1947-05-06 Council MinutesCouncilman McGibbon reported on the different changes which were recommended for the police dept. Chief of Police Holmquist asked that these recommendat- ions be held up until the next meeting. There being no further business the meeting adjourned.. City Clerk May 69 1947 Mayor The Council met in regular session with Mayor.Fourtner presiding. The roll call showed all councilmen present. The Rater Collectors and Treasurers reports were read. & motion was made by McGibbon and seconded bit UZgellr that the.bille which were approved by the finance committee be allowed and warrants drawn on the proper funds. Motion carried. A motion was made by Councilman MoGinness and seconded by councilman Waggoner that the bill from Crescent Laundry, which they.elaim for damages caused by dirty water be referred to the water committee. Motion carried. Captain Peabody came before the Council in regards to the lease for the Ferry dock. He is still of the opinion that the.raise to $400 a year.is to high compared to what other cities are paying. Councilman Siefert suggests that this be taken under advisement. A motion was made by Councilmen McGibbon and seconded by Councilman Maxwell that this matter be tabled for further consideration. Motion carried. Resolution of Intention No. 119'eame up for hearing.. A large crowd of people came before the council protesting against this improvement. Four petitions with signatures of the property owners were read. A motion was made by Councilman Waggoner and seconded by Councilman Clausen that this improve- ment be dropped. A roll call vote showed all oouncilmen voting yes except Councilman Siefert who voted no. Councilman Maxwell suggested that anyone wanting improvements to present a,petition to the Council. A motion was made by Councilman McGibbon and seconded by.Couneilman Tucker that the Water Supt. be authorized to purchase two fire hydrants. Motion carried. A motion was made by Councilman Tucker and seconded by Councilman Wag oner that the petoentagebto be retained on improvements be reduced from 30 to 15/. Motion carried. A motion was made by Councilman Tucker and seconded by Councilman McGibbon that the date for the opening of bids for the Maple Street Sewer be set : for May 27. Motion carried. D. 59 be set for June 17,,,the Clerk was instructed to have the notice of hearing of the assessment roll published in the paper May .15 and 22. Motion carried. A petition was read from property owners .to vacate twenty .feet on the east end of Block 35. A motion was made by Co`uneilman Waggoner and seconded by Councilman McGinness that this be referred to the Street committee.and the City Engineer to investigate this matter and report to the Council.- Carried. It was brought before the Council thatt rumors going around the City about slaughtering and processing of horses., A motion was made by Councilman McGibbon and seconded by Councilman,Waggoner that tthis Company be notified by the Clerk., to come before the council with their plans of what they are going to process.onMttioaabarried. A motion was made by Councilman Waggoner and seconded by Councilman McGibbon that°the Attorney be instructed to draw up an Ordinance prohibiting the sale and shooting of fire crackers in the City. Motion carried. A motion was made by Councilman McGibbon and seconded by Councilman Maxwell that the sprinkling rate and time be the same as last year. Motion carried One bid was received from Hugh G. Purcell Co., for 2600 feet of 6rsoastoiron pipe at $N30 per foot, and 2000 feet 41neh pipp at 85 'cents per foot , f. o. b. Edmonds subject to increase decrease in prices, with delivery in 25 months. A motion. was made by Councilman Tucker and seconded by Councilman Maxwell that this bid be accepted and to included 1000 feet of galvanized pipp instead of cast iron pipe. Motion carried. A motion was made by Councilman McGibbon and seconded by Councilman Tucker that the tapping fee.for inch meter be rassed from 30 to ,$60. Motion carried. 6 1 1 1 i L 1 Ordinance No.. 568 An Ordinance amending Seotion 6 of Ordinance No. 412 as amended,by Section 1 of Ordinance No. 543 of the City of 'Edmonds relating to tapping fees for the installation of water service by the Water Department of said City. The City of Edmonds Does Ordain: Section 1: That S'eotion 6 of Ordinance No. 412, as amended by Section 1, of Ordinance No. 543 of the City ofEdmonds, be and the same is hereby amended to read as follows: Section 6: No service connection less than three -fourths (3/4) inch in size shall be installed. Tapping fees for the installetion of water service, as hereinbefore provided,- within the city limits of the,City of Edmonds shall be as follows: For a three -fourths (3/4) inch connection---------- 840.00 , For a one (1) inch connection----- --------- 60.00 For sizes larger than one (1) inch, or where it becomea necessary. to install service pipe under paving, the actual cost of labor- and material used in laying such a service and replAoing the pavement shall be charged. For the installinn ;of water service outside of.the city limits of the City of Edmonds the, actual cost of.labor and materials used in laying such a service and replacing the pavement shall be charged, but in no event shall.such service be less than $100.-00 Tapping fees shall be paid inadvance and in cases where the cost is not known the applicant shall pay the estimated cost and the pro- per adjustment shall be made after -the actual cost is known to the Superintendent. Section 2: This Ordinance shall take effect and be in full force and effect upon its passage and publication as provided by law... i. A. Motion carried. Councilman McGinness reported that no action be taken on the part of the City in regards to the gutter which was put in t f Fran lin�,�r„o,ert . He also reported that the, street committee rec"W' of 41. Mee septic tanks to take care of the sewerage on First and Main Streets. It was suggested that the busses coming in from Richmond Beach use Walnut Street -instead of Howell way, which is a narrow street. A motion was made by Councilman Maxwell and seconded by Council Waggoner that the Clerk Witte Yost Auto Co. 'of this change in route. Motion carried. Mayor Fourtner reported that the Chamber of Commerce is will to take the census for the City. There being no further business the meeting adjourned. A letter was read from the Crescent Laundry for claims for damages.done by dirty water. A motion was made by Councilman McGibbon and seconded by Councilman McGinness that this be referred to the Water Committee for further consideration. Motion carried. APpetition was read from the property owners on North Sixth Avenue for sewers by forming a Local Improvement District. This was referred to the Engineer The matterof assessment against lots 1 and 2 in Block 120 was referred to the City Attorney for advice.
