1947-11-04 Council MinutesOctober 21, 1947
The Council met in regular session with Mayor Fourtner presiding. The roll
call showed the following councilmen present McGibbon Tucker, McGinness,
Siefert, Clausen and Maxwell.
Droctor Kenny came, before the Council with a report on the sewerage test from
the Crescent Laundry, he stated he found no'contamination at the time of the
test, but suggest the only solution along this district it for a'sewer. °
Councilman Tucker made a motion that papers be drawn up forming an L. I. D.
District for a sewer. Motion was seconded by Councilman Siefert. After some
discussion Tucker withdrew his motion, and a new motion was made that a legal
petition b,e drawn up for the construction of a sewer.
The Manager of the Richfield Service station, came before the Council in re-
gards to people waiting for the bus on their property at, Fifth and Dayton Sts.
He reported a dangerous condition and the stopping of trade to their station.
A motion was made by Councilman McGinness and seconded by Councilman Maxwell
that the Clerk write a letter to the Transportation Co., asking them to
discontinue the loading and unloading of passenger in front of the Richfield
Service station. Motion carried.
Mr. Hubbard came before the Council and stated the city could purchase a
number of feet of two inch galvanized pipe. A motion was made by Councilman
Mc' g-inness and seconded by Councilman Siefert that the water Committee deter-
mine the amount of pipe needed and be authorized to purchase the same.
Motion carried.
A motion was made by Councilman Siefert and seconded by Councilman Maxwell
that Emergency Ordinance Pio.. 57.4 be adopted. A roll call vote showed a unam-
inous vote of the Council.
A motion was made by.Councilman McGibbon and seconded by Councilman Maxwell
that the men working by the ho-4r be paid twice a month. Motion carried.
The Assessment Roll for L. I. D. 57was turned over to the City Clerks with
the date of hearing set for November 18,,
A motion was made by Councilman McGinness and seconded by Councilman Siefert
that the report of the street,committee`be adopted and lights be installed.
Motion. carried.
A,motion was made by Councilman Waggoner and seconded by Councilman MoGibb'on
that we purchase 15 chairs from Foss Tug and Barge Co. Motion carried.
A,motion was made by Councilman McGibbon and seconded by Councilman Waggoner
that the ai]jbir atrolman be on duty from 8 .P. M. until 4 A. M. and be subject
to call four �duf ing the day, and any `other calls to be taken by the relief
man. Motion carried. `
A motion was made by Councilman Siefert and s econddd... by Councilman Tucker
that the finance committee investigate the investing of the city funds 11�A.d
purchasgrg the L. I. D. #59 bonds if possible,. Motion carried.
Ordi_ance No. 577 was read to the Council regulating the location of gas-
oline pumps and the sidewalk crossings from and to automobile service stations
in the city. A motion was made by Councilman McGibbon and seconded by coun-
cilman Waggoner that this Ordinance b.,e adopted and.published. Motion.
carried. °

November 4, 1947
The Council met in regular session with Mayor Fourtner presiding. The roll
call showed the following councilmen. present,McGibbon, Tucker, Waggoner,
Siefert, McGinness Clausen and Maxwell.
The water collectors report was read. A motion was made by Councilman McGibbon
and seconded by Councilman McGinness that the bills which were approved by
the finance committee be allowed and warrants be drams on the proper funds.
Motion carried.
A letter was read from H. D. Fowler in which they state that four inch pipe
could be purchased from them at 70 cents per foot. Amotion-was made by t
Councilman McGibbon and seconded by Councilman Iaggoner that this be referred
to the water committee. Motion carried.
L letter was read from the First Baptist Church in which they ask for claim
for damages done to the Church on June 5. A motion was made by Councilman
Maxwell and seconded by Councilman McGinness that this claim of the Church
be referred to the attorney. The Attorney advided the council to deny the
Claim. He stated that the law provides that claims for damages must tie pres-
ented thirty days after the damage is done.
A motion was made by Councilman Clausen and seconded by Councilman Maxwell
that the Clerk advise the Church that the claim was denied. Motion carried.
Mr. Chitty, manager of the Puget Sound Power and Light came before the Council
in andwer to the letter which was sent to him in regards to the installing
of more lights in the city also to the replacing of lights globes that burn
out. A motion was made by Councilman Tucker and seconded by Councilman Clau-
sen that the street committee meet with Mr. Chitty in regards to installing
of extra lights. Motion carried.
A representative from the Grande Bonding Co., came before the Council in
regards to the bonds for L. I. D. 59, after some discussion a motion was
made by Councilmen McGinness and seconded by councilman Siegert.that this
matter be re -referred to the finance committee for consideration. A roll call
vote showed all councilmen in fav6r except councilman Siefert who voted no.
A motion was made by Councilman McGinness and seconded by, councilman McGibbon
That the hearing for assessment roll #60 be set for December 16. Motion
carried.
A motion was made by Councilman McGinness and seconded by Councilman Waggoner
that the Mayor instruct the Street Supt. to fill in the holes with black -top
on the newly constructed streets. Motion carried.
A motionwas made by councilman McGibbon and seconded by councilman Clausen

on the west side until such time as has been

A motion was made by Councilman McGinnessand seconded by councilman Siefert
that the council call for bids for a Sedan Delivery the the p1lice depart-
ment. Mot ion carried.
There being no further business the meeting adjourned.

This was the night set for the hearing on the assessment roll for L. I. D..
1?0. 57. Anumb,er of written protests were received. Mayor Fourtner asked to
hear from the people in the audience. A number of people spoke and stated
the assessment was to high and were not satisfied with the work. After some
discussion the Attorney Mr. Hunter stated the only way an assessment roll
could be protestbd out, is by fraud only. The Attorney and Engineer are to
check the assessment roll. A. motion was made by Councilman McGibbon and sec-
onded by Councilman Waggoner that the attorney draw up an ordinance to con-
firm the assessment roll. Motion carried.
A motion was made by Councilman McGinness and seconded by councilman Waggoner
that the street department b.e instructed to repair Bracketts,driveway and
garage immediately. Motion carried.
A letter was read from F.:. Rittenhouse in which he claims damage done to
his oil burner by water coming in his basement, to the amount of $72.13.
A motion was made by councilman Maxwell and seconded 'by councilman McGinness
that this claim be referred to the attorney. Motion carried. Attormey Hunter
stated the claim was not legally sufficient. A motion was made by Councilman
McGinness and seconded by Councilman Tucker that this b&11 be referred to the
Street and sewer committee. Motion carried. -

A letter was read from H. B. Valentine in which he claims damage done to his
property by the contractor taping dirt from his g�-s property. Attorney
stated this was not a proper claim. A. motion was made by councilman IVlaxwell
and seconded by Councilman 1aggoner that this be turned over to the Street
committee for a report. Motion carried.
