An Ordinance amending Seotion 6 of Ordinance No. 412 as amended,by Section
1 of Ordinance No. 543 of the City of 'Edmonds relating to tapping fees for
the installation of water service by the Water Department of said City.
The City of Edmonds Does Ordain:
Section 1: That S'eotion 6 of Ordinance No. 412, as amended by Section 1,
of Ordinance No. 543 of the City ofEdmonds, be and the same is hereby
amended to read as follows:
Section 6: No service connection less than three -fourths (3/4)
inch in size shall be installed.
Tapping fees for the installetion of water service, as hereinbefore
provided,- within the city limits of the,City of Edmonds shall be as follows:
For a three -fourths (3/4) inch connection---------- 840.00 ,
For a one (1) inch connection----- --------- 60.00
For sizes larger than one (1) inch, or where it becomea necessary.
to install service pipe under paving, the actual cost of labor- and
material used in laying such a service and replAoing the pavement
shall be charged.
For the installinn ;of water service outside of.the city limits of
the City of Edmonds the, actual cost of.labor and materials used
in laying such a service and replacing the pavement shall be
charged, but in no event shall.such service be less than $100.-00
Tapping fees shall be paid inadvance and in cases where the cost
is not known the applicant shall pay the estimated cost and the pro-
per adjustment shall be made after -the actual cost is known to the
Superintendent.
Section 2: This Ordinance shall take effect and be in full force and
effect upon its passage and publication as provided by law...

A motion was made by Councilman McGinness and seconded by,Couneilman Tucker
That Ordinance No. 568 be published. Motion carried.
Councilman McGinness reported that no action be taken on the part of the
City in regards to the gutter which was put in t f Fran lin�,�r„o,ert .
He also reported that the, street committee rec"W' of 41. Mee
septic tanks to take care of the sewerage on First and Main Streets.
It was suggested that the busses coming in from Richmond Beach use Walnut
Street -instead of Howell way, which is a narrow street. A motion was made
by Councilman Maxwell and seconded by Council Waggoner that the Clerk Witte
Yost Auto Co. 'of this change in route. Motion carried.
Mayor Fourtner reported that the Chamber of Commerce is will to take the
census for the City.
There being no further business the meeting adjourned.

The Council met in regular session with Mayor fourtner presiding, the roll
call showed the following Councilmen present,, McGibbon, Tucker, McGinness,
Siefert, Clausen and Maxwell.
A letter was read from the Crescent Laundry for claims for damages.done by
dirty water. A motion was made by Councilman McGibbon and seconded by
Councilman McGinness that this be referred to the Water Committee for further
consideration. Motion carried.
APpetition was read from the property owners on North Sixth Avenue for sewers
by forming a Local Improvement District. This was referred to the Engineer
The matterof assessment against lots 1 and 2 in Block 120 was referred to
the City Attorney for advice.
Mr. Hovde came before the.Couneil and asked to block the sidewalk for 30
days,tatbthe',lLO g Mbtor Lbiti.ldii�g.ftFifth And].Mapl.eeStteets, and for per-
mission to build a temporary sidewalk. A m.o:tion was made by Counoilman
McGibbon and seconded by Councilman Siefert that he be given this permission.
Motion carried.
A letter was read from Mr. John Woodman and Otto Case, Commissioner of
Public Lands, in regards to a lease to,the tide lands just north of the
City limits, to be use for a bathing beach. Mr. Woodman asked to.go on
record as being in favor of a bathing beach. Councilmen Tucker made a motion
that this be referred to the Park Committee. A motion was made by Council-
man Maxwell and seconded by Councilman McGibbon that the Clerk write the
State Land Commissioner that the City is in favor,of the lease providing,
it can be used only for a Public Community bathing beach, under the juris-
diction of the City of Edmonds if the Breakwater Imprometent goes through.
A vote of the Council showed McGibbon yes, Tucker yes, McGinness yes, if,
legal, Siefert no, Clausen yes, and Maxwell yes.
A letter was` read from the Bdmonds -Port association in which they ask for
1. Clearing of Bell street on the water.&ont of all beats parked there on
and keeping it open for the people who may desire to launch'a boat and to
prohibit parking of cars at that point; for over one hour.
2. the grading of the easement the oity obtained from the Great Northern
railway from Main street to Bell street.
3. to Oil the water fromt stteet known as Admiral Way'from B@11 Street
to the gates of the Union Oil Co. property by.Franklin's Boat Works% and
make it available for parking.
4. Obtain from the Great. Northern Railway an easement of present road
from Main street to Dayton Street.
A motion was made by Councilman Siefert and seconded by Councilman McGibbon
that this matter be referred to the Street.Committee to report at the next
oouncilmeeting. Carried.
Mr. Womer reported. a hazard condition at the float North of the ferry
dock. Mayor Fourtner referred this condition -to the Chief of Police to
take care of.
Councilman McGibbon reported that we should wait until a board has been
appointed bedffare, taking the census.
Mt.ViWomer<_atat:edrthat'-the. property owners would like to 2 Dayton Street
from third avenue to the water front and along the water front and are
willing to pay the cost. Councilman Clausen stated the property owners
on Walnut street from fifth ,to Seventh would like that street oiled also.
A motion was made by Councilman Siefert and seconded by Councilmen Tucker
that this be referred to the Street Committee to report.at the next meeting
Motion carried.
Councilman MaG.iihb�on sta,te4that,the property owners on Fourth Avenue from
Dayton to Vial nut street wouldlike:to have the street graded and they
would stand the expense, also Walnut, street between third and fifth.
A motion was made by councilman Siefert that the street committee be auth-
orized to employ the engineer.to set the grade on the street, Councilmmn
Maxwell seconded i}e motion. Motion carried.
Chief of Police Holmquist reported that the poltde Dept. was in favor of
the change in parking hours, also. th.e shifts. He asked_ for a relief man
to work two shifts a week, also for two weeks vacation with pay for himself
and the night policeman, also asks for a prowler ear. Councilman McGinness
stated that he was in favor of the City owning a prowler car. A motion
was made by Councilman McGinnees and seconded by Councilman Siefert that the
committee meet with the chief of Police to determine the type of car to be
purchased.
A motion was made by Councilman Clausen and seconded by Councilman Tucker
that all city emploees regularly employed be given one week vacation with
pay for one year service and for two year service two weeks vacation.
Councilman McGibbon amended this motion btating that all dates for vacations
be approved by the` Council'. Motion carried. Chief of Police stated that
he
would like to have
from the 15th of
July to the first of .Augast off. --
It
was also asked to
have a notice put
.in the paper that anyone interested
in
work for two days
a week to contact
the chief of Police.
A motion was made by Councilman McGinness.and seconded.by Councilman Maxwell
that a letter be directed to Harry Martin, State Land commissioner, telling
them that we are comtemplating the use of tide lands for public beach pur-
poses, and would like to have -it under dtomplete jurisdiction of the City.
We would also like to know if it is necessary for the City to lease tide
lands. Also ask that the Council would like to have a Representative of
the Lsnd Commissioner to be at the next meeting of the Council.
