the construction of an eight inch
sanitary sewer, Councilman Waggoner moved that Resolution of Intention No.
118 bel adopted., with a second by MoGinnes's. Motion carried.
