Frank Sether-and Mr. Reed from the Engineer Office of Public Lands came before
the Council in regards;to the State Tide lands. They informed the Council
that the City of Edmonds has jurisdiction over the State Tidelands in the
City of Edmonds as long as the City impvoves and takes care of said land.
A -motion was.made by Councilman goGinness and seconded by Councilman Waggoner
that the Engineen be instructed to obtain permissipn'from the State Land
Commissioner for a right of way_.for. the. Dayton 'stre,et and North, Trunk Sewers.
Motion carried. ,
Councilman Clausen stated the Railroad Co.,,would like a decision on the
no parking on Main and Dayton Streets. A motion was made by Councilman
McGibbon that the Police Department and Street Supt. install no parking signs
on Uoth sidedtof,.,Main street between the railroad tracks and First Avenue,
and efi�oree it, with one exception that the laundry be granted permiss-ion to
load and unload, also an,approach warning sign on Dayton Street., East of the
railroad tracks.. A motion was made by Councilman Waggoner and seconded by
Councilman Tucker that the attorney be instructed to draw up an Ordinance
and the Clerk -write a letter to the Railread Co.,, as to the action of the
council. Motion carried.
A motion was made by Councilman McGibbon and seconded by Councilman Waggoner
that the Engineer and water Committee be authorized to. set up a plan for the
cost of the water system for a year. Motion carried.
A motion was made by Councilman Waggoner and seconded by Councilman Maxwell
that the engineer and Supte and committee be given the power to develop
either or both wells in order to get more water. Motion carried.
A motion was made by Councilman McGinness that the Street Supt. hire a full
time man on the streets. The Supt. was authorized,to,tmploy additional
help and purchased two inch gAlvanized pipe.
The street committee reported they were.not in favor of cvaoat:ijTgS,Ueventh
Street. A motion was made by Councilman McGibbon and seconded by Gouncilmen
Maxwell that the report of the Street Committee be accepted. Motion carried.

The,Couneil met in regular session with Mayor Fourtner presiding. The roll
call showed all councilmen present. ,
The Le sessment roll for L. I. D. #59 came up for. hearing. There being no
objections against -the roll a motion was made by Councilman McGinness and
seconded by councilman Siefert that the assessment roll.be confirmed and
turned over to the Treasurer for collection and that Ordinance for confirm-
ing the assessment roll be adopted. Passed by a unaminous vote of the Council.
A motion was made by Councilman McGinness and seconded by Councilman McGibbon
Tbat Ordinance No. 571, which provided for the payment of a portion of
assessment from the Street Fund, for L. I.-D. # 68, be published. Motion
carried.
A'motion was made by Councilman Maxwell and seconded by Councilman Tucker
that resolution of Intention #120, for a sewer on Sixth Avenue,Not-th-from
Glen Street to a poizit 400 feet north of Glen Street and, the alley in Block
99, from seventh avenue to Sixth Avenue, be published. Motion carried.
Mr. Swensen, Chairmen of the American Legion, asked for permission to place
several booths on Main street, to sell tickets for. the „Fourth of July.
A•motion was spade by Councilman Waggoner and seconded by Councilman.Siefert
that they by granted this permission. Motion carried. t<
Fire Chief Engels asked that the Ferry traffice. be taken off Main Street
from Third Avenue east for. the Fourth of July and Labor Day, which are three
day holidays. 0ouncfllman,waggoner suggested that we try routing all ferry
traffic down Nof,th to Edmonds Street then down First Avenue. Council-
man McGinness made a motion that this be tabled until the next council meet-
ing, with a second to the motion by Councilman Waggoner. iMotion carried.
-Mr. Hubbard came before the Council and made the statement,that twenty homes
were going to be build along Olympic ave. North and that were going to need
water,,an d would like to have the city water. He stated a booster pump.
would be needed, which they would furnish and the line, if the city will
furnish the water and maintain the line. A' motion' was made by Cuncilman
MoGinness and seconded by Councilman Siefert that this:oe referred to the
water committee to report at the next council meeting. Motion carried.

A petition was.~read to the Council for black -top, on Third Avenue North from
Main Street to the North City limits, from the curb to the pavement. A
'motion was made by Councilman Waggoner and seconded by Councilman McGinness
That this be turned over to the Engineer for checking and to the Attorney
for a Resolution of Intention to be drawn up. Motion carried.
Councilman Tucker of the water committee suggested that the Engineer be
authorized to inspect the 30:;000 gal. tank, the old storage tank on Main St:,
the possibility of getting water from Seattle or Everett, meters for the
pumps. and to set up a cost accounting for the water department.,•.. A, motion
was.made., by councilman Tucker and seconded by Councilman Waggon r:.. Motion

The water committee reported on -the bill -from the Laundry for damages done
by dirty water, it.was recommended that the claim be rejected, and the City
not honor;.thv, damage claim. Mayor Fourtne,r referred this to.the Attorney and
Committee.
Councilman McGinness reported that the Street committee was in favor of
hiring Earl Gordon Co., to grade the streets that are not block -topped.
A motion was made by councilman Waggoner and seconded by councilman McGinness
that -the decision of the committee be apoppted, within the legal status of
the law. Motion carried.
Councilman waggoner made a motion that the engineer set up a n.ew L. I. D•
for a sewer along first avenue. A motion was made by councilman McGinness.
and seconded by Councilman Waggoner that the property owners be notified
to disconnected from the aban�ened water main and make proper provisions
to take care of their sewerage in accordance with the city Ordinance.
Motion carried.
A motion was made by Councilman McGibbonand seconded,by councilman Maxwell
that Chief of Police Holmquist have one, week vacation beginning ,July 15
and Mr. Rasmussen one meek vacation beginning July 27. Motion carried.
A motion was made by Councilman Tucker and seconded by councilman Waggoner
that the city make applioatimn for a lease of the tide�lanils North of the
city limits, for community use only. Motion carried.

The Council met in regular session with Mayor 11ourtner presiding, the roll
call showed all councilmen preset.
The water collectors report was read. A motion was made by Councilman Mc-
Gibbon and seconded by councilman Siefert that the bills which were approved
by the finance committee be allowed and warrants. drawn on the proper funds.
Motion carried.
Mr. Brown came_b.efore the council with a deed for the propertyat the west
end of Bell Street,,. and stated that he.was the owner of the property which
the city claims to be owner. A motion was made.by Councilman Siefert and
seconded by Councilman Tucker that this be turned over to the attorney for
investigation. Motion carried.
Mr. Van DLac came before the council and asked for 15 minute parking in front
of his place of business on Main Street. A motion was made by Councilman
McGibbon and.seeonded by councilmen McGinness that a 15 minute parking Zone
be allowed on the dead end street_on Front street O south of Main street.
Motion -carried.
A party from the Edmonds fort Association came before the Council and asked
that a float be provided for smallboats to dock, or for the City to tyke over
the pier of the Pointer-Williamette, which could be used for the mooring of
small boats. A motion was made by Councilman Tucker and seconded by Council-
man Clausen that this be re -referred to the park Committee for additional in-

A motion was made by Councilman. McGibbon and seconded by Councilman Maxwell
that the *ttorney be instructed to draw up two "STop-gap Ordinances, one
requiring people to come before the Council for a building permits two, for
the issuing of permits for the manufacturing of goods, � as building code
is made up. Motion carried.
