1947-08-19 Council MinutesGeorge Yost came before the Co�xncil and ask for permission to tear up the
old sidewalk in front of their new building, that they would build a new
sidewalk and curb and guttet on fifth Avenue and Maple Street also they
would black -top one half of Maple Street by their new building, also to
pave the alley,. A motion was made by Councilman McGinness .end seconded
by Councilman Maxwell that he be permitted to make these improvements under
tthe supervision: of the Engineer. Motion carried.
A motion was made by Councilman Tucker and seconded by Councilman McGibbon
that Ordinance No. 572 forpthb.l.iinptoving of Third: Avenue be published.
Passed by a unaminous vote of the Council.
Charles Brown asked for a report from the finance committee about the purchase
of his property. Mayor JEourtner reported that this property has never been
unsed for travel, but he recommended that the City should have some beach
property. Councilman Siefert made a motion that the city purchase this
property.. A,motion was made by Councilman Clausen and seconded by Council
man McGinness that the city pay $750 for the property. Motion carried.

e permitted to conduct a dance on Friday nights at the Legion Hall without
a liaense•. Motion carried.
A motion was made by Councilman McGinness and,seconded by Councilmen Waggoner
that each Department head submit their budget at the earliest possible time.
Motion carried. A motion was made by Councilman McGibbon and seconded
by McGinness that Resolution of Int. No. 122 be published. Motion carried.
A motion was made by Councilman McGinness and seconded by Councilman Maxwell
that the Attorney draw up an Ordinance relating to service stations, that
they be allowed only two driveways on any one street, each one not exceeding
thirty feet,in width, to be separated by an island, the outer edge of pump
to be ten feet from the property line. Motion carried.

The Council met in regular session with Mayor Fourtner presiding. The roll
call showed the following councilmen present. McGibbon, .Vaggoner, Tucker,
McGinness, Clausen add Maxwell
The petition for the protest against the improvement of Third Avenue North
was brought to the Council with more signers.vggMayor Fourtner referred this
to the Engineer for. checking. Upon checking the Engineer reported that there
were 657o againbt the project.
A letter was read from the U. S. Pipe and Foundry Co., in which they state
the increase of the price of pipp. A motion was made by Councilman McGibbon
and seconded by Councilman Tucker that this be referred to the grater Committee.
Motion carried.
Several people from Maplewood hill came before the council in regards.to
getting water., they asked if it would be possible'
to get water from Seattle.
A motion was made by Councilman McGib:'Ubon and second by Councilman Maxwell
that the Engineer be instructed to get what information he can from Seattle
about the cost of water. Motion carried.
Supt. McKeever reported that the people he had notified about breaking down
of the curb and putting in their driveways had not done so. A motion was
made by Councilman McGibbon and seeom ed by councilman Clausen that these
people are to be notified that the city is to take action if the curbs are
not cut down within�30 days. Motion carried.
A motion was made by Councilman Waggoner and seconded by councilman McGibbon
that the attorney notify the three persons using the water pipe for sewerage
drain that they must install septic tanks within thirgagays. motion carried
by a unaminous vote of the council.
A motion was made by -councilman McGinness and seconded by councilman. Waggoner
that the pedestrian laneon Fifth & Main streets be changed to a diagonal
crossing from .Hubbarde office to ,Phelps Cleaners. Motion carried.
Councilman Clausen, chairman of the Water Committee stated they recommend
the proposal of the u. S. Pipe & Foundry Co., be accePted.
A motion was made by Councilman McGinness and seconded by Councilman Maxwell
that the ordinance for regulating of 4ervideeStations be introduced.

September 2, 1947
The Council met in regular session with Mayor Fourtner presiding. The roll
call showed all councilmen present. The water collectors report was read.
A motion was made by Councilman McGibbon and seconded by Councilman Tucker
that the bill form the Stateside Construction Co., be tabled until the next
Council meeting. Motion carried.
A motion was made by Councilman McGibbon and seconded by Councilman Tucker
that the bills which were approved by the finance committee be allowed and
warrants drawn on the proper funds. Motion carried.

A letter was^from two property owners on First Avenue North, in which they
state a condition of water drainage on their property in the winter time,
and whould like to have something.done to prevent this condition. A motion
was made by Councilman McGinness and seconded by Councilman Tucker that this
be referred to the Street Committee. Motion carried.
The Hearing on the Sewer for Sixth Avenue North, and the alley in Block 99,
was set for this meeting. There being no one protesting against this im-
provement the attorney was instructed to draw up.the Ordinance. A motion was
made by Councilman Tucker and seconded by Councilman McGibbon that this Ord*
be passed and published. A roll call vote showed McGibbon yes, Waggoner yes,
Tucker yes, McGinness yes, Siefert no, Clausen no, and Maxwell no.
The Council proceeded to make up the preliminary Budget for the coming -year.
Councilman McGibbon made a motion that the existing full time salaries.be the
same as last year. A roll call vote showed McGibbon
yes,. Waggoner no, tucker no, Siefert yes, McGinness yes, Clausen yes and
Maxwell no.
Because considerable time bwmng spent on the budget and it hot being com-
pleted, the Council adjourned until Wednesday evening.
September 3, 1947.
The Mayor, Clerk and Councilmen Clausen,.Megibbon and Maxwell met to complete
the budget. After its completion their being no further business the meeting
adjourned.

September 16, 1947 ,
The Council met in regular session with Mayor Fourtner presiding. The roll
call shoved all councilmen present. The Treasurers report was read.
A motion was made by Councilman Siefert that we hold up the payment on
eonteact to the Stateside Construction co. until the joint of 6 inch pipe
in replaced with an eightiinch joint of pipe. A. motion was made by Councilman
Tucker that partial payment be made to the contractor on the contract.'
A roll call vote showed all councilmen voting yes except.councilman Maxwell
who voted no.
A letter was read from P.4rs. Schroeder in which she states her property has
been damaged by water running down on her property. A motion was made by
Councilman McGibbon and seconded by.councilman Tucker that this be. referred
to the City Engineer.
Letters were read from the Lion's Club and the Chamber of Commerce in which
they state that they are very much in favor of program as.outlined by Coun-
cilman Waggoner and budgeted for 1948.
A letter was read from the Water Supt,.; Ray McKeever, the need for a new water
tank and more water for next year, th2t this should be started on immediately.
A notion was made by Councilman McGinness and seconded by Councilman Waggoner
that the recommendation be accepted. Motion carried.
A motion was made by Councilman Tucker and seconded by Councilman McGinness
that the Health Officer inspect the property of the three people who were
connected to the disbanded water main in regard to sewerage disposal and
report to the Council in regards to this. Motion carried.
